Continuing to provide housing support for over 5,000 disadvantaged households.
Program 1838, aimed at mobilizing support for the construction and repair of houses for the poor and those with housing difficulties in Nghe An province, is a major initiative of the Standing Committee of the Nghe An Provincial Party Committee. After more than a year of implementation, the program has helped over 10,000 households in this category to have stable housing.
Practical effectiveness
For many years, 63-year-old Dang Thi Lieu, residing in Ve Nong Hamlet, Nam Dan town, has lived alone in a dilapidated house. Being disabled, she had no one to rely on after her parents passed away. The Party Committee and the town government have always shown concern, but providing her with a large sum of money to build a new house has proven very difficult.

Since the Provincial Party Committee's Program 1838 on mobilizing and supporting the construction and repair of houses for the poor and those with difficult housing circumstances, Nam Dan town has received the joint efforts of many organizations and individuals to support cases like Mrs. Lieu's, helping them to have a sturdy house. Mr. Nguyen Thanh Chuong – Chairman of the Fatherland Front Committee of Nam Dan town said: "Besides Mrs. Lieu's family, we have mobilized support from organizations to build new houses for 5 disadvantaged and poor households in the area."

Another case is that of Ms. Nguyen Thi Mai, residing in Ho Son Hamlet, Nam Dan Town, whose son and daughter-in-law both simultaneously contracted cancer. The money she had saved to renovate her dilapidated house had to be used for her children's medical treatment. She said: "During the most difficult time, we received support from organizations and individuals. With an initial donation of 50 million VND, along with the help of our neighbors, we have started construction on a two-room house. We hope that this Tet holiday, our children and grandchildren will be able to live in a new, sturdy, clean house, free from the sun and rain."

The Chairman of the Fatherland Front Committee of Nam Dan town added: "For each house surveyed for reconstruction, we receive support of around 50 million VND from an organization. Therefore, we really need the joint efforts of the neighbors to complete a house costing 80-100 million VND. But thanks to the loving support of the community, almost every house has been able to mobilize labor, bricks, and cement from individuals in the area and be completed on schedule."

According to the Chairman of the Fatherland Front Committee of Nam Dan district, Mr. Nguyen Duy Thao: After the issuance of the operational regulations of Program 1838, the Steering Committee assigned the District Fatherland Front Committee to coordinate with the Department of Labor, War Invalids and Social Affairs to conduct surveys and assessments of each household with severely dilapidated housing belonging to the poor, near-poor, and disadvantaged households in the area.
Consequently, 79 houses requiring repair or reconstruction, with a budget exceeding 3.6 billion VND, were included in the plan. To date, Nam Dan district has mobilized support from organizations and individuals through the district's poverty alleviation fund account and direct donations totaling over 7.9 billion VND, and has completed 67 houses with a total cost of over 3.2 billion VND.
Thanh Chuong District set a target of raising 26 billion VND to support the construction and repair of 539 houses for the poor and those with housing difficulties, including building 482 new houses and repairing 57 houses during the 2023-2025 period. By October 15, 2024, the entire district had allocated over 22.6 billion VND to support the construction and repair of 454 houses, achieving 84.23% of the initial plan of 539 houses; and 91% of the actual needs of households (500 houses).

With the rainy and stormy season approaching, having a sturdy house will help people feel secure and minimize risks from natural disasters. Continue to implement Program 1838 effectively.
Immediately after the Lunar New Year of the Rabbit 2023, on February 4th, 2023, the Standing Committee of the Nghe An Provincial Party Committee decided to organize the launching ceremony of the program to mobilize support for building and repairing houses for the poor and those with housing difficulties in the period 2023-2025. At the launching ceremony, 115 units and individuals registered to support the program with 10,131 houses over the 3 years (from 2023 to 2025), with a total registered support amount of over 517 billion VND, an average support amount of 50 million VND per house.
Mr. Nguyen Duc Thanh – Vice Chairman of the Provincial Fatherland Front Committee, said: During the leadership and direction of the program, the Steering Committee organized meetings with the Nghe An expatriate associations in Hanoi, Ho Chi Minh City, and the southern provinces to call for support for the program; at the same time, directly assigned targets and tasks to the heads of departments and agencies to carry out the call for support for the program. In addition, localities also implemented many measures to call for and mobilize resources such as: issuing appeals, organizing launching ceremonies, connecting with expatriate associations in provinces and cities nationwide; mobilizing the community, relatives, neighbors, armed forces, and organizations to support and help poor households in the area build and repair houses.
Local authorities have actively participated, considering this a crucial and ongoing political task. Agencies, departments, and organizations within the province's political system have actively called for and mobilized resources to support the program, most notably the police force. To date, 149 organizations and individuals (including 21 districts, cities, and towns) have registered to mobilize and support the program through the Standing Agency of the Provincial Steering Committee, contributing 12,100 houses, equivalent to 614.775 billion VND.

As of October 20, 2024, districts, cities, and towns have reviewed and approved a list of 15,770 households in need of support for house construction and repair during the 2023-2025 period..Of these, 3,580 households requested support for the construction of prefabricated houses; 7,623 households requested support for new construction (self-built); and 4,559 households requested support for repairs (self-repair). As of October 20, 2024, the province had supported the construction and repair of 10,006 houses, including 3,580 prefabricated houses, 4,941 new houses, and 1,485 repaired houses, reaching 63.97% of the needs for the entire 2023-2025 period..
The Provincial Steering Committee is determined to complete all projects before the 20th Provincial Party Congress, term 2025-2030; at the same time, the issue of repairing some houses that were damaged by natural disasters is also being addressed.
