Policy credit – a “lever” for economic development in Nghia Dan.

Over the years, policy credit from the Social Policy Bank has become an important "lever," helping many households in Nghia Dan district develop their economy, increase their income, and stabilize their lives. From the practical implementation, many exemplary models have emerged, contributing to spreading the spirit of overcoming difficulties and striving to achieve legitimate wealth.

After leaving the military and returning to his hometown, veteran Nguyen Viet Trinh (born in 1954), from Phuc Loc hamlet, Nghia Khanh commune, continued to uphold the qualities of a soldier of Uncle Ho in labor, production, and participation in local movements. In 2022, in response to the policy of building "New Rural Standard Gardens," he boldly renovated over 1,300m² of garden land to develop a comprehensive economic model.

In the early days, due to a lack of experience, the model of growing green pomelos and raising bees for honey faced many difficulties and the results were not very good. However, with perseverance and a willingness to learn, he actively sought out techniques, participated in training courses, and applied science and technology to production. Under the pomelo trees, he combined beekeeping for honey production with developing a model of raising French pigeons.

To date, Mr. Trinh's family's economic model has proven remarkably effective, generating an income of over 150 million VND per year. Not stopping there, in 2025, he continued to borrow 100 million VND from the Social Policy Bank to invest in commercial pig farming. Thanks to his focus on building technically sound and hygienic pigpens and effectively implementing disease prevention and control measures, his pig herd has developed steadily, contributing to increased income.

Not only is Mr. Trinh a successful businessman, but he is also the Director of the Nghia Khanh Honey Beekeeping Cooperative, actively sharing his experience and supporting members in developing production. He is also a leader in new rural development movements such as donating land and contributing to road construction. For many years, he has been commended and rewarded by various levels of government and organizations for his positive contributions to the community.

Along with Mr. Trinh, Ms. Truong Thi Muoi (born in 1985), residing in Son Mong hamlet, Nghia Hung commune, is one of the exemplary women members who have risen out of poverty thanks to policy-based credit. Coming from a difficult family background, in 2024, she boldly borrowed 100 million VND from the job creation program to invest in breeding cattle.

Initially, livestock farming faced many obstacles due to a lack of experience and technical skills. However, with her diligent and hardworking nature, she learned from experienced farmers while simultaneously participating in training courses organized by the Women's Union and local authorities. From an initial 4 cows, her family's herd has now grown to 8, bringing in an income of approximately 150 million VND per year.

Thanks to this model, her family not only escaped poverty but also had the means to raise their children and provide for their education, stabilizing their lives. Besides focusing on developing her family's economy, Ms. Muoi actively participates in the association's activities, readily sharing her experience and supporting other members to improve their lives. She has become a prime example of resilience, determination, and initiative among local women.

In Nghia Lam commune, following a proposal from the Youth Union Executive Committee, the Nghia Dan Social Bank recently assessed and approved a loan for Luong Van Duc, a Youth Union member from Gay hamlet, Nghia Lam commune, to develop a farm-based economic model. Accordingly, 200 million VND was disbursed to fund the construction of livestock pens and the purchase of piglets. This is a practical and significant source of capital, enabling young people to invest systematically in infrastructure, apply scientific and technical advancements to livestock farming, and improve productivity and economic efficiency. With this timely support, Luong Van Duc's model is expected to develop steadily, creating jobs and sustainable income.

To ensure the effective use of capital, the Nghia Dan Social Policy Bank, in coordination with the Youth Union – the entrusted organization – has strengthened management and supervision. Immediately after disbursement, the bank conducts a 30-day inspection of capital usage to ensure borrowers use the funds for their intended purpose. Simultaneously, regular monitoring and supervision are carried out to promptly grasp production situations, provide technical guidance, and encourage interest payments and savings deposits as required. The preservation and development of capital are also emphasized, ensuring timely repayment of principal, creating conditions for continued capital turnover, and supporting more young people in need of starting businesses.

In Nghia Lam commune, the effective implementation of preferential loan programs has contributed to job creation, increased income for residents, and the widespread promotion of youth self-reliance and entrepreneurship. This is also one of the important solutions to achieve the goal of sustainable poverty reduction and the development of advanced new rural areas.

According to the Nghia Dan branch of the Vietnam Social Policy Bank, in the first four months of 2026, the unit closely followed the directives of higher authorities, proactively coordinating with Party committees, government agencies, and socio-political organizations to effectively implement policy credit programs. As a result, loan disbursements reached over 137 billion VND, with more than 1,800 customers accessing capital; total outstanding loans reached over 820 billion VND, with more than 10,000 customers still having outstanding loans.

Key credit programs such as loans for job creation, support for production and business households in disadvantaged areas, and rural water and sanitation programs were implemented promptly and targeted correctly. In particular, the job creation program achieved high disbursement rates, contributing to creating livelihoods and increasing income for the people.

In addition, total capital reached over 856 billion VND by the end of April 2026, a 14% increase compared to the beginning of the year. Credit quality continued to be maintained with the non-performing loan ratio accounting for only 0.07% of total outstanding loans, a decrease of 0.02% compared to the beginning of the year; 100% of communes in the area were classified as having good credit quality; and the rate of savings and loan groups operating effectively reached 99%.

Mr. Dang Xuan Huy, Director of the Social Policy Bank in Nghia Dan, stated: Besides lending, regular inspections and monitoring are conducted to ensure that funds are used for their intended purpose and effectively. In the first four months of the year, the unit conducted inspections in four communes, four transaction points, and 20 loan groups with over 250 borrowing households. This allowed for timely correction of shortcomings and improved the awareness and responsibility of borrowers. Notably, the unit established representative boards of the Social Policy Bank's Board of Directors at the commune level in all seven communes, facilitating policy credit activities in the area.

Public awareness campaigns were also intensified with hundreds of news articles and reports across various media channels, contributing to bringing credit policies closer to the people. Simultaneously, the unit coordinated the organization of professional training for entrusted organizations, improving the quality of operations of savings and loan groups.

In particular, coordination with local authorities in ensuring security and safety at transaction points is emphasized. 100% of commune-level transaction points have police participation, contributing to ensuring smooth and effective credit operations.

It can be affirmed that policy-based credit capital has been and continues to be practically effective, becoming a "lever" to help people in Nghia Dan develop their economy and improve their lives. Examples like Mr. Nguyen Viet Trinh and Ms. Truong Thi Muoi are vivid evidence of the policy's effectiveness, while also creating a strong ripple effect in the community.

Through this, we will contribute to achieving the goals of sustainable poverty reduction, building new rural areas, and developing the local economy and society in a comprehensive and sustainable manner," shared the Director of the Nghia Dan branch of the Vietnam Bank for Social Policies.
