CopperChí Ngọc Kim Nam:This can be considered a special period, both summarizing the current term and opening up new directions for the future. 2025 is not only the end of a five-year period, but also a pivotal milestone in shaping leadership thinking, preparing for Party congresses at all levels, leading up to the 14th National Congress of the Party – a milestone marking the country's entry into a new era of development.

In particular, amidst profound changes in the entire political system, the establishment and operation of a two-tiered local government system presents both significant opportunities and challenges in governance and shaping public opinion.
In this context, the political mission of propaganda and mass mobilization work—to "lead the way," "ignite," and "keep the flame alive" for the ideological front, to guide public opinion and connect people's trust—must be more proactive and broader than ever; it must leverage the valuable lessons learned over the past 95 years to continue innovating both the content and methods of its activities.
In terms of content, propaganda and mass mobilization work must truly be a "guiding principle" for shaping ideology and inspiring aspirations for development; the focus should be on clarifying the outstanding results of implementing the Resolution of the 13th National Party Congress and the resolutions of the 19th Provincial Party Congress, not only in terms of numbers but also in terms of depth, quality, and social impact. At the same time, it is necessary to focus on guiding public opinion on major issues such as personnel matters, preparing congress documents, and consolidating trust and consensus among the people.
At this time, propaganda and mass mobilization work must not only promote existing policies and guide future developments, but also excel in forecasting. Many major, historically and revolutionary policies and decisions, unprecedented in scale, are being issued; the initial operation of a two-tiered local government system will inevitably give rise to concerns and anxieties among cadres, Party members, and the people; there will be differing opinions, some supportive, some apprehensive, and some confused…

Difficulties are like "gold being tested by fire," and more than ever, the mission of propaganda and mass mobilization work now is to demonstrate its role in connecting the central government's guidance with local authorities, linking the Party's political determination with the people's social mindset; it must create consensus, trust, and high levels of compliance, and ensure that thought, will, and action become a continuous flow from the central government to the grassroots.
In terms of methodology, this is a time that demands a fundamental shift; therefore, with its pioneering mission, the work of Propaganda and Mass Mobilization must "lead the way" in innovating communication methods; from conveying to disseminating, from informing to inspiring, on a multi-faceted platform, especially in cyberspace, so that each political message becomes a flowing stream in social life.

It's not enough to just say the truth; it's about saying the right thing: addressing the people's thoughts, at the right time, and in their hearts. Only then can trust be built. And to achieve this, each Propaganda and Mass Mobilization official must demonstrate their role as a "flagbearer," not only possessing a strong theoretical foundation but also being emotionally rich, knowing how to inspire, and spreading their message persuasively and effectively.
It can be said that, at this pivotal moment, maintaining ideological firmness is crucial, but at the same time, it is necessary to open up spaces for dialogue, interaction, listening, and adjustment. We must become the "architects of trust," awaken the national spirit and aspirations for development, and together with the entire Party, people, and army, create a new, decisive, synchronized, and inspiring political momentum to enter a new stage of development with a firm, proactive mindset and a desire to rise – that is the true meaning of Propaganda and Mass Mobilization: "saying and doing go hand in hand."

Recognizing this role, and in the context of the political system entering a new phase of operation, where all social movements are closely linked to the requirements of "stable politics, clear ideology, strong organization, and people's consensus," the Provincial Party Committee's Propaganda and Mass Mobilization Department has focused on directing many key tasks, including five core points:
The first,We must steadfastly and persistently adhere to the province's political tasks and the central government's major orientations to proactively guide public opinion and maintain ideological stability among cadres, Party members, and the people, especially during the period of preparing for Party congresses at all levels and operating the two-tiered local government.
Monday,Innovate communication methods towards a richer, more diverse, and multi-dimensional approach, emphasizing the role of the digital space. This involves not only conveying policies but also inspiring, persuading with values, and spreading belief.
Tuesday,Strengthen dialogue, stay close to the grassroots, promptly grasp, reflect, and address prominent issues arising from the grassroots. Take listening to and working alongside the people as the foundation for mobilizing, uniting, and building a solid national unity.

Wednesday,Effectively leveraging core forces, namely the team of reporters, propagandists, and social opinion collaborators, who serve as both the "eyes and ears" and the "extended arm" of the Party committee in protecting the Party's ideological foundation and combating erroneous and hostile viewpoints.

Comrade Ngoc Kim Nam:Merging the Provincial Party Committee's Propaganda Department and Mass Mobilization Department into a single unified body is not simply an organizational restructuring, but also a restructuring of the Party's operational system based on innovative, scientific, and sharp political thinking.
This represents a transformation in Party organization during the new era, where the requirement to "streamline organization and improve efficiency" must be closely linked to the requirement to "maintain the leading political role of the Party as the core throughout the entire system."

With a shared goal in mind: to uphold the Party's ideological foundation and mobilize the people's strength for the Party's revolutionary cause, we have determined that the merger is not merely a matter of "combining two into one," but rather an intersection, integration, and synergy of strengths, aiming for a unified political institution that is interconnected in organization, flexible in operation, and effective in practice. Therefore, in terms of guiding principles, we direct the merger based on three fundamental principles:
The first,Unity of thought, clarity of function, and in-depth specialization are essential. Overlapping responsibilities or the "diluting" of the specific characteristics of each field of work must be avoided. Propaganda must maintain its role in guiding ideology, ensuring the people understand and trust. Mass mobilization must continue to leverage its strengths in building national unity and engaging the masses.
Monday,Strengthening the strategic advisory role for Party committees means not only reflecting the current situation but also forecasting trends in ideology and public opinion; at the same time, proposing effective and practical solutions for mobilization.
Tuesday,The measure of effectiveness is the coordination, meaning that "synergistic value" must be created from the connection between thought and action, between orientation and practical organization.

Regarding the organizational approach, we implemented it systematically along four axes: establishing a rational, specialized, and clearly hierarchical organizational framework. Specialized departments were not mechanically merged but reorganized according to their functions, fields, and tasks. Each department specialized in a specific area, but operated under an internal coordination mechanism with information sharing and continuous professional support – emphasizing the principle of understanding the people's sentiments in propaganda and mastering theory in mobilization efforts.
Establish working regulations and assign tasks in a way that emphasizes "clear responsibilities, clear tasks, clear accountability, and clear results"; at the same time, promote unified leadership within the committee, especially by the Head of the Committee - who plays a key role in regulating the pace, coordinating inter-departmental relationships, and ensuring "one apparatus, two streams of strength, one direction of direction".
We are also strengthening training and improving the quality of our staff. In the new model, staff must be able to work across different fields, possess sound political thinking, have good social mobilization skills, and be able to use modern communication technologies. This is a groundbreaking requirement, because people remain at the center of effective operation.
At the same time, establish vertical and horizontal coordination mechanisms: Between the Propaganda and Mass Mobilization Department and other Party building departments, with the Vietnam Fatherland Front, political and social organizations, and grassroots Party committees, which serve as "strategic connection points" for the entire grassroots political system.

Thus, it can be affirmed that this merger is not just a matter of organization, but a restructuring of the way Party work is conducted. Leading Party work in this new model requires comprehensive thinking, interconnected management, realistic evaluation of results, social effectiveness, and widespread impact on society.
This represents a strategic shift from "functional fragmentation" to "total operational force"; from "task fragmentation" to "integration of political objectives," from tradition to modernity, meeting the requirements and tasks of development in the new era, aiming for the highest goal of building the Provincial Party Committee's Propaganda and Mass Mobilization Department to be both the "ideological brain" and the "mobilizing heart," embodying belief, inspiring consensus, fostering aspirations, and promoting action throughout the entire political system and society.
