The Nghe An Provincial Party Committee has issued an Action Program to implement breakthroughs in the development of education and training.

The Executive Committee of the Nghe An Provincial Party Committee has just issued Action Program No. 13-Ctr/TU, dated February 9, 2026, to implement Resolution No. 71-NQ/TW, dated August 22, 2025, of the Politburo on breakthroughs in the development of education and training in Nghe An province.

The action program sets the overall goal of developing a modern, standardized education and training system in the province, with a prestigious position within the national education system, reaching regional and international levels; becoming a center for culture, innovation, creativity, science and technology, digital transformation, artificial intelligence, and entrepreneurship; capable of comprehensively developing the qualities, abilities, and health of learners; meeting the demand for highly skilled and high-quality human resources for integration and socio-economic development; promoting the province's competitiveness and prosperity, and preparing it to enter a new era of national development.

By 2030, Nghe An strives to expand equitable access to education, improve the quality of preschool and general education to reach advanced national and Asian regional standards. It aims to build a basic school network that meets the learning needs of students from all backgrounds and regions, achieving national standards and progressively modernizing it. The province will complete universal preschool education for children aged 3 to 5 and compulsory education up to lower secondary school. It will focus on enhancing technological capabilities, artificial intelligence, and foreign language proficiency, gradually making English the second language in schools. It will appropriately reorganize and invest in the modernization of higher education and vocational training institutions, transforming them into research and entrepreneurship centers, playing a core role in the innovation ecosystem of the region and locality, and providing high-quality human resources and talent to meet the requirements of key industries and sectors.

By 2035, Nghe An province aims to have a standardized, synchronized, and modern education system, making strong and steady progress in accessibility, equity, and quality; and to achieve universal secondary education and equivalent levels. The province strives to maintain its top ranking in educational quality; modernize vocational and higher education to meet the demand for highly skilled workforce; and develop a high-quality workforce with superior competitiveness in certain fields, sectors, and professions.

The vision for 2045 is to modernize, internationalize, achieve breakthroughs in sustainable development, and implement fundamental and comprehensive reforms in education and training in the province; to develop Nghe An's education to reach national, regional, and international levels; and to contribute high-quality human resources to a new era of national development, prosperity, and civilization. The goal is for Nghe An to become a center of education and training for the whole country, the region, and the world by 2045.

To achieve the above objectives, the Program outlines eight key tasks and solutions, including: Raising awareness, innovating thinking and actions, and establishing strong political determination for breakthroughs in education and training development; perfecting specific and superior mechanisms and policies for sustainable development of education and training; strengthening comprehensive education encompassing morality, intellect, physical fitness, and aesthetics, forming a system of values ​​for Vietnamese people in the new era; comprehensive digital transformation, widespread adoption and strong application of digital technology and artificial intelligence in education and training; developing a team of teachers and administrators to ensure improved educational quality; modernizing infrastructure and developing the school network; modernizing vocational and higher education; and promoting international cooperation and integration.

In particular, regarding the improvement of specific and superior mechanisms and policies for sustainable development of education and training, the Provincial Party Committee has directed the issuance of policies to enhance foreign language proficiency and teach Lao in secondary schools in border communes; gradually making English the second language in schools throughout the province; expanding the scale of teaching other foreign languages ​​such as Russian, French, Japanese, Chinese, and Korean; and developing a system of bilingual schools and classrooms.

Policies on recruitment, employment, training, and professional development of teachers and education management staff; mechanisms and policies to attract teachers to work in ethnic minority areas and areas with particularly difficult socio-economic conditions; and attracting reputable experts and scientists from both domestic and international backgrounds to work and teach in Nghe An.

The policy focuses on developing a system of boarding and semi-boarding schools at the primary and lower secondary levels in the mountainous communes and wards of the province; investing in modern and comprehensive facilities, teaching equipment, housing, dining halls, and living areas; and simultaneously implementing breakthrough experiential education activities to develop the qualities, abilities, and health of students in mountainous areas.

Nghe An will also prioritize land allocation, focusing on land clearance to create clean land funds; implementing land allocation, land leasing, and applying preferential land policies as prescribed by law to attract domestic and foreign organizations and individuals to invest in the education and training sector in the province.
