Nghe An province issues a directive to respond to typhoon No. 13.
On November 3rd, the Civil Defense Command of Nghe An province issued dispatch No. 35/CĐ-BCH.SNNMT regarding proactive response to the approaching storm in the East Sea (Typhoon KALMAEGI).
The Head of the Civil Defense Command of Nghe An Province sent a message.:People's Committees of wards and communes; Departments of Agriculture and Environment, Construction, Industry and Trade, Science and Technology; Provincial Border Guard Command; Nghe An Provincial Meteorological and Hydrological Station; Nghe An Newspaper and Radio and Television Station; Ben Thuy Coastal Information Station.

In accordance with Official Dispatch No. 25/CĐ-BCĐ-BNNMT dated November 2, 2025, from the National Steering Committee for Civil Defense regarding proactive response to storms near the East Sea.
According to the forecast from the Nghe An Provincial Meteorological and Hydrological Station, at 7:00 AM on November 3rd, the center of Typhoon KALMAEGI was located at approximately 10.7 degrees North latitude and 129.0 degrees East longitude, in the sea east of central Philippines. The strongest winds near the center of the typhoon reached level 11 (89-102 km/h), with gusts up to level 15. It is moving in a west-southwest direction at a rapid speed of about 25 km/h. From around the afternoon of November 4th, the sea east of the central South China Sea will experience gradually increasing winds of level 6-7, then increasing to level 8-9; near the center of the typhoon, winds will reach level 10-12, with gusts up to level 14-15, and sea waves will be 5.0-7.0 meters high. The sea will be extremely rough.
To proactively respond to storms and post-storm flooding, the Provincial Civil Defense Command requests the People's Committees of wards and communes, and relevant departments and agencies:
1. Closely monitor storm warnings, forecasts, and developments; inform captains and owners of vessels operating at sea to proactively take preventive measures and plan production accordingly, ensuring the safety of people and property; maintain communication to promptly handle any adverse situations that may arise.
2. Review and prepare for the implementation of response plans to storms and post-storm flooding.
3. Departments and agencies, according to their functions, responsibilities in state management, and assigned tasks, shall proactively direct and coordinate with localities to respond to storms and post-storm floods.
4. Have personnel and equipment ready for rescue and relief operations when required.
5. Maintain a strict duty roster and regularly report to the Provincial Civil Defense Command./.
