Vinh urban sub-project... slow land clearance process.
(Baonghean.vn) -According to a report from Vinh City,Due to difficulties in land clearance, the project's progress has been severely affected.dThe project and the bidding packages do not have enough cleared land for implementation.Construction is progressing according to the contract schedule.
According to the commitment with the World Bank, land clearance was supposed to be completed by October 30, 2016, but some contract packages have had to have their implementation time extended.

The family of Ms. Hoang Thi Luong in Yen Binh hamlet, Hung Dong commune, is subject to land clearance for the Vinh - Hung Tay road construction project (connecting the 72m road) to Hung Nguyen. She was one of the first households to accept the compensation plan and hopes to hand over the land to relocate to a new resettlement site. Recently, due to giving up a portion of her land for the construction of the railway overpass, and then experiencing heavy rain, the entire area was terribly flooded. Her family had no way to get out, and had to climb over the wall using wooden planks to reach the outside.
Speaking to reporters, she said: According to the initial agreement, the land area was nearly 500 square meters.2Her land for housing will be exchanged for a similar area in the resettlement zone; however, her family has not yet received the full amount of land and therefore cannot relocate. Since her family is eligible for government assistance, she hopes for fair compensation. She is eager to receive her new land title soon to ensure the necessary procedures for building her new house are completed.
Not only is Mrs. Luong's household facing difficulties, but the entire hamlet has yet to be relocated. The contract for the construction of the Vinh - Hung Tay road section from Km4+620.00 to Km6+224.34 and the railway overpass was signed on February 29, 2016, and scheduled for completion on July 14, 2017. However, the estimated construction volume is only 30%, while approximately 50% of the planned time has passed. Due to land clearance issues, the construction progress is slow.

The land belonging to businesses such as Automobile Company No. 5, Kim Lien Company Limited, Vinh Locomotive Factory, etc., still lacks an approved compensation plan for land clearance, significantly impacting the construction progress of the section crossing the railway overpass.
Other land-related contracts under the Vinh - Hung Tay road project lack compensation and resettlement plans, and the on-site resettlement area has not been completed.
Regarding the project to upgrade and renovate the canals surrounding Vinh Citadel: The contract was signed on January 27, 2016, and the completion date was August 10, 2017. The estimated construction volume reached 25%, while approximately 50% of the planned time had already passed.
In Doi Cung ward: There are 54 households whose land has been expropriated. The compensation and resettlement plan has been approved for all 54 households with a total amount of 11 billion VND, of which 8.5 billion VND has been disbursed. Of these, 52 households have received compensation, and the remaining one is still being processed, with completion expected in December 2016.
Currently, 11 construction packages are underway, but each is facing difficulties with land clearance. The package for constructing the road connecting National Highway 46 with the Lam River embankment road, from km0+0.0 to km4+359.54, was contracted on January 28, 2016, and scheduled for completion on June 11, 2017. The construction volume to date is estimated at 35%, while approximately 64% of the planned time has been completed...
Meanwhile, the resettlement area in Quan Bau ward, intended for the resettlement of people affected by the construction of the ancient moat and other projects, is still incomplete due to obstacles in land clearance for this resettlement area.
Currently, the city's land fund center has handed over and cleared all agricultural land and over 90% of the residential land, reaching 90% of the total area of the resettlement zone. Four households have yet to receive compensation due to ongoing appeals regarding the compensation price. In this area, although some have built new houses, they have not yet handed over their land to the project.

From the time the credit agreement between the Government of Vietnam and the World Bank financing the Vinh sub-project came into effect (April 2012) until October 2016,To date, the total disbursed capital for this sub-project is USD 42.03 million, reaching 50% of the total project capital, and the project implementation time is 77%.
The counterpart funding for the project has currently reached VND 805 billion, including: VND 321 billion from the Central Government budget; VND 484 billion from the local budget (province and city); the cumulative disbursement of counterpart funds as of October 10, 2016 is VND 745/805 billion, equivalent to 92.5%.
Besides the land clearance issues, the project also lacks 337 billion VND in counterpart funding.
