Continue to innovate and improve the effectiveness of oral propaganda

(Baonghean) - Yen Thanh has focused on innovating propaganda content and methods in a focused, targeted, concise, and easy-to-understand direction with many diverse and rich forms.

Recently, the Yen Thanh District Party Committee's Propaganda Department was one of seven collectives awarded a Certificate of Merit by the Provincial Party Committee after summarizing 10 years of implementing Directive 17 CT/TW dated October 15, 2007 of the Party Central Committee Secretariat (10th tenure) "on continuing to innovate and improve the quality and effectiveness of oral propaganda work in the new situation".

Nghe An Newspaper discussed this content with Mr. Nguyen Khac De - Head of Propaganda Department of Yen Thanh District Party Committee.

PV:Could you tell us how oral propaganda work has been carried out in Yen Thanh over the years?

Mr. Nguyen Khac De:We have focused on innovating the content and methods of propaganda in a focused, targeted, concise, and easy-to-understand manner in a variety of forms. Over the past 10 years, Yen Thanh has organized 180 conferences for reporters with 378 contents and topics for 32,850 reporters, propagandists, and key officials at the district level to participate; 4,680 grassroots conferences with 711,360 officials, party members, and people to participate; and directed the integration into teaching classes at the District Political Training Center for 405 classes with 40,122 students.

The conference of reporters is held regularly once a month, with content closely following the direction of the Provincial Party Committee's Propaganda Department and the local political tasks, ensuring practicality, richness, suitability for each period and meeting the information needs of cadres and party members, contributing to orienting public opinion and creating consensus among the people.

The Standing Committee of the District Party Committee has decided to establish a district-level news club that meets once a month. Currently, the district news club has 63 members, mainly retired officials and senior party members in the district. In addition, some party committees have established their own clubs and meet regularly, such as Xuan Thanh, Hung Thanh, Phuc Thanh, Ma Thanh, etc.

During the implementation process, the district has had good and creative ways such as information attached to the flag-raising ceremony of commune officials; compiling monthly written propaganda documents to send to the Party cell secretary to serve the regular Party cell activities; including propaganda content in the commune and hamlet radio programs...

PV:Oral propaganda is conducted through communication. Therefore, reporters and propagandists must not only have knowledge but also have an attractive way of expressing themselves to attract listeners to understand, remember and follow? So in Yen Thanh, what is the quality of the team of reporters and propagandists?

Mr. Nguyen Khac De:Currently, 100% of grassroots party organizations under the District Party Committee have reporters and propagandists ensuring the quantity and quality according to regulations. The total number of reporters at the district level is 44 comrades. The total number of propagandists at the commune level is 1,063 comrades.

We must not only strengthen the quantity but also the quality of the team of reporters and propagandists. They must not only have knowledge and the ability to express themselves but also have prestige. Only then can we propagate thoroughly, otherwise, not speaking fully about a certain policy or guideline is often counter-propaganda.

With that viewpoint, the selected team of reporters and propagandists are all people with strong political will, loyal to the goals, ideals and revolutionary cause of the Party, with a fighting spirit and high sense of discipline, especially in speaking discipline; humble in learning, exemplary in ethics and lifestyle, and close to the people.

In addition to the general allowance, the communes have paid attention to providing additional training for reporters: 30 communes have a monthly financial support policy for reporters, 2 communes support gasoline for reporters when attending meetings in the district...

In addition, every year, district-level reporters and commune-level propagandists participate in a number of professional training courses. In particular, we organize for reporters to study real models in localities inside and outside the district so that they have more practical materials to convey in their propaganda work to make it more vivid and convincing...

According to our assessment of the communication ability of district-level reporters, about 20% are excellent, 55% are good, and 25% are average. Most reporters are enthusiastic, dedicated, and highly responsible in their work.

PV:In the era of information explosion, besides the advantages, oral propaganda work has certain difficulties. So what solutions does Yen Thanh have to continue to improve the effectiveness of oral propaganda work?

Mr. Nguyen Khac De:Despite many achievements, oral propaganda work has revealed some limitations such as the way of operation is still heavily one-way from top to bottom, there is not much dialogue; in some units there is not close coordination between reporters and party cell secretaries, hamlet chiefs, sectors... for propaganda. Meanwhile, the requirements from practice are increasingly high for both political tasks and from the audience with the form, method and content of propaganda.

Therefore, we continue to build, consolidate and improve the team of reporters, effectively manage and train reporters and propagandists at all levels, and regularly inspect the activities of grassroots reporters.

In particular, Yen Thanh continues to maintain the organization of reporter activities, monthly "ideological day" activities to provide official information on new policies and guidelines; constantly innovate the content and working methods of reporters at all levels; continue to organize field trips to socio-economic models inside and outside the district for district-level reporters and grassroots propagandists. Continue to direct the grassroots to develop specific monthly and quarterly plans; organize forums for reporters to provide information to cadres, party members and people; effectively implement the policy of "orienting towards the grassroots", increase dialogue between reporters and listeners...
