Reporter:Dear comrade, 2025 is the final year of the term, a pivotal time to prepare for the organization of Party Congresses at all levels, towards the 14th National Party Congress; the whole province is also in the beginning stages of operating a two-level local government. What requirements does that context pose regarding the content and methods of Propaganda and Mass Mobilization work?
CopperNgoc Kim Nam:It can be said that this is a special period, both summarizing the term and opening up new directions for the future. 2025 is not only the end of a 5-year journey, but also a pivotal milestone to shape leadership thinking, prepare for Party congresses at all levels, towards the 14th National Party Congress - a milestone marking the country entering a new era of development.

In particular, at a time of profound changes in the entire political system, the construction and operation of a two-level local government is posing both great opportunities and challenges in governing and orienting public opinion.
In that context, the political mission of "going ahead, paving the way", "spreading the fire", "keeping the fire" for the ideological front, leading public opinion and connecting people's trust in the work of Propaganda and Mass Mobilization must be more than ever one step ahead, one level broader; must promote valuable lessons learned over the past 95 years, to continue to innovate both the content and methods of operation.
In terms of content, the work of Propaganda and Mass Mobilization must truly be the “compass” to orientate ideology and arouse aspirations for development; the focus is on clarifying the outstanding results of implementing the Resolution of the 13th National Party Congress and the Resolutions of the 19th Provincial Party Congress not only in numbers but also in terms of quality and social impact. At the same time, it is necessary to focus on orienting public opinion on major issues such as personnel work, preparing congress documents, and strengthening trust and consensus among the people.
Propaganda and Mass Mobilization work at this time must not only propagate what is already there and guide what is to come, but must also do a good job of forecasting. At this time, many major policies and decisions of historical, revolutionary, and unprecedented nature have been issued; the initial operation of the two-level local government will inevitably bring about concerns and worries of cadres, party members, and the people; there will be many different opinions, some supportive, some hesitant, and confused...

Difficulties are like “gold tested by fire”, more than ever, the mission of Propaganda and Mass Mobilization work at this time is to demonstrate the connecting role between the direction of the Central and local levels, between the political determination of the Party and the social mindset of the People; must create consensus, trust, high compliance, must make ideology, will and action become a continuous flow from the Central to the grassroots.
In terms of methods, this is a time that requires a strong fundamental shift, so with its pioneering mission, the work of Propaganda and Mass Mobilization must "go ahead and pave the way" in innovating communication methods; from conveying to spreading, from informing to inspiring on a multi-dimensional platform, especially on cyberspace, so that each political message becomes a flow in social life.

It is not enough to just say the right thing, but to say it accurately: hitting the heart, hitting the right time and hitting the heart of the people, only then can trust be built. And to do that, each Propaganda and Mass Mobilization officer must demonstrate the role of "flag-bearer", not only being solid in theory but also rich in emotion, knowing how to inspire, knowing how to spread the message in a convincing and effective way.
It can be said that at this pivotal moment, maintaining the ideological position is important, but at the same time, we must open up spaces for dialogue, interaction, listening and adjustment, we must become "architects of faith", we must arouse the national spirit, the desire for development and together with the whole Party, the whole people and the whole army create a new political atmosphere that is fierce, synchronous and inspiring to enter a new stage of development with a steadfast, proactive mindset and the desire to rise up, that is the Propaganda and Mass Mobilization "saying goes hand in hand with doing".

Reporter:So what key tasks has the Provincial Party Committee's Propaganda and Mass Mobilization Department focused on directing to promptly orient ideology, create social consensus and strengthen trust among cadres, party members and people, comrade?
Comrade Ngoc Kim Nam:As I said, the Propaganda and Mass Mobilization work must be the vanguard force to maintain the "ideological battlefield" and "the people's front". From clearly recognizing that role, in the context of the political system entering a new period of operation, all social movements are closely linked to the requirements of "strong politics, clear ideology, strong organization, and people's consensus", the Provincial Party Committee's Propaganda and Mass Mobilization Department has focused on directing many key tasks, including 5 core points:
The first,Be steadfast and persistent in closely following the political tasks of the province and the major orientations of the Central Government to proactively orient public opinion, maintain ideological stability among cadres, party members and people, especially in the period of preparing for Party Congresses at all levels and operating two-level local governments.
Monday,Innovate propaganda methods in a rich, diverse, multi-dimensional direction, emphasizing the role of digital space. Not only conveying policies, but also inspiring, convincing with values and spreading with beliefs.
Tuesday,Strengthen dialogue, stay close to the grassroots, promptly grasp, reflect and handle outstanding issues arising from the grassroots. Take listening and accompanying the people as the basis to mobilize, gather and build a solid great solidarity bloc.

Wednesday,Effectively promote core forces, which are reporters, propagandists, and social opinion collaborators. They are both the "eyes and ears" and the "extended arm" of the Party Committee in protecting the Party's ideological foundation and fighting against erroneous and hostile views.
Thursday,We must consider strengthening trust as a constant task. Because there is no power greater than the trust of the people. And no revolutionary cause can succeed without the consensus of the people, starting from unity in thought.
It can be affirmed that the work of Propaganda and Mass Mobilization must not lag behind reality but must be one step ahead. It must not only manage ideology but also guide awareness. It must not only mobilize the masses but also inspire the people to participate and create development together. That is the mission, the responsibility and also the political commitment that we always put first.
Reporter:Could you please share your guiding viewpoints and implementation methods to ensure the comprehensiveness of each field and improve coordination efficiency when merging the Propaganda Department and the Mass Mobilization Department into the Provincial Party Committee's Propaganda and Mass Mobilization Department?
Comrade Ngoc Kim Nam:The merger of the Provincial Party Committee's Propaganda Department and Mass Mobilization Department into a unified focal point is not simply an organizational arrangement but also a restructuring of the Party's operational system on the basis of innovative, scientific and sharp political thinking.
This is a transformation of the Party organization in the new period when the requirement of "streamlining the organization and improving efficiency" must be closely linked to the requirement of "maintaining the role of the core political leadership in the entire system".

In the spirit of moving towards one goal: Maintaining the Party's ideological foundation and mobilizing the people's strength for the Party's revolutionary cause. Therefore, we determined that the merger is not just "adding two into one" but rather the intersection, integration and resonance of strength, towards a political institution that is unified in organization, interconnected in function, flexible in operation, and effective in practice. Therefore, in terms of guiding viewpoints, we direct the merger based on three fundamental principles:
The first,unified in ideology, clear in function, specialized in expertise. Do not allow overlapping tasks or "dissolution" of specific work in each field. Propaganda must still maintain its role in guiding ideology, making people understand and believe. Mass mobilization must still promote its strengths in building great solidarity and mass mobilization work.
Monday,Strengthen the strategic advisory role for the Party Committee, not only reflecting the current situation but also forecasting the movement of ideology and public opinion; at the same time, providing effective and practical advocacy solutions.
Tuesday,Taking coordination efficiency as a measure means creating "resonant value" from the connection between thought and action, between orientation and practical organization.

Regarding the implementation method, we systematically deploy according to 4 axes, including: Establishing a reasonable, specialized and clearly stratified organizational framework. Specialized departments are not mechanically merged but are reorganized according to the orientation of functions - fields - tasks. Each department specializes in one field, but is placed under an internal coordination mechanism, with a mechanism for sharing information and continuous professional support "when going to propagate, one must understand the people's hearts and when going to mobilize, one must have a firm grasp of theory".
Develop working regulations and assign tasks in the direction of "clear people, clear work, clear responsibilities, clear results"; at the same time, promote the unified leadership role in the leadership of the department, especially the Head of the department - the person who plays the role of regulating the pace, coordinating inter-sectoral relationships, ensuring "one apparatus, two streams of power, one direction of direction".
We also strengthen training and improve the quality of our staff. In the new model, staff must be able to work in multiple fields, have a strong political mindset, good social mobilization skills, and the ability to use modern communication technology. This is a breakthrough requirement, because people are still the center of effective operation.
At the same time, establish vertical and horizontal coordination mechanisms: Between the Propaganda and Mass Mobilization Committee and other Party building committees, with the Vietnam Fatherland Front, socio-political organizations and grassroots Party committees as the "strategic connection point" of the entire grassroots political system.

Thus, it can be affirmed that this unification is not only a matter of organization but also a restructuring of the way Party work is done. Leading Party work in this new model requires comprehensive thinking, interconnected management, assessment of actual results, social effectiveness and social spread.
This is a strategic shift from “functional division” to “total operation”; from “fragmentation of tasks” to “integration of political goals”, from tradition to modernity to meet the requirements and tasks of development in the new era, towards the highest goal of building the Provincial Party Committee’s Propaganda and Mass Mobilization Department as both an “ideological brain” and a “moving heart” that crystallizes beliefs, arouses consensus, fosters aspirations and promotes action in the entire political system and the entire society.
