The friendship between Vietnam and the Russian Federation has remained strong over the years.
At the invitation of Prime Minister of the Russian Federation Mikhail Mishustin, Prime Minister of the Socialist Republic of Vietnam Pham Minh Chinh led a high-level Vietnamese delegation on an official visit to the Russian Federation from March 22 to 25.
This is the first visit by a high-ranking Vietnamese leader to Russia following the successful conclusion of the 14th National Congress of the Communist Party of Vietnam. The visit affirms the strong determination and commitment of the high-ranking leaders of both countries to further develop the traditional friendship and comprehensive strategic partnership between Vietnam and the Russian Federation, making it deeper and more effective, and contributing to writing new chapters in the history of the strong and enduring relationship between Vietnam and the Russian Federation.
Over 75 years of partnership have brought Vietnam and the Russian Federation many proud achievements in cooperation, serving as a great foundation and driving force for both countries to move forward in a new phase of development. More than just a diplomatic milestone, these past 75 years represent a firm affirmation and vivid proof of the enduring affection that the two countries share, transcending time and geographical distance.
The Party, State, and people of Vietnam always cherish the loyal friendship, support, and valuable assistance of the former Soviet Union and present-day Russia in Vietnam's struggle for national independence, reunification, and its current period of strong development. Looking back at these brilliant achievements of cooperation, both sides have even more confidence and determination to continue nurturing the comprehensive strategic partnership between Vietnam and the Russian Federation, making it ever deeper and more effective, worthy of the enduring friendship and the expectations of the people of both countries.

Promoting the strong, substantive, effective, and sustainable development of Vietnam-Russia relations.
Over the past period, the Vietnam-Russia relationship has maintained a high level of political trust and has been continuously strengthened. High-level delegation exchanges have taken place regularly, creating a strong impetus for the development of bilateral relations. Visits by high-ranking leaders of both countries have occurred continuously in recent years. In May 2025, on the occasion of General Secretary To Lam's official visit to the Russian Federation and his participation in the 80th anniversary of Victory Day in the Great Patriotic War, the two sides adopted a Joint Statement on the major orientations of the Vietnam-Russia Comprehensive Strategic Partnership in the new cooperation phase.
Thanks to the persistent efforts of generations of leaders and people of both countries, Vietnam and the Russian Federation have achieved many proud successes in cooperation. Despite facing numerous difficulties, economic, trade, and investment cooperation continues to grow steadily. By 2025, bilateral trade turnover is projected to reach nearly US$4.77 billion. As of December 2025, Russia has 199 investment projects in Vietnam with a total registered capital of approximately US$990 million, ranking 26th out of 147 countries and territories investing in Vietnam. Vietnam has 16 active investment projects in Russia with a total registered capital of US$1.6 billion, ranking 4th out of 81 countries and territories where Vietnam invests.
Vietnam-Russia relations have also developed positively in many areas such as culture, tourism, and education and training. Scientific and technological cooperation has been maintained, marked by the success of many research and technology transfer projects. The two sides are currently implementing the Nuclear Science and Technology Research Center project and organizing activities within the framework of the 2026 Cross-Year on scientific and educational cooperation. Education and training is a prominent highlight in bilateral relations. Previously, the Soviet Union helped Vietnam train nearly 40,000 skilled cadres and experts in various fields. This tradition continues as the Russian Federation remains an important partner of Vietnam in the field of education and training. Currently, more than 5,000 Vietnamese students are studying in Russia.
Building on the positive results of cooperation already achieved, Prime Minister Pham Minh Chinh's official visit to the Russian Federation opens up opportunities for the two countries to strengthen political trust and further enhance cooperation in economic and trade fields, especially investment, energy, and oil and gas. In the context of Vietnam's efforts to realize its development goals by 2030 and its vision to 2045, the support of international friends, including the Russian Federation, is of paramount importance.
Building upon a tradition of good and sincere cooperation spanning over 75 years, Vietnam and the Russian Federation are further strengthening their respective development paths and elevating bilateral relations to new heights. Prime Minister Pham Minh Chinh's official visit to the Russian Federation is a significant event, contributing to the consolidation of the traditionally good relations between Vietnam and the Russian Federation, creating a foundation for both countries to realize their future development aspirations.
