Continuing the proposal to increase public sector salaries and pensions in 2025.
Proposals to continue adjusting public sector salaries, pensions, and allowances upwards should be submitted to the competent authority for decision if the economic situation improves.
The government has just issued Resolution 01/NQ-CP on the main tasks and solutions for implementing the socio-economic development plan and the state budget estimate for 2025.
In the Resolution, the Government requested the effective implementation of Conclusion No. 83 of the Politburo on salary policy reform; and the timely urging and guidance to resolve difficulties and obstacles, especially new issues related to bonuses for officials, civil servants, public employees, and the armed forces.
Research and propose solutions to address inconsistencies arising in the system for certain groups and professions (e.g., civil servants in education and healthcare...).
Propose further adjustments to increase public sector salaries, pensions, social insurance benefits, monthly allowances, and preferential allowances for meritorious individuals, provided that the socio-economic situation in 2025 is more favorable and resources are balanced, and submit the report to the competent authority for consideration and decision.
According to the Resolution of the Government Conference with localities and the regular Government meeting in December 2024, over 700,000 billion VND has been accumulated to implement the increase in basic salary and adjust pensions, social insurance, raise the standard level of preferential allowances for people with meritorious services to the revolution, and social allowances from July 1, 2024.
Implement fully, promptly, effectively, and transparently the policies on preferential treatment for those who have rendered meritorious services to the revolution.
Innovate and improve the quality of social policies in a comprehensive, modern, inclusive, and sustainable manner, with the people as the central and primary stakeholders. Implement social security numbers for citizens.
The government also called for the implementation of multidimensional, inclusive, and sustainable poverty reduction goals, while limiting the recurrence and emergence of poverty.
Review, revise, and supplement poverty reduction policies to avoid overlaps and duplications, aligning them with sustainable development goals, ensuring a gradual increase in minimum living standards and access to basic social services for the people, especially in ethnic minority and mountainous areas.
Implement conditional support policies, strengthen social policy credit for the poor, gradually eliminate "free handout" policies, and promote the self-reliance of individuals and communities to overcome poverty.
Continue implementing solutions to expand coverage and develop the number of participants in social insurance and unemployment insurance. Timely implement unemployment insurance policies to support unemployed workers in stabilizing their lives; provide counseling, vocational skills training, and job placement assistance to help workers find new employment.
Strengthening the connection between supply and demand, vigorously developing the labor market; improving occupational safety and health and enhancing the management of foreign workers in Vietnam. Continuing to promote the sending of Vietnamese workers abroad in accordance with Directive No. 20-CT/TW of the Party Central Committee.
Stabilize and maintain traditional markets, expand into high-income markets that match the skill level of workers. By 2025, send approximately 130,000 workers abroad under contract.
The resolution also calls for focusing on the effective implementation of the National Housing Development Strategy to 2030, with a vision to 2045; the Project "Investing in the construction of at least 1 million social housing units for low-income earners and industrial zone workers in the period 2021-2030"; and local housing development programs and plans.
Accordingly, the goal is to complete over 100,000 social housing units by the end of 2025.
