The body of the Chairman of Quoc Oai District has been found.

The body of Mr. Nguyen Hong Lam, who appeared to have been dead for several days, was found in a house in Hoang Mai district (Hanoi).

On the afternoon of January 3rd, Hanoi authorities identified the body of a man found in a house in alley 279 (Hoang Mai district) as Mr. Nguyen Hong Lam, Chairman of the People's Committee of Quoc Oai district; the victim was found to have been dead for several days.

Mr. Nguyen Hong Lam's family has been informed of the incident and has come to claim the body of their loved one.

On the same day, authorities approached and cordoned off the aforementioned house, blocking all entrances and exits to conduct an investigation. Dozens of police officers were present in the area. A white-plated ambulance was dispatched to the cordoned-off area.

At approximately 5:45 PM, a body wrapped in a white sheet was loaded into an ambulance and taken away from the scene. Authorities continued to cordon off the house.

The scene is a four-story house with an attic. Locals say the house has been in use since last year and the owner is rarely seen.

Mr. Nguyen Hong Lam was elected chairman of the People's Committee of Quoc Oai district in mid-2017.

Prior to December 26, 2017, Mr. Nguyen Hong Lam, Chairman of the People's Committee of Quoc Oai District, did not report to work and did not submit a leave request. District leaders tried to contact him, but his phone was constantly switched off. A day later, his family reported to the district authorities that Mr. Lam had suddenly disappeared.

On January 2nd, the Criminal Police Department (Hanoi Police) announced an investigation into the cause and search for Mr. Lam. According to the agency, at approximately 9 PM on December 25th, 2017, Mr. Nguyen Hong Lam drove a black Camry away from the headquarters of the Quoc Oai District People's Committee. At 9:36 PM, he parked his car at 113 Tran Duy Hung Street, then walked to alley 115 Tran Duy Hung Street and left by an unidentified means of transportation.

At 9:53 PM on the same day, Mr. Lam arrived at the Den Lu Lake area (Hoang Mai District, Hanoi).

Authorities determined that Mr. Lam's phone stopped transmitting signals in the early morning of December 26th in Den Lu. Before losing contact, Mr. Lam called his son to say that he "was in trouble."

Mr. Nguyen Hong Lam, born in 1964, resides in Nghia Huong commune (Quoc Oai district, Hanoi). He previously served as the Chairman of Nghia Huong Cooperative; Chairman of Nghia Huong commune; Chief of the Office of the Quoc Oai District Party Committee; and Vice Chairman of Quoc Oai district.

In mid-2017, Mr. Lam was elected Chairman of Quoc Oai District after his predecessor was appointed Director of the Hanoi City Department of Planning and Investment.

During his more than 10 years as Vice Chairman of Quoc Oai District, Mr. Lam was assessed as "very cautious, calm, with no special relationships. His conduct and leadership and management work were also without any problems."
