Finding solutions to improve the management efficiency of the Farmers Support Fund.
On May 22nd, the Nghe An Provincial Farmers' Association organized a workshop titled "Finding Solutions to Improve the Effectiveness of Managing the Nghe An Provincial Farmers' Support Fund," with the participation of representatives from various departments, banks, universities, businesses, and farmers' association officials at all levels.
The workshop focused on evaluating the current state of the Farmers' Support Fund's operations over the past period, and simultaneously proposed solutions to improve the efficiency of managing and utilizing capital in the context of increasingly demanding sustainable agricultural development.
Reporting at the workshop, the Nghe An Provincial Farmers' Association stated that as of April 30, 2026, the total capital of the Nghe An Provincial Farmers' Support Fund reached 95.8 billion VND, including over 82.847 billion VND from the State budget; 7.15 billion VND from central government entrusted funds; 3.551 billion VND from mobilized resources; and 2.252 billion VND supplemented from operational results.
During the period 2021-2025, the Fund supported the development of 490 economic models with nearly 6,000 households receiving loans, contributing to the formation of hundreds of cooperatives, professional associations, and cooperatives, and creating jobs for nearly 20,000 rural workers.
However, alongside the achievements, many delegates also frankly pointed out some difficulties and limitations in managing the Fund, such as: the monitoring and supervision of loan capital at some establishments is not rigorous enough; the model of production linkage along the value chain is still limited; the application of information technology in management is not synchronized; and the staff working on the Fund at the grassroots level are mostly part-time, leading to difficulties in expertise and time.
One of the topics that received much discussion at the workshop was strengthening coordination between the Farmers Support Fund and the banking system to expand access to capital for farmer members, especially for commodity production models and the development of collective economic activities and cooperatives.
Representatives from credit institutions also shared their experiences in risk management and capital management, and proposed coordination mechanisms to improve the efficiency of loan utilization.
The application of information technology in fund management also attracted considerable attention from delegates. Accordingly, the development of a synchronized software system for management from the provincial to the grassroots level, the digitization of loan records, and real-time data updates were considered crucial solutions to enhance transparency, reduce errors, and support more efficient operational management.
In addition, the discussions focused on clarifying the role of the Farmers' Support Fund in developing the collective economy, promoting the "four-party" linkage, and supporting agricultural startups; at the same time, proposing to strengthen professional training and gradually build a team of Fund management staff in a specialized and professional manner.
Through this workshop, the Nghe An Provincial Farmers' Association hopes to gather more practical ideas to improve the management mechanism, maximize the effectiveness of the Farmers' Support Fund, and create more impetus for members to develop production, increase income, and build sustainable new rural areas.
