Actively pursue digital transformation and improve the quality of Party organizations.

The issuance of Plan No. 18-KH/DU, dated June 13, 2025, by the Standing Committee of the Party Committee of Nghe An province on piloting the "four-good Party branch" and "four-good grassroots Party committee" models is a practical step to concretize Guidance No. 10-HD/BTCTU, dated January 2, 2024, of the Provincial Party Committee's Organization Department, directly contributing to consolidating and improving the quality of grassroots Party organizations and the contingent of cadres and Party members in the current period.

In the context of the entire Party strengthening Party building and rectification and the political system in accordance with the spirit of Resolution No. 4 of the 13th Central Committee, the "four-good Party branch" and "four-good grassroots Party committee" models are not only criteria for emulation but also standards for each Party branch and Party committee to reflect upon, self-evaluate, and continuously improve.

With the criteria: "Successfully fulfilling political tasks; High quality of life; Good unity and discipline; Good cadres and party members," the model sets comprehensive requirements, but also very specific and clear ones, to guide the actions of grassroots party organizations.

In particular, the responsible and close involvement of higher-level Party committees and each assigned Party committee member plays a decisive role in the success of implementing the model. This is not only a political task, but also a demonstration of responsibility, setting an example, and working closely with the grassroots.

I believe that, if implemented systematically and effectively, the "four-good Party branch" and "four-good grassroots Party committee" models will become the core of innovation and improvement in the quality of Party branch activities, in line with the spirit of Directive No. 50-CT/TW dated July 23, 2025, of the Party Central Committee. At the same time, they will create a vibrant atmosphere of emulation, awaken a sense of responsibility, and promote initiatives and best practices throughout the Party organization.

This is an important direction for gradually improving the quality of grassroots Party organizations, building the Nghe An Provincial Party Committee to be increasingly clean, strong, and truly the leading nucleus in each agency and unit.

Setting an example is a core value of revolutionary ethics, a vivid expression of political acumen and personal responsibility, and a crucial leadership method of the Party. In the context of the entire Party striving to realize the aspiration of a prosperous and happy nation, setting an example – especially from cadres and Party members in leading agencies of the province – becomes even more urgent and decisive.

The Party Committee of the Party agencies in Nghe An province is home to cadres and Party members working in agencies that directly advise and assist the Provincial Party Committee and some leading agencies of the province. Given this special position, the requirement is that each cadre and Party member must be truly exemplary in both awareness and action, clearly demonstrating the spirit of "good advice, excellent service, and correct decision-making." Setting an example is not just a general slogan but must be concretized through specific actions: a high sense of responsibility, matching words with deeds, daring to think, daring to act, and daring to take responsibility for the common good.

Experience has shown that when leaders and officials set a shining example of morality, lifestyle, and dedicated, impartial work style, the organizations they lead will be united and strong; cadres and Party members will follow their example; and the masses will trust and respect them. Conversely, if officials are not exemplary, violate ethical standards, and fall into negativity and corruption, it will erode trust, damage the Party's prestige, and cause unpredictable consequences for the common cause.

Therefore, the Party Congress of the provincial Party agencies for the 2025-2030 term needs to continue to emphasize and concretize the requirement of setting an example in each field of work. Setting an example is not only a responsibility, but also an honor, a measure of the prestige and quality of a cadre. Only when each cadre and Party member is truly a "living example" will they be able to persuade and spread the spirit of dedication, creating strength, unity, and consensus – the decisive factor in building a clean and strong Party organization and leading Nghe An to sustainable development in the new era.

In the era of digital transformation, protecting the Party's ideological foundation is not only a regular political task but also a "sacred mandate" for every Party committee, organization, and individual cadre and Party member. Today's cyberspace is not only an environment for connecting and sharing knowledge but also a challenging "front line" where hostile forces relentlessly oppose the Party, distort its policies, and twist historical truth.

In this situation, every Party member, especially young Party members working in agencies under the Party Committee of provincial-level Party organizations, must be pioneers, steadfast in their stance, firm in their ideology, actively fighting against and promptly refuting erroneous and hostile viewpoints, contributing to maintaining the Party's "ideological front".

To achieve this, my message to the First Congress of the Party Committee of the Provincial Party Agencies is that in the new term, it is necessary to strengthen political theory training for cadres and Party members; enhance political acumen and responsibility; quickly grasp, analyze, and guide public opinion; and promptly identify and refute harmful, distorted, and toxic information. Simultaneously, solutions are needed to promote the pioneering role of cadres and Party members in digital transformation and communication, especially in cyberspace, to proactively disseminate positive information about the Party, the country, and the people of Nghe An province.

In addition, it is necessary to innovate the content and methods of Party branch meetings, not just stopping at reporting, but analyzing specific situations, thereby learning, sharing, and drawing profound lessons about the work of defending the ideological foundation in each Party organization.

The Party Committees of provincial Party agencies and each Party organization need to pay attention to educating, training, and improving revolutionary moral qualities, so that each cadre and Party member must be truly exemplary in morality and lifestyle, seriously implement the regulations on setting an example, and be worthy of being the core force in maintaining the people's trust in the Party.

We are confident that, with strong political determination and a spirit of innovation, the Congress will create important momentum for the Party Committees of the provincial Party agencies to move forward steadily in the era of national progress.

In the context of the country entering a period of rapid development and deep integration, the need to enhance the leadership capacity and fighting strength of the Party is extremely urgent. One of the key tasks is to strengthen discipline and order within the Party, while simultaneously promoting inspection and supervision work in conjunction with digital transformation to improve the effectiveness and efficiency of Party building and rectification.

Discipline and order within the Party are the foundation for upholding organizational principles, unity, and solidarity throughout the Party. Along with strengthening discipline, inspection and supervision work within the Party needs to be strongly reformed, proactive, comprehensive, and timely. Inspection and supervision should not only aim to detect and handle violations, but also help prevent, warn, and correct them early and from afar. This is also a key factor in protecting the prestige of Party organizations and the honor of cadres and Party members. For this work to be highly effective, the participation of Party committees, Party organizations, and Inspection Committees at all levels is necessary.

In particular, linking inspection and supervision with digital transformation will strongly innovate the content, methods, and approaches of inspection and supervision based on promoting digital transformation and applying information technology to all aspects of work. Focus on building and synchronously connecting data to move towards implementing "data-driven supervision and data-driven inspection," in line with the country's development requirements in the current period.

Therefore, the Party Congress of the provincial Party agencies for the 2025-2030 term needs to clearly define: Strengthening discipline and order within the Party, promoting inspection and supervision in conjunction with digital transformation is an essential requirement in the new situation. This is a key solution to building a clean and strong Party, enhancing the Party's leadership capacity and fighting strength, and ensuring the sustainable development of the country during the period of industrialization, modernization, and international integration.

As a Party member working at the Provincial Party Committee Office, having had access to the draft political report to be presented at the First Congress of the Party Committee of the Provincial Party Agencies, term 2025-2030, I particularly agree with the resolute target: 100% of subordinate Party organizations will build and effectively implement plans for digital transformation and administrative reform within the Party. This is the right, timely, and necessary direction to gradually form a modern, transparent, and efficient Party administration that meets the requirements of the digital age.

The draft political report clearly sets the goal of gradually establishing a process for sending, receiving, and processing documents in a digital environment, moving towards a "paperless office" model, while standardizing administrative procedures in Party agencies. This is a breakthrough step, demonstrating the strategic vision and determination for innovation of the Party Committee. Identifying digital transformation and administrative reform as two key breakthroughs further affirms the pioneering and leading role of the Party in promoting the development of the province.

Based on practical experience, I propose several specific solutions to the Congress. These include standardizing data and building a shared database within the Party; perfecting a synchronized, secure, and user-friendly electronic document management system; and establishing a specialized task force on digital transformation to guide and coordinate effective implementation. Simultaneously, it is necessary to develop a digital work environment, build a digital culture, enhance digital skills training for cadres and Party members, and promote awareness to spread the spirit of digital transformation throughout the entire system.

In addition, encouraging innovation among Party members, especially young people; cooperating with technology companies to leverage social resources; and building a mechanism for timely evaluation and reward will be strong motivators for Party committees and organizations at all levels to take more decisive action.

I am confident that, with the close guidance of the Party Committee of the provincial Party agencies, along with high political determination and the unity of cadres and Party members, the digital transformation within the Party will achieve solid results, creating a foundation for a modern Party administration, contributing to building Nghe An into a rapidly and sustainably developing province.
