Actively transforming digitally, improving the quality of Party organizations

The issuance of Plan No. 18-KH/DU by the Standing Committee of the Party Committee of Nghe An Provincial Party Agencies, dated June 13, 2025, on piloting the model of "four-good Party cells" and "four-good grassroots Party organizations", is a practical step to concretize Instruction No. 10-HD/BTCTU, dated January 2, 2024 of the Provincial Party Committee's Organizing Committee, directly contributing to consolidating and improving the quality of grassroots Party organizations and the contingent of cadres and Party members in the current period.

In the context that the whole Party is promoting the building and rectification of the Party and the political system in the spirit of Resolution 4 of the 13th Central Committee, the model of "four good Party cells" and "four good grassroots Party organizations" is not only a competition criterion but also a standard for each Party cell and Party organization to reflect on, self-evaluate and constantly improve.

With the criteria: "Completing political tasks well; Good quality of life; Good solidarity and discipline; Good cadres and party members", the model sets out comprehensive requirements, but also very specific and clear to guide the actions of grassroots party organizations.

In particular, the responsible and close involvement of the superior Party Committee and each assigned Party Committee member plays a decisive role in the success of the model implementation. This is not only a political task, but also a demonstration of responsibility to set an example, to be attached to and accompany the grassroots.

I believe that, if properly and substantially organized and implemented, the model of "four good party cells" and "four good grassroots party organizations" will become the core in innovating and improving the quality of party cell activities, in line with the spirit of Directive No. 50-CT/TW dated July 23, 2025 of the Secretariat. At the same time, it will create a vibrant competitive atmosphere, arouse the sense of responsibility, promote initiatives and good practices throughout the Party organization.

This is an important orientation to gradually improve the quality of grassroots party organizations, build Nghe An Provincial Party Committee to be increasingly clean and strong, truly the core of leadership in each agency and unit.

Setting an example is a core value of revolutionary ethics, a vivid expression of political mettle and personal responsibility, and at the same time an extremely important leadership method of the Party. In the context of the entire Party striving to realize the aspiration of developing a prosperous and happy country, setting an example - especially from the team of cadres and party members in the leading agencies of the province - is becoming more urgent and decisive.

The Party Committee of Nghe An Provincial Party Committee is a gathering place for cadres and party members who are working at advisory agencies, directly assisting the Provincial Party Committee and a number of leading agencies of the province. With that special position, the requirement is that each cadre and party member must be truly exemplary in both awareness and action, clearly demonstrating the spirit of "good advice, good service, right decision". Setting an example is not a general slogan but must be concretized by specific actions: high sense of responsibility, words go hand in hand with actions, dare to think, dare to do, dare to take responsibility for the common good.

Practice has proven that when leaders and cadres set a good example in ethics, lifestyle, and dedicated and fair working style, the organization they lead will be united and strong; cadres and party members will follow; and the masses will trust them. On the contrary, if cadres are not exemplary, violate ethical standards, fall into negativity and corruption, it will undermine trust, damage the Party's reputation, and cause unpredictable consequences for the common cause.

Therefore, the Party Congress of the Provincial Party Committees for the 2025 - 2030 term needs to continue to emphasize and specify the requirement of setting an example in each field of work. Setting an example is not only a responsibility, but also an honor, a measure of the prestige and quality of a cadre. Only when each cadre and party member is truly a "living example" will it be convincing enough to spread the spirit of dedication, create the strength of solidarity and consensus - a decisive factor in building a clean and strong Party organization and bringing Nghe An to sustainable development in the new period.

In the era of digital transformation, protecting the Party's ideological foundation is not only a regular political task but also a "sacred command" for each Party committee, Party organization and each cadre and Party member. Today's cyberspace is not only an environment for connecting and sharing knowledge but also a fierce "front" where hostile forces are actively opposing the Party, distorting policies and distorting historical truths.

Faced with that situation, each Party member, especially young Party members working in agencies under the Party Committees of provincial Party agencies, must be pioneers with a steadfast stance, firm ideology, actively fight and promptly refute erroneous and hostile viewpoints, contributing to maintaining the Party's "ideological front".

To do so, what I would like to convey to the 1st Congress of Party Delegates of Provincial Party Agencies is that in the new term, it is necessary to strengthen political theory training for cadres and party members; improve political capacity and responsibility; quickly grasp, analyze and orient public opinion, promptly identify and fight against bad, toxic and distorted information. At the same time, it is necessary to have solutions to promote the pioneering role in digital transformation and communication, especially in cyberspace for cadres and party members to proactively spread positive information about the Party, the country and the people of Nghe An.

Besides, it is necessary to innovate the content and methods of Party cell activities, not just stopping at reporting but also analyzing specific situations, thereby learning, sharing and drawing profound experiences on the struggle to protect the ideological foundation in each Party organization.

The Party Committees of the provincial Party agencies and each Party organization need to pay attention to educating, training, and improving revolutionary ethics, so that each cadre and Party member must be truly exemplary in ethics and lifestyle, seriously implement regulations on setting examples, and be worthy of being the core force to maintain the people's trust in the Party.

Believing that, with high political determination and spirit of innovation, the Congress will create important momentum for the Party Committees of the provincial Party agencies to firmly step forward in the era of national growth.

In the context of the country entering a period of rapid development and deep integration, the need to improve the leadership capacity and fighting strength of the Party is extremely urgent. One of the key tasks is to strengthen discipline and order within the Party, while promoting inspection and supervision work associated with digital transformation to improve the effectiveness and efficiency of Party building and rectification work.

Discipline and order within the Party are the foundation for maintaining organizational principles, unity and solidarity within the entire Party. Along with strengthening discipline, inspection and supervision work within the Party needs to be strongly, proactively, comprehensively and promptly innovated. Inspection and supervision not only aims to detect and handle violations, but also helps prevent, warn and correct them early and from afar. This is also a key factor to protect the prestige of the Party organization and the honor of cadres and Party members. For this work to be highly effective, the participation of Party committees, Party organizations and Inspection Committees at all levels is needed.

In particular, linking inspection and supervision work with digital transformation will strongly innovate the content, methods and approaches of inspection and supervision on the basis of promoting digital transformation and applying information technology to all aspects of work. Focus on building and synchronously connecting data to carry out the work of "monitoring on data, inspecting on data" in accordance with the requirements of national development in the current period.

Therefore, the Party Congress of the Provincial Party Committees for the 2025 - 2030 term needs to clearly identify: Strengthening discipline and order within the Party, promoting inspection and supervision associated with digital transformation is an inevitable requirement in the new situation. This is a key solution to building a clean and strong Party, improving the leadership capacity and fighting strength of the Party, ensuring the sustainable development of the country in the period of industrialization, modernization and international integration.

As a party member working at the Provincial Party Committee Office, having access to the draft political report to be submitted to the Congress of Party Delegates of the Provincial Party Committee's agencies, term I, 2025 - 2030, I especially agree with the determined target: 100% of the subordinate party organizations build and effectively implement the digital transformation and administrative reform plan within the Party. This is the right, timely and necessary direction to gradually form a modern, transparent and effective Party administration, meeting the requirements of the digital age.

The draft political report clearly sets the goal of gradually forming the process of sending, receiving and processing documents in the digital environment, towards the model of a "paperless office", and at the same time standardizing administrative procedures in Party agencies. This is a breakthrough step, demonstrating the strategic vision and determination to innovate of the Party Committee. Identifying digital transformation and administrative reform as one of the two breakthroughs further affirms the pioneering and leading role of the Party in promoting the development of the province.

From practical work, I propose some specific solutions to the Congress. That is, it is necessary to standardize data, build a shared database within the Party; perfect the synchronous, safe, and user-friendly electronic document management system; establish a specialized working group on digital transformation to guide and coordinate effective implementation. At the same time, it is necessary to develop a digital working environment, build a digital culture, enhance digital skills training for cadres and party members, and promote propaganda to spread the spirit of digital transformation throughout the system.

In addition, encouraging innovation among party members, especially the young; cooperating with technology enterprises to take advantage of socialized resources; and building timely evaluation and reward mechanisms will be strong motivations for party committees and organizations at all levels to take more drastic action.

I believe that, with the close direction of the Party Committee of the provincial Party agencies, together with the high political determination and solidarity of the staff and Party members, the digital transformation in the Party will achieve solid results, creating the foundation for a modern Party administration, contributing to building Nghe An to develop rapidly and sustainably./.
