Further reductions in 37 types of fees and charges.
According to a circular recently issued by the Ministry of Finance, citizens will continue to receive reductions in certain fees and charges from January 1, 2022, until the end of June 2022.
December 24th,Ministry of FinanceCircular No. 120/2021/TT-BTC was issued, stipulating the collection rates of certain fees and charges to support and alleviate difficulties for those affected by the Covid-19 pandemic. This Circular is effective from January 1, 2022 to June 30, 2022.
Accordingly, from January 1, 2022, the Ministry of Finance continued to add three more fees and charges to the list of reduced fees and charges, raising the total number of reduced fees and charges from 34 to 37. The three fees and charges added for reduction in the first six months of 2022 are: a 50% reduction for the fee for issuing a certificate of technical safety inspection andenvironmental protectionFor motor vehicles and specialized motorcycles; a 50% reduction in inland waterway reporting fees; and a 20% reduction in radio frequency usage fees for terrestrial mobile services (private terrestrial mobile telecommunications networks for messaging and private telecommunications networks using frequencies belonging to mobile services, and terrestrial mobile telecommunications trunk networks).

Thus, in the first six months of 2022, there were 37 fees.feesFees will be reduced by 10-50% compared to current regulations, covering areas such as banking, aviation, securities, construction investment, occupational safety, citizen identification card fees, road tolls, etc.
Regarding road usage fees, Circular 120 stipulates that fees are calculated on a case-by-case basis. Specifically, passenger transport vehicles, including passenger cars and public passenger buses, only have to pay 70% of the current road usage fee; trucks, specialized vehicles, and tractor-trailers pay 90%; and driving school vehicles and driving test vehicles pay 70%.
Currently, the road toll schedule has 8 fee levels, corresponding to different vehicle groups, ranging from 130,000 VND to a maximum of 1,430,000 VND per month. When a vehicle undergoes its most recent inspection, the reduced amount will be deducted from the next road toll payment.
In addition, Circular No. 20 also stipulates a reduction in airport concession fees; a reduction in airport entry and exit fees for foreign flights arriving at Vietnamese airports; and a reduction in customs fees for foreign flights arriving at Vietnamese airports, with a 10% reduction compared to current regulations.
Regarding issuance feescitizen identity cardCircular 120 stipulates that citizens only have to pay 50% of the currently prescribed fee. According to the regulations currently in effect, if a citizen switches from a 9-digit or 12-digit identity card to a Citizen Identity Card, they will pay 30,000 VND per instance; if they replace their Citizen Identity Card, they will pay 50,000 VND per instance; and if they reissue their Citizen Identity Card due to loss, they will pay 70,000 VND per instance.
From July 1, 2022 onwards, the collection of fees and charges stipulated in Circular 120/2021/TT-BTC will be implemented according to current regulations.
