Continue to rely on the people to build a clean and strong Party.

The Resolution of the 13th National Congress of the Party has set forth 10 tasks and solutions for building and rectifying a clean and strong Party, and enhancing the Party's governing capacity, including the task and solution of "Further strengthening the close relationship between the Party and the people, relying on the people to build the Party".

Marxism-Leninism has always emphasized the role of the masses, considering their power to be invincible, and believing that revolutionary leadership must maintain close ties with the people. Lenin clearly stated: "One of the greatest and most terrifying dangers for a ruling party is to cut itself off from the masses."

On October 12, 1945, beloved Uncle Ho wrote in the newspaper Cuu Quoc: "To win the people's love and support, we must do everything that benefits the people and avoid everything that harms them." In his work "Political Common Sense," written in 1953, Uncle Ho instructed: "Party members must rely on the people to build the Party."

Building upon the traditions of our ancestors over thousands of years of nation-building and national defense, and embracing Marxist-Leninist theory and Ho Chi Minh Thought, our Party has put forward the extremely correct viewpoint: "Revolution is the undertaking of the people, by the people, for the people; the people are the masters, the people are in control." The 13th National Congress of the Party clearly stated: "The people are the center and the subject of the renovation, construction, and defense of the Fatherland; all policies and guidelines must truly stem from the lives, aspirations, rights, and legitimate interests of the people, taking the happiness and well-being of the people as the goal to strive for. Strengthening the close relationship between the Party and the people is essential for building the Party, consolidating and strengthening the people's trust in the Party, the State, and the socialist system."

It is precisely because of the profound understanding of the above viewpoint that our Party has led our people to defeat invading enemies and achieve many great achievements of historical significance, as affirmed by the Party in the Political Report of the 13th National Congress: "With all humility, we can still say that: Our country has never had such a foundation, potential, position and international prestige as it does today."

In fact, since the founding of the Party, through various forms and methods, before issuing policies and guidelines, the Party has always conducted surveys, summarized practical experiences, and solicited feedback from the people. The preparation of documents for Party congresses at all levels (from the Central Committee to the grassroots) has been done early and meticulously. After the draft documents are available, Party committees at all levels have organized numerous consultations, incorporating feedback multiple times, and publicly soliciting feedback from the people through mass media. The Politburo, the National Assembly, and the Government have issued many documents to enable political and social organizations and the people to participate in monitoring, providing feedback, and contributing to the building of the Party and the State. In particular, Party committees at all levels have paid great attention to leading the people and voters in nominating, recommending, and selecting virtuous and talented individuals to represent them as deputies in the National Assembly and People's Councils.

In the context of the world and the country as a whole, many localities have experienced rapid socio-economic development thanks to Party committees and authorities knowing how to rely on the people and mobilize all resources within the people for investment and development. The recent efforts to prevent and combat natural disasters, floods, epidemics, corruption, and waste have also yielded many positive results thanks to the participation of the entire political system, the press, and the whole population.

Relying on the people to build the Party is an important aspect of reforming the Party's leadership methods, a creative application of Marxism-Leninism and Ho Chi Minh Thought, especially over nearly 40 years of leading the country's reform process.

To continue building a truly clean and strong Party, it is proposed that Party committees at all levels implement a number of solutions in a comprehensive, rigorous, and effective manner, such as: relying on the people to strengthen Party building in terms of politics, ideology, ethics, and organizational structure; consolidating and improving the quality of grassroots Party organizations, Party members, and cadres at all levels, especially strategic-level cadres and leaders; and enhancing the effectiveness and efficiency of Party inspection, supervision, discipline, and the fight against corruption and waste.

The relationship between the Party and the people is a very special one; the Party is both the leader and the ruler, and the servant of the people, while the people, consciously and willingly supporting the Party's leadership, are the masters of the country. The Party's strength lies in the close bond between the Party and the people, and the prosperity of the country is also determined by this close and enduring relationship under the Party's leadership. Looking back at the 94-year history of the Communist Party of Vietnam, as the representative of the nation and the working people, without the people's trust, the Party could not have survived or grown to its current state. It is precisely because of their trust in the Party's leadership that the people are willing to follow the Party, protect the Party, build the Party, and successfully implement all of the Party's policies and guidelines.

As Tet (Vietnamese New Year) arrives and spring returns, every Vietnamese citizen, including overseas Vietnamese, remembers Uncle Ho, cherishing the immense contributions of the Party and the infinitely beloved President Ho Chi Minh. In 2024, our Party will certainly continue to rely on the people to build a clean and strong Party, leading the country to achieve even greater accomplishments, reaching new springs of glory and happiness.
