The Standing Committee of the Provincial Party Committee held a working session with the Party Committee of the Provincial Public Security Department.

The meeting was chaired by Provincial Party Secretary Nguyen Khac Than; Standing Deputy Provincial Party Secretary and Chairman of the Provincial People's Council Hoang Nghia Hieu; and Deputy Provincial Party Secretary and Chairman of the Provincial People's Committee Vo Trong Hai. Attending the meeting were members of the Provincial Party Standing Committee and leaders of various departments and agencies.

Working with the Standing Committee of the Provincial Party Committee, the Provincial Police Party Committee was attended by Colonel Dinh Viet Dung - Member of the Standing Committee of the Provincial Party Committee, Secretary of the Party Committee, and Director of the Provincial Police; along with other members of the Standing Committee of the Party Committee, Deputy Directors, and leaders of professional departments.

Ensuring security and stability in the area.

Reporting to the Standing Committee of the Provincial Party Committee, Colonel Dinh Viet Dung - Director of the Provincial Police Department - stated that in the first 11 months of 2025, the Provincial Police Department had implemented comprehensive and decisive measures and solutions to ensure good security and order and build up the force, achieving many comprehensive results in all areas of work.

This demonstrates that the Provincial Police have proactively and promptly reported, advised, and proposed to the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee to lead and direct the mobilization of the entire political system to participate in ensuring security and order, ensuring unity and consistency.

National security is ensured, with genuine stability, peace, and many outstanding results. Emerging incidents are addressed promptly and effectively at the grassroots level, preventing passive responses, surprises, and the emergence of security hotspots.

Effectively implement plans to ensure security and order during the Party Congresses at all levels for the 2025-2030 term, especially the 20th Congress of the Nghe An Provincial Party Committee for the 2025-2030 term. Strengthen prevention and continuously launch strong and effective attacks and suppression of all types of crimes and violations of the law in the area.

Crimes against social order were contained and reduced by more than 11.7% compared to the same period in 2024; the detection rate reached 92.2%, with serious crimes reaching 100%, preventing the existence and emergence of organized crime gangs and their rampant activities in the style of "mafia"; and eliminating complex areas and hotspots of social vices that cause public concern.

Focusing on implementing the plan to achieve the goal of having 20% ​​of communes and wards drug-free by 2025, 28 commune-level units have completed the drug-free criteria, reaching 21.5%, exceeding the target set by the Ministry.

Administrative management of security and order, in conjunction with administrative reform and the development of the nationwide movement to protect national security, has been implemented synchronously, systematically, and rigorously, with many effective and innovative approaches.

The provincial police force has done a good job in Party building, force building, and logistics. They are exemplary and model in implementing social welfare programs and charitable activities.

During storms and floods, thousands of officers and soldiers directly enter the flooded areas to rescue, assist, and provide relief to the people with the spirit of "When the people need help, when the people are in difficulty, the police are there."

Speaking at the meeting, Chairman of the Provincial People's Committee Vo Trong Hai discussed and offered opinions on prominent issues regarding security and order in the province, emphasizing that the Provincial People's Committee will cooperate with, pay attention to, and create favorable conditions for the Provincial Police to effectively implement measures to ensure security and order, thereby contributing to the stability of the area and creating conditions for socio-economic development.

Highly appreciating the achievements and results of the Provincial Police, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Hoang Nghia Hieu, requested them to continue to enhance vigilance, maintain a firm grasp of the local area, avoid complacency, and prevent being caught off guard in any situation; and to pay attention to ensuring border security, cybersecurity, and industrial security...

Always be proactive, avoid being caught off guard or surprised.

Concluding the meeting, Provincial Party Secretary Nguyen Khac Than shared and discussed the context and important tasks that the province has implemented in the past period. Despite many difficulties and challenges, the province's socio-economic landscape has achieved many outstanding results. The Provincial Police force has played a crucial role in contributing to these overall results.

Acknowledging and warmly commending the achievements of the Provincial Police in 2025, the Provincial Party Secretary stated that the foundation for these results was the spirit of unity, consensus, and responsibility within the Standing Committee of the Party Committee, the Board of Directors, and all officers and soldiers of the Provincial Police. At the same time, solutions need to be proposed to overcome the identified shortcomings and limitations.

Looking ahead, Provincial Party Secretary Nguyen Khac Than requested that all officers and soldiers of the Provincial Public Security Department fully understand the context and situation in the new period and thoroughly grasp the viewpoints, goals, tasks, and solutions in the Resolution of the 20th Provincial Party Congress, term 2025-2030, in order to concretize them in leadership, direction, and effective implementation.

"Comrades have always determined that the tasks of the Provincial Police must be linked to the socio-economic development of the province with the viewpoint: Ensuring security and safety for development, and development to serve the assurance of security and safety," the Provincial Party Secretary emphasized, adding that this viewpoint must be concretized through specific actions.

In this context, the Provincial Police must always proactively identify potential risks and factors affecting security and order in the province. They must ensure absolute security and safety for all events and tasks from now until the end of 2025 and throughout 2026.

In particular, the Provincial Police must continue to do a good job in crime prevention and control, always staying ahead in all situations, avoiding passivity and surprise; reducing the crime rate and increasing the rate of investigation of cases.

Provincial Party Secretary Nguyen Khac Than also requested the Provincial Police to strengthen digital transformation and administrative reform efforts; and to advise the province on a digital data strategy.

Continue to do a good job in logistics and technical support, build up the force, and build a clean and strong Party Committee of the Provincial Public Security Department. Review shortcomings and loopholes in state management to advise on solutions. Pay attention to disaster prevention and control, and overcome the consequences of storms and floods.
