The Standing Committee of the Nghe An Provincial Party Committee congratulates the Command of Military Region 4.

Receiving the delegation, on behalf of the 4th Military Region Command were: Lieutenant General Ha Tho Binh - Commander of the Military Region; Major General Le Hong Nhan - Deputy Commander of the Military Region; Major General Doan Xuan Buong - Deputy Political Commissar of the Military Region; Major General Nguyen Ngoc Ha - Deputy Commander of the Military Region; Colonel Ngo Nam Cuong - Deputy Commander of the Military Region; and other members of the Standing Committee of the Party Committee and the 4th Military Region Command.

Provincial Party Secretary and Chairman of the Provincial People's Committee Nguyen Duc Trung stated that Nghe An province is fortunate and has the advantage of having the 4th Military Region Command stationed in its territory. Over the past time, the 4th Military Region Command and Nghe An province have had a very close and strong relationship.

Over the years, Military Region 4 has supported and assisted Nghe An province in general and the provincial armed forces in particular in maintaining stability in the area, thereby helping Nghe An to develop its socio-economic sector and achieve quite comprehensive and positive results in various fields.

Under the leadership of the 4th Military Region Command, the armed forces of Nghe An province have maintained a firm grasp of the situation, closely monitoring the area, preventing any passive or unexpected situations, especially in key areas of national defense and security. The forces of the 4th Military Region have actively supported and assisted localities, including Nghe An province, in disaster prevention, control, and recovery efforts.

In particular, in 2024, Military Region 4 mobilized 800 officers and soldiers to support key national projects in the province, most notably the 500kV circuit 3 power line project, which was commended by the Prime Minister.

In its leadership and guidance, Military Region 4 has selected Nghe An province to pilot the implementation of the Project "Improving the quality and effectiveness of mass mobilization work of the armed forces of Military Region 4 in the period 2023 - 2030 and beyond".

Military Region 4 also mobilized 11 units with approximately 1,230 officers and soldiers to participate in helping people build new rural areas, eradicate hunger and reduce poverty, and maintain stability in the area to build a very active national defense posture linked with a people's security posture; supporting Nghe An province in foreign relations with neighboring Laos to maintain stability in the border region; and supporting the province in implementing projects related to security.

Provincial Party Secretary and Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that, thanks to the active and thorough guidance, support, and assistance of Military Region 4, in 2024, the armed forces of Nghe An province were honored to be awarded the title of Hero of the People's Armed Forces for the second time by the Party and the State.

Regarding the socio-economic situation of the province in 2024, on behalf of the Party Committee, government and people of Nghe An province, the Provincial Party Secretary and Chairman of the Provincial People's Committee, Nguyen Duc Trung, respectfully thanked the Standing Committee of the Party Committee, the Command, and all officers and soldiers of Military Region 4 for their active support and assistance to Nghe An province in the past.

In 2025, Nghe An province is determined to accelerate and make breakthroughs in socio-economic development; successfully organize Party congresses at all levels, leading up to the 20th Provincial Party Congress and the 14th National Party Congress; focus on implementing programs and projects to effectively carry out Resolution No. 39 of the Politburo; and decisively and effectively implement the revolution to streamline the organizational structure.

To achieve the above goals, the province hopes to continue receiving the attention, support, and cooperation of the Standing Committee of the Party Committee, the Command, and the leaders of Military Region 4 so that Nghe An can continue to strive and complete the goals and tasks of 2025 and the following years.

On the occasion of the 80th anniversary of the founding of the Vietnam People's Army and the 35th anniversary of the National Defense Day, on behalf of the provincial leadership, the Provincial Party Secretary and Chairman of the Provincial People's Committee, Nguyen Duc Trung, respectfully sends his best wishes for good health, success, and many victories to the comrades in the Standing Committee of the Party Committee, the Command, the leadership, and all the armed forces of Military Region 4.

Expressing sincere gratitude for the kind wishes from Comrade Nguyen Duc Trung, Secretary of the Provincial Party Committee and Chairman of the People's Committee of Nghe An province, and the delegation, Lieutenant General Ha Tho Binh, Commander of Military Region 4, stated that this demonstrates the great affection and encouragement of the Party Committee and government leaders of Nghe An province towards the armed forces of Military Region 4.

The Commander of Military Region 4 stated that, despite many unpredictable and complex changes in 2024, under the leadership of the Central Military Commission and the Ministry of National Defense, the armed forces of Military Region 4 have consistently and effectively carried out their tasks, especially combat readiness, training, and building regular units.

For the six provinces in the region, Military Region 4 has coordinated with police, military, and border guard forces to advise local Party committees and authorities on maintaining a strong defensive posture. With a proactive spirit, the Vietnam People's Army in general and Military Region 4 in particular have adjusted their organizational structure to meet the requirements of being lean, efficient, and strong.

In its civilian affairs work, Military Region 4 has always recognized that disaster prevention, control, and mitigation are a war in peacetime, so units within the Military Region always prepare well in terms of facilities, personnel, and equipment according to the "four on-the-spot" principle.

Military Region 4 has also deployed forces to support socio-economic development in localities; assisted in the implementation of key projects; and contributed to building new rural areas. In particular, Military Region 4 has closely coordinated with Nghe An province to resolutely maintain political security and unity among the people.

Lieutenant General Ha Tho Binh, Commander of Military Region 4, expressed his delight at the significant achievements and breakthroughs in socio-economic development and national defense and security in Nghe An province over the past years, especially in 2024; and expressed his confidence that Nghe An province will continue to develop and become the leading province among the six provinces in the North Central region.
