Streamlining the organization: Ensuring caution, thoroughness, and quality.

The process of restructuring and streamlining the administrative apparatus from the central to local levels is entering its second phase, preparing to proceed with the restructuring of the commune-level apparatus.

Following the constitutional amendments, research is now being conducted on the abolition of the district level and the restructuring of the provincial level.

At the first meeting of the Government's Steering Committee on the development of science, technology, innovation, digital transformation and Project 06, Minister of Home Affairs Pham Thi Thanh Tra stated that the entire rearrangement of commune-level administrative units is expected to be completed before June 30th, so that by July 1st, these units will be operating under the new organizational structure.

We will also focus on completing the merger of provincial-level administrative units before August 30th so that the provincial-level administrative units can begin operating immediately from September 1st.

Although the process of organizing a two-tiered local government is being implemented very urgently with a "rush and queue" spirit, the arrangement of provincial-level administrative units, the reorganization of commune-level administrative units, and the construction of a two-tiered local government model must ensure "caution, thoroughness, and quality".

The requirement for "prudence, thoroughness, and quality" in undertaking such a crucial and urgent task is further demonstrated by the recent directives issued by the Central Steering Committee for the review of Resolution No. 18-NQ/TW in Document No. 43-CV/BCĐ regarding the plan to continue reorganizing the political system's organizational structure.

The Central Steering Committee has requested the Party Committee of the Government to preside over and coordinate with the Central Organization Committee and relevant agencies to incorporate feedback from localities, agencies, and units, finalize the Submission and Project on reorganizing administrative units at all levels and building a two-tiered local government organizational model, and report to the Politburo before March 25, 2025; and to incorporate the Politburo's feedback, finalize the Submission and Project, and send the report to the Central Committee before April 1, 2025.

The Central Steering Committee also requested that Party committees, Party organizations, agencies, units, and their leaders focus on directing and urgently implementing tasks decisively, ensuring that agencies, units, and organizations operate smoothly, effectively, and efficiently immediately after the reorganization, without disrupting work, leaving no areas or fields vacant, and without affecting the normal activities of agencies, units, organizations, and society; and not collecting any fees or charges from individuals or organizations that have to change documents or procedures due to the reorganization of administrative units.

National Assembly Chairman Tran Thanh Man recently chaired a meeting of the Standing Committee of the National Assembly Party Committee to discuss several issues related to the draft plan for the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term, as well as the amendment and supplementation of the Law on Election of National Assembly Deputies and People's Council Deputies; and the progress of work serving the amendment and supplementation of some articles of the 2013 Constitution.

During the session, National Assembly Chairman Tran Thanh Man also stated that the issues considered at this session were aimed at streamlining the organizational structure to be submitted to the competent authorities. He emphasized that the streamlining revolution is entering its second phase, proceeding with the streamlining of the administrative apparatus at the ward and commune levels; after the constitutional amendment, consideration will be given to abolishing the district level and reorganizing the provincial level.

Following the same spirit of "running and queuing at the same time" to implement the Party's policies into practice, the revolution to reorganize and streamline the administrative apparatus is continuing vigorously in localities across the country.

Ho Chi Minh City has done well in political and ideological work, restructuring and organizing the apparatus, reducing internal organizations by 15%, and reducing staff by 20%; proactively preparing for the organization of Party congresses at all levels according to Directive 35.

The city has issued programs and action plans, determined to achieve double-digit growth, actively address outstanding projects, and facilitate development.

Ho Chi Minh City is continuing to lead and direct the reorganization of its internal administrative apparatus, especially the elimination of district-level administrative units; continuing preparations for Party congresses at all levels; developing growth scenarios; renewing traditional growth drivers, continuing to promote new growth drivers, effectively implementing social housing construction, and ensuring social security and environmental protection...

In Binh Dinh province, the Provincial Party Secretary and Chairman of the Provincial People's Council, Ho Quoc Dung, also emphasized that officials must set an example and wholeheartedly comply with the Party's policies, without delaying work or affecting the country's development.

The Provincial Party Secretary requested that during the period of reorganizing the administrative apparatus and implementing a two-tiered local government system, district-level local leaders must be ready to assume new positions and responsibilities, contributing their efforts to overall development; and be prepared to undertake assigned tasks.

Officials and civil servants subject to restructuring are ready to fulfill assigned tasks and continue contributing to the province's development. The province will hold accountable any officials and civil servants who are negligent or procrastinate in their work, affecting the overall development progress of the province.
