Criteria for Members of the Central Executive Committee of the 14th Party Congress

On the afternoon of January 22nd, the 14th National Congress of the Party continued its work program. One of the important items on the agenda of the Congress was the election of the 14th Central Committee of the Party.

The 14th Central Committee of the Communist Party of Vietnam is expected to have 200 members, including 180 full members and 20 alternate members.

Regarding the criteria for selecting personnel for the new Central Committee, Regulation No. 365 of the Politburo, issued on August 30, 2025, clearly outlines the standards for official positions under the management of the Party Central Committee, the Politburo, and the Secretariat, as well as the framework of standards for leadership and management positions at all levels.

Central Committee members must meet general standards regarding political and ideological stance; moral character, lifestyle, and organizational discipline; qualifications and capabilities; prestige and ability to unite and rally people; work performance; health, age, and experience.

In addition to those general standards, members of the Central Executive Committee must be exemplary personnel of the Party in terms of political acumen, moral character, lifestyle, pioneering spirit, exemplary conduct, constructive spirit, fighting spirit, action-oriented spirit, discipline, humanistic values, competence, and prestige in all aspects.

Central Committee members must be cadres who have received basic training, possess comprehensive knowledge, have been tempered and tested through practice, have innovative thinking, strategic vision, dedication, responsibility, and actively participate in discussions, contribute to the formulation of guidelines and policies, and contribute to the collective leadership of the Party's Central Committee.

"Having outstanding achievements, concrete results, and tangible 'products' in the course of their work; possessing the ability to unite, consolidate, and mobilize collective strength to successfully implement the Party's guidelines, policies, and tasks, and the national development strategy in the new period in the assigned field and area of ​​work," is also a standard set forth.

In addition, Central Committee members need to have the ability to anticipate, handle, and respond promptly and effectively to unexpected situations; be able to work independently; possess the qualities and capabilities for strategic-level leadership and management; have ambitions and aspirations for innovation for the country and its people; and resolutely fight against corruption, waste, negative practices, bureaucracy, and vested interests.

According to the Politburo's regulations, Central Committee members must have experience and have successfully completed tasks in key leadership positions at the immediate subordinate and equivalent levels. Exceptional cases are decided by the Central Committee of the Party.

Regarding alternate members of the Central Committee, the Politburo stipulates that these must be young cadres who essentially meet the standards of members of the Central Executive Committee of the Party.

Alternate members of the Central Committee must meet the criteria of being decisive and effective in fulfilling their assigned responsibilities and duties. They must have a thorough understanding of the domestic, regional, and global situation; and be able to participate in discussions, contribute opinions, and propose practical issues for the Central Committee to consider and decide upon.

Through practical experience, alternate members of the Central Committee must demonstrate leadership, governance, and management capabilities, successfully fulfilling their duties in their previous positions, possessing promising career prospects, and being able to immediately assume leadership roles in localities, agencies, and units with a structure of Central Committee members. Exceptional cases will be decided by the Central Committee of the Party.

In his opening speech at the 14th National Congress of the Party on the morning of January 19th, Politburo member and President Luong Cuong emphasized that the 14th Central Committee of the Party must consist of comrades who are truly exemplary in revolutionary moral qualities, intellect, courage, and leadership capacity, "worthy of being leaders and truly loyal servants of the people," capable of successfully organizing and implementing the great tasks entrusted by the Party, the State, and the people in the new term.

Previously, at a press conference on January 14th, Politburo member and Standing Committee Secretary Tran Cam Tu stated that the preparation of personnel for the 14th Central Committee of the Party was carried out by the 13th Central Committee and the Personnel Subcommittee in accordance with Party regulations, the principle of democratic centralism, and legal provisions.

Personnel preparation is carried out in a synchronized, scientific, systematic, rigorous, democratic, objective, and transparent manner, promoting democracy and intellectual capacity; ensuring harmony and balance between standards and structure; between continuity, stability and innovation, development; between professional training and practical skills and abilities; and between reputation, work experience and future development prospects.

According to established practice, after the Congress elects the new Central Committee, the Central Committee will hold its first meeting during the Congress to elect the Politburo, the General Secretary, and the Secretariat. The election results are reported and announced before the Congress concludes.
