Actively institutionalize and quickly implement Resolution 79-NQ/TW of the Politburo on the development of the state-owned economy.

Speaking at the session, Prime Minister Pham Minh Chinh emphasized that 2025 has passed, marking many important events for the country, including the drafting of the Resolution of the 14th National Congress of the Party. In particular, the Government has submitted to the Politburo nine specialized resolutions covering all important areas of the country such as private economy, state-owned economy, health, education, institutions, foreign trade, energy, and most recently, the cultural sector. This is an extremely important political foundation for realizing the two strategic goals for the 100-year period.

The Prime Minister stated that the recent 14th National Congress of the Party was successful, defining the country's guidelines and policies for the coming years, setting out a vision to 2045 and a 100-year vision. This requires forecasting the situation to determine the goals, tasks, and solutions for national development over the next 100 years, not just 10, 20, or 50 years. This reflects a shift in thinking. To have a more far-sighted vision, one must think far ahead, think deeply, and act on a grand scale; one must have a firm grasp of the situation, forecast appropriate goals, and develop tasks and solutions that are realistic, feasible, and effective.

Recently, the Government submitted to the Politburo a Resolution on foreign economic affairs. This means there will be 10 specialized resolutions from the Politburo, along with the Resolution of the 14th Party Congress, making the total comprehensive and extensive.

The Prime Minister stated that Resolution 79 had been issued by the Politburo, therefore he requested that delegates focus their discussions on:The first,The draft Government Resolution promulgates the Action Program to implement Resolution 79 with the motto of high determination, great effort, decisive action, and assigning "6 clear responsibilities: clear person, clear task, clear responsibility, clear authority, clear time, clear results".

Monday,Regarding the draft Resolution of the National Assembly on some breakthrough mechanisms and policies for the development of the state economy, closely adhering to the viewpoints, guidelines, and policy directions in Resolution 79 of the Politburo, we propose institutionalizing them into breakthrough mechanisms, policies, and solutions to remove institutional and organizational bottlenecks and obstacles in implementation, aiming to effectively exploit state resources such as land, natural resources, assets, infrastructure, state budget, national reserves, off-budget financial funds, etc., creating a clear transformation in the operational efficiency of state-owned enterprises and state-owned commercial banks, etc.

Tuesday,The Steering Committee's operational regulations aim to continue reviewing, improving, and enhancing the effectiveness of its activities, ensuring they are substantive, not merely 형식적인 (formalistic), and avoid "talking a lot but doing little," thereby preventing bureaucracy.

This is a step towards thoroughly implementing the Resolution of the 14th National Congress of the Party, according to which, if the path is right, it must be implemented quickly, followed through to the end, and measured by effectiveness with a spirit of action.

With a spirit of thorough understanding and effective implementation, the Prime Minister hopes that delegates will focus their intellect and efforts, contributing ideas to institutionalize and establish mechanisms and policies for implementation. This is a valuable lesson learned; accordingly, as soon as the Politburo and Secretariat's resolutions are issued, the Government and the National Assembly should promptly issue related resolutions to ensure synchronized implementation.

Regarding the drafting of the National Assembly Resolution and the Government's Action Plan to implement Resolution 79, the Ministry of Finance stated that immediately after Resolution 79-NQ/TW was issued, following the Prime Minister's directive, the Ministry of Finance drafted: a draft Decision establishing the National Steering Committee for the implementation of the Resolution; a draft National Assembly Resolution on some special mechanisms and policies for the development of the state-owned economy; and a draft Government Resolution promulgating the Government's Action Plan to implement Resolution 79-NQ/TW. By the end of January 29th, the Ministry had received feedback from 3 out of 16 ministries and agencies and 15 out of 34 localities.

Regarding some implemented activities: The National Steering Committee was established and its operating regulations were drafted. Following the Prime Minister's directive, the Ministry of Finance also drafted the Decision to establish the Steering Committee and its operating regulations; solicited opinions from ministries and agencies; and submitted them to the Ministry of Interior for appraisal as required. Subsequently, the Prime Minister signed the Decision to establish the Steering Committee.

Dissemination and promotion of the Resolution: As the standing agency of the Steering Committee, the Ministry of Finance has proactively and actively carried out activities to publicize and introduce the content of the Resolution.

In order to implement the solutions outlined in the Resolution quickly, practically, practically, and effectively, the Ministry of Finance proposes the following:

Firstly, ministries, sectors, and localities that have not yet provided feedback on the draft Resolution of the National Assembly and the draft Action Plan of the Government are requested to urgently send their comments to the Ministry of Finance for compilation, finalization, and submission to the Government. It is important to thoroughly review the viewpoints, objectives, tasks, and solutions outlined in Resolution 79-NQ/TW; based on this, they should proactively propose specific tasks, clearly indicating the legal documents that need to be newly issued or amended and supplemented; and simultaneously, determine the implementation roadmap and completion timeline.

Secondly, it is requested that ministries, sectors, and localities appoint leaders to participate in the Steering Committee and the Working Group; members of the Steering Committee should promptly provide written feedback on the Steering Committee's operating regulations; and send it to the Ministry of Finance for submission to the Head of the Steering Committee for signing and promulgation.

Thirdly, it is requested that ministries, departments, and localities proactively carry out information and communication work regarding the Resolution.
