Continue to support housing for more than 5,000 disadvantaged households
Program 1838 on mobilizing and supporting the construction and repair of houses for the poor and those with difficult housing circumstances in the province is a major policy of the Standing Committee of Nghe An Provincial Party Committee. After more than 1 year of implementation, the Program has helped more than 10,000 households in the above-mentioned categories have stable housing.
Practical effectiveness
For many years, Ms. Dang Thi Lieu, 63 years old, residing in Ve Nong block, Nam Dan town, has lived alone in a dilapidated house. Being disabled, after her parents passed away, Ms. Lieu had no place to depend on. The Party Committee and the town government have always cared for her, but it is really difficult to support a large sum of money for her to build a house.

Since the Provincial Party Committee's Standing Committee's Program 1838 on mobilizing and supporting the construction and repair of houses for the poor and those in difficult housing circumstances, Nam Dan town has received the joint efforts of many organizations and individuals to support cases like Ms. Lieu to have a solid house. Mr. Nguyen Thanh Chuong - Chairman of the Fatherland Front Committee of Nam Dan town said: "In addition to Ms. Lieu's family, we have mobilized the support of organizations to build new houses for 5 disadvantaged and poor households in the area".

Another case is Ms. Nguyen Thi Mai, residing in Ho Son block, Nam Dan town, whose son and daughter-in-law both suffered from cancer. The money saved to repair the dilapidated house had to be used to treat her children. She said: "During the most difficult time, we received support from organizations and individuals. From the initial support of 50 million VND, along with the help of neighbors, we started building a two-room house. Hopefully, this Tet, our children and grandchildren will be able to live in a new, clean, solid house without worrying about the sun or rain."

The Chairman of the Fatherland Front Committee of Nam Dan town added: “Each house that is screened for new construction will receive support from an organization of about 50 million VND, so it is necessary to have the cooperation of the neighbors to be able to complete a house of 80 - 100 million VND. However, with the love and support, almost every house can mobilize labor days, bricks, and cement from individuals in the area and complete it on schedule.”

According to the discussion of the Chairman of the Fatherland Front of Nam Dan district - Mr. Nguyen Duy Thao: After issuing the operating regulations of Program 1838, the Steering Committee assigned the Fatherland Front Committee of the district to coordinate with the Department of Labor - Invalids and Social Affairs to conduct a survey and assessment of each household with seriously degraded housing belonging to poor households, near-poor households, and disadvantaged households in the area.
Since then, 79 houses needing repair and new construction with a budget of more than 3.6 billion VND have been included in the plan. Up to this point, Nam Dan district has mobilized organizations and individuals to support through the district's poor people's fund account and directly support a total amount of more than 7.9 billion VND, and has completed 67 houses with a total amount of more than 3.2 billion VND.
Thanh Chuong district set a target of mobilizing 26 billion VND to support the construction and repair of 539 houses for the poor and people with housing difficulties, including building 482 new houses and repairing 57 houses in the period 2023 - 2025. By October 15, 2024, the whole district had allocated more than 22.6 billion VND to support the construction and repair of 454 houses, compared to the original plan of 539 houses, reaching 84.23%; compared to the actual needs of households, 500 houses, reaching 91%.
“Supporting the construction of houses for disadvantaged households is not only a humanitarian act but also demonstrates the spirit of community solidarity, contributing to improving the material and spiritual life of the people. In the context of the coming rainy and stormy season, having a solid house will help people feel secure and reduce risks from natural disasters. Currently, Thanh Chuong District is supporting 5 houses in Thanh Thinh Commune.

Continue to implement Program 1838 well
Right after the Lunar New Year of Quy Mao 2023, on February 4, 2023, the Standing Committee of Nghe An Provincial Party Committee decided to organize the Launching Ceremony of the Program to mobilize and support the construction and repair of houses for the poor and people with housing difficulties in the period of 2023-2025. At the launching ceremony, 115 units and individuals registered to support the program with 10,131 houses in 3 years (from 2023 to 2025), with a total registered support of over 517 billion VND, the average support level for each house is 50 million VND.
Mr. Nguyen Duc Thanh - Vice Chairman of the Provincial Fatherland Front Committee said: During the process of leading and directing the implementation, the Program Steering Committee organized meetings with the Nghe An Association in Hanoi, Ho Chi Minh City and the Southern provinces to call for support for the program; at the same time, directly assigned targets and tasks to the heads of departments, branches and sectors to call for support for the program. In addition, localities also implemented many measures to call for and mobilize resources for implementation such as: Issuing appeal letters, organizing launching ceremonies, connecting with the Associations in provinces and cities across the country; mobilizing the community, relatives, neighbors, armed forces, and organizations to support and help poor households in the area to build and repair houses.
Localities have actively participated, considering this an important and regular political task. Agencies, departments, branches and organizations in the province's political system have actively called for and mobilized resources to support the implementation of the program, most notably the Public Security sector. Accordingly, up to now, 149 organizations and individuals (including 21 districts, cities and towns) have registered to mobilize and support the program through the Standing Office of the Provincial Steering Committee for 12,100 houses, equivalent to 614.775 billion VND.

As of October 20, 2024, districts, cities and towns have reviewed and approved the list of 15,770 households in need of support for housing construction and repair in the 2023-2025 period..Of which, 3,580 households requested support for building prefabricated houses; 7,623 households requested support for new construction (self-construction); 4,559 households requested support for repair (self-repair). Also as of October 20, 2024, the province has supported the construction and repair of 10,006 houses, including 3,580 prefabricated houses, 4,941 newly built houses, 1,485 repaired houses, reaching 63.97% of the demand for the entire period of 2023-2025..
The Provincial Steering Committee is determined to complete the entire project before the 20th Provincial Party Congress, term 2025 - 2030; at the same time, the issue of repairing some houses that have been affected by natural disasters is also being raised.
