Over 20 trillion VND will be allocated for land clearance for Long Thanh Airport over the two-year downsizing plan.

Central Organizing Committee Chairman Pham Minh Chinh made this statement in the assembly hall this afternoon regarding the separation of compensation, support, and resettlement into a separate component project for the implementation of the Long Thanh International Airport project.

Previously, many delegates questioned the source of the 23,000 billion VND needed for land clearance and requested an explanation from the Government. In response, the Head of the Central Organization Department, Pham Minh Chinh, stated that he agreed with and supported the solution proposed by the Government.

According to him, there are two feasible and effective solutions. Firstly, the government should research and submit to the National Assembly a special mechanism for land clearance and resettlement. Secondly, it is necessary to reduce recurring costs nationwide.

"After two years of implementing the Politburo's resolution, our staffing levels have not decreased but have actually increased, and recurrent expenditures have risen to a relative level of 62.3% in 2015 and 65.7% in 2016. The projected figure for 2017 is 64.9%, representing an absolute increase of over 50,000 billion VND in 2016 compared to 2015, and an increase of 114,000 billion VND in 2017 compared to 2015."

"So, in 2017 alone, saving just 1% of expenditures would bring in over 10,000 billion VND, and in 2018, saving another 1% would bring in over 10,000 billion VND. That means we have over 20,000 billion VND. To achieve this, we must reduce the number of administrative units and personnel in accordance with the spirit of Resolution 39 of the Politburo; this can solve the problem," Mr. Pham Minh Chinh stated.

"We're still struggling, but if we all work together to reduce staffing and streamline organizational structures in accordance with Resolution 39, we can solve this problem," the Head of the Central Organization Department emphasized once again.

Speaking afterwards, National Assembly Deputy Le Thanh Van (Ca Mau) also agreed with this opinion.
