The success of the 16th National Assembly elections and the elections for People's Councils at all levels has created new momentum and impetus for the entire Party, the entire people, and the entire army to confidently move into a new stage of development.

The election of deputies to the 16th National Assembly and representatives to the People's Councils at all levels for the 2026-2031 term, held on March 15, 2026, was a resounding success; it was truly a great festival for the entire nation; ensuring democracy, equality, legality, safety, economy, and substance.

The vibrant face of national unity

The success of the election was first and foremost confirmed by the election of all 500 National Assembly delegates, 2,552 provincial People's Council delegates, and 72,437 commune People's Council delegates.

The fact that the election was conducted correctly and with the full number of candidates elected is an impressive result, reflecting a well-prepared, democratic, and legally compliant personnel selection process.

In accordance with the spirit of Directive No. 46-CT/TW dated May 16, 2025, of the Politburo on leading the election of deputies to the 16th National Assembly and the election of deputies to People's Councils at all levels for the 2026-2031 term, looking at the overall picture, the election ensures a reasonable proportion of deputies from ethnic minorities, women, non-Party members, religious dignitaries, and various social classes such as intellectuals, workers, and farmers...

Notably, for the first time in 16 terms, the number of delegates nominated by the Central Committee to run for election in the localities achieved the highest election rate (214 out of 216 elected); 100% of the delegates expected to work full-time were elected. This is also the first time that the National Assembly of Vietnam has had representatives from the O Du ethnic group - one of the smallest ethnic groups in Vietnam; the percentage of elected female delegates continues to be high (30%).

In his speech at the National Conference on Election Implementation on November 15, 2025, General Secretary To Lam emphasized that each voter's ballot is not just a piece of paper, but a "living symbol of trust." Thus, it can be seen that, after eight decades since the first general election in 1946, that spirit remains intact on the day the entire nation went to the polls – March 15, 2026.

Over 76 million voters in 34 provinces and cities across Vietnam, from urban areas and rural regions to remote villages and islands, exercised their sacred rights and duties on National Day.

The voter turnout reached its highest level ever (99.7%), reflecting the people's trust in the leadership of the Party and the State, especially in the context of the country facing great opportunities from the fourth industrial revolution; after 40 years of implementing the reform process, our Party has accumulated valuable theoretical lessons, gradually building and perfecting the theory of the reform line, which has practical orientation value for the country's revolutionary cause in the new stage.

The organization of this election also bears the strong imprint of digital transformation. The application of technology in reviewing voter lists and updating voting progress in real time has made the process more transparent, accurate, and convenient.

National Assembly Chairman Tran Thanh Man, Chairman of the National Election Council, affirmed that the election was the result of the decisive and scientific involvement of the entire political system under the close leadership of the Politburo and the Secretariat. The harmonious coordination between the central and local levels, between polling stations and the people created a truly safe and meaningful national election day.

Fulfilling the mission, fulfilling the promise.

The most striking highlight of the election results is the educational level of the delegates. Of the 500 elected National Assembly delegates, 418 hold master's or doctoral degrees. While this percentage was already very high (78.5%) in the 15th National Assembly, it increased to 83.6% in the 16th National Assembly.

The requirement to improve the quality of delegates was also emphasized in the Politburo's Directive 46. Combined with the fact that 100% of delegates were elected as full-time professionals, this is a crucial "lever" to professionalize parliamentary activities, improve the quality of legislation, and meet expectations for groundbreaking policy decisions in the new era of national development.

A major difference in this election is the operation of the two-tiered local government model. The election of 2,552 representatives to the Provincial People's Councils and 72,437 representatives to the Commune People's Councils is evidence of the success of the administrative reform roadmap and the streamlining of the apparatus.

When implementing a two-tiered local government model, the intermediary role of representatives becomes more important than ever in quickly communicating new central government policies to the people and vice versa, thereby shortening the gap between policy and life.

The Resolution of the 14th National Congress of the Party identified the comprehensive development of institutions as the top priority for the term. Therefore, the workload for people's representatives in the coming period is enormous.

According to Ms. Ta Thi Yen, Deputy Chair of the Committee on Delegate Affairs and Deputy Head of the Standing Office of the National Election Council, in order for National Assembly deputies to quickly adapt and enter their new term, the National Assembly and People's Council agencies will organize conferences, training courses, and workshops on legislative skills, supervision of important issues, as well as skills in interacting with voters and handling petitions.

In addition, the agencies of the National Assembly, People's Councils, and relevant agencies will provide documents, information, and necessary conditions to ensure that delegates perform their duties well, creating conditions for delegates to quickly adapt and develop their abilities, and better fulfill their roles and responsibilities to voters and the people.

The responsibility placed on each delegate's shoulders is extremely heavy. Voters entrust delegates with their ballots not only with power, but also with their trust in a prosperous and happy life, and in a transparent legal system free from "bottlenecks."

The success of the election opens up new opportunities and momentum for the entire Party, people, and army to confidently move into a new stage of development. In the immediate future, we need to quickly stabilize the organization of the National Assembly and the government at all levels after the election, and promptly implement the Resolution of the 14th Party Congress.

The upcoming First Session of the 16th National Assembly will consolidate key state leadership positions and approve the National Assembly's action program for the entire term, requiring the concerted efforts and high responsibility of each delegate. The elected delegates need to uphold the spirit of serving the nation, immediately begin their work with renewed energy and determination, and live up to the expectations of their constituents.

Delegates need to closely follow the dynamic realities of the reform process, actively contribute their intellect to perfecting the legal system, strengthening the effectiveness of supreme oversight, and making sound decisions on important issues related to socio-economics, budget, national defense, foreign affairs, etc., in response to new demands.

Alongside their efforts in parliament, each representative needs to maintain close contact with their constituents and always listen to the voice of the people. This is both a legal obligation and a moral requirement for a representative of the people.

At the 5th session of the National Election Council held on the afternoon of March 21, National Assembly Chairman and Chairman of the National Election Council Tran Thanh Man emphasized: Elected representatives must fulfill their mission and keep their promises to voters and the people.

The 16th election, held on the 80th anniversary of the first general election, continued the democratic tradition of the country, affirming the strength of national unity. Following the election, the trust and expectations of voters and the people will continue to be strengthened through the practical work of the representatives, through the voter oversight mechanism, as well as through accountability and transparency in the activities of elected bodies...

The 2026-2031 term is a crucial period for realizing the country's two centenary strategic goals, with very high demands placed upon it. In the context of the country having just completed the streamlining of the organizational structure, merging administrative units, and reorganizing local governments into a two-tiered model, the success of the March 15, 2026 election creates a solid foundation and is an important starting point for consolidating the state apparatus, creating new momentum for the successful implementation of the Resolution of the 14th National Congress of the Party.
