Streamline annual conferences by 10%, with leaders concluding meetings no longer than 50 minutes.

Tran Cam Tu, Standing Member of the Secretariat of the Central Committee, has just signed and issued the conclusion of the Secretariat of the Central Committee on rectifying working methods and improving the effectiveness of the political system.

Only issue documents when absolutely necessary.

The Secretariat of the Central Committee requested a focus on innovation and improving the quality of document issuance by simplifying and streamlining processes and procedures, and integrating them.

The Secretariat of the Central Committee noted that documents within a specific authority should not be issued in place of documents within the general authority of an organization, agency, locality, or unit; content regarding personnel work, regulations, and policies should not be included in documents regulating professional and technical matters; and documents must be issued within the correct authority and in the correct format and presentation.

"Strengthen the review process to ensure consistency in the content of issued documents; amend, supplement, and replace overlapping or outdated documents and regulations...", the Party Central Committee Secretariat directed.

The Secretariat of the Central Committee specifically noted that documents should only be issued when absolutely necessary to regulate, guide, and organize implementation, and should not be issued as mere copies of documents from higher levels. The content of the documents must be concise, easy to understand, and clearly state the objectives; the proposed solutions and policies must be feasible, appropriate to practical conditions, and consistent with the regulations of the Party, the Constitution, and the laws of the State.

Subordinate documents must concretize the directives from superiors into specific tasks and solutions for their level or unit, specifying resources, completion timeframes, and clearly assigning responsibilities to relevant organizations and individuals.

Annually, organizations, agencies, localities, and units must reduce the number of administrative documents by at least 15% compared to the previous year.

Regarding conference organization, the Secretariat of the Central Committee requested that the number of in-person conferences should not exceed 40% and the number of online conferences should not be less than 60% of the total number of conferences in the year.

"Do not organize conferences unless absolutely necessary or if the content is already covered in detailed written guidelines. All levels should not reorganize conferences that have already been held via live video or online streaming to the grassroots; thoroughly implement austerity measures, combat waste, and ensure that the budget allocated for conferences is not exceeded; and reduce the number of conferences by 10% annually," the Party Central Committee Secretariat directed.

Party committees, party organizations, government agencies, and mass organizations should strengthen coordination in organizing conferences at their respective levels, sectors, and units, avoiding duplication and overload, and concentrating them at the beginning or end of the year.

A province may hold no more than two conferences of provincial scale per year. In exceptional cases where additional provincial-level conferences are necessary, the Standing Committee of the Provincial or Municipal Party Committee shall consider and decide, and shall be responsible for its decision.

At the commune level, no more than three conferences on a commune-wide scale shall be organized. In exceptional cases where additional commune-wide conferences are needed, the Standing Committee of the commune-level Party Committee shall consider and decide, and shall be responsible for its decision...

Keep the meeting brief and to the point; do not simply repeat the text of the submitted documents.

The national conference convened by the Politburo includes members of the Central Committee of the Party, secretaries of provincial and city Party committees, and Party committees directly under the Central Committee. Other conferences only invite and convene individuals within the scope of management of the convening level and who are directly involved in implementing the conference's agenda.

For internal conferences hosted by ministries, departments, provinces, and cities, the organizing committee only invites delegates from their own level and sector, not delegates from the central government or other sectors and localities (except in cases where the conference content is inter-sectoral or inter-local in nature requiring coordinated action). The organization of congresses and traditional day celebrations is governed by separate regulations.

For professional conferences, the organizing committee only invites and convenes officials responsible for the relevant field, and excludes individuals not directly related to the conference's professional content. The agency organizing the conference is responsible for assigning a leader to preside over the meeting; it is not advisable to invite all leaders of the agency to attend and preside.

The Secretariat of the Central Committee has directed the reform and improvement of meeting methods towards being concise, clear in content, focused on discussion, and not simply repeating submitted documents verbatim.

Conferences to disseminate and explain major resolutions, directives, and policies should not exceed half a day; professional and technical conferences should not exceed one day; and important conferences of ministries, sectors, and localities requiring discussion should not exceed 1.5 days.

Speeches at the conference must be concise, focused, and directly address the issue being presented, regardless of achievements or current events; the opening remarks should not exceed 10 minutes, the concluding remarks by the leaders should not exceed 50 minutes in total; and presentations should not exceed 10 minutes.
