Strong party organization means sustainable business development

On February 8, 2014, the Standing Committee of Nghe An Provincial Party Committee issued Project 5155-DA/TU on developing Party members and Party organizations in private enterprises and foreign-invested enterprises. Implementing Project 5155, with the viewpoint of starting from the interests of workers, the Party Committee and cadres, workers and employees of Quang Khoi General Hospital have strived to achieve important results in many fields.

Quang Khoi General Hospital is a private hospital with 120 beds in Hoang Mai town, with 260 employees and workers; including 2 associate professors, 3 PhDs, more than 50 doctors, masters, doctors CK1, CK2, with nearly 4,000 technical categories approved by the Ministry of Health. Every year, the Hospital has performed more than 120,000 outpatient examinations, more than 10,000 inpatient treatments, emergency care for more than 15,000 cases, more than 2,000 surgeries, including difficult and complicated technical categories in the upper division; organized periodic health check-ups for more than 50,000 workers in the North Central region...

Before the establishment of the hospital, this facility was Quang Khoi General Clinic. The Quang Khoi General Clinic Party Cell was established in 2012, under the Party Committee of Hoang Mai town - Quynh Luu district (now Quynh Thien ward - Hoang Mai town), shortly after the establishment of the clinic, and was one of the first non-state Party organizations in the area at that time. On June 10, 2014, the Standing Committee of Hoang Mai Town Party Committee issued Decision No. 371-QD/ThuU on the establishment of the Quang Khoi General Clinic Party Cell under the Hoang Mai Town Party Committee. During its operation, the Party Cell has always done a good job of developing Party members, building a strong Party organization, and identified this as the top core task, contributing significantly to the sustainable development of the enterprise.

On July 6, 2018, Quang Khoi General Hospital was established under Decision No. 225/QD-BYT of the Minister of Health on the basis of upgrading from Quang Khoi General Clinic. Accordingly, the Party cell was also renamed by the Standing Committee of Hoang Mai City Party Committee from here.

In order to enhance the Party's comprehensive leadership role in the hospital's operations, as well as to meet the development orientation to new heights in the coming period. On May 19, 2023, according to Decision No. 1488-QD/Thu of Hoang Mai City Party Committee, Quang Khoi General Hospital Party Cell was upgraded to a Party Committee with 5 subordinate Party Cells with 43 active Party members, including 7 comrades who are members of the Party Executive Committee.

The Party Committee has developed operating regulations, clearly defining functions and tasks, closely coordinating with the Board of Directors to develop economic development goals and strategies for the Hospital. The content of activities closely follows the Party's guidelines and policies; the State's policies and laws. Major issues related to the development of the enterprise are discussed and unanimously decided by the Party Committee, the Board of Directors and the Chairman of the Board of Members in a spirit of frankness, democracy and responsibility.

The Party Committee plays an important role in directing and orienting the development of the hospital. In particular, the Party cells are associated with professional tasks, researching and finding many solutions on business activities to develop the enterprise, increase economic growth, build the hospital's corporate culture, and meet the requirements of the tasks in the new situation.

To promote the role and responsibility of party members and the party organization in the enterprise, most party members are arranged in key positions such as: Board of Directors of 6 people, including 5 party members; heads and deputy heads of departments 14 people, including 12 party members; Executive Committee of Youth Union, Executive Committee of Trade Union 5 people, including 5 party members; heads of professional departments 11 people, including 8 party members.

Party members are truly the core in leading the hospital's professional activities, fulfilling their responsibilities as role models in movements, gaining the trust of the masses, all playing a good management role and demonstrating good executive capacity.

Implementing Project 5155 of the Standing Committee of Nghe An Provincial Party Committee on developing Party members and Party organizations in private enterprises and foreign-invested enterprises, under the attention and direction of the City Party Committee, departments, branches and unions of Hoang Mai town, the Party Committee and cadres, workers and employees of Quang Khoi General Hospital have strived to achieve important results in many fields.

Regarding political and ideological education, the hospital's cadres and party members regularly and actively study to improve their qualifications and awareness, have a firm ideological stance, absolutely trust in the leadership of the Party, and successfully complete assigned tasks. The Party Secretary himself was honored to receive many Certificates of Merit and awards from the town, province and industry levels, especially, was honored by the Standing Committee of Nghe An Provincial Party Committee as an example of studying and following Ho Chi Minh's ideology, morality and style in the period of 2015 - 2020.

The Party Committee has always effectively implemented the movement to continue promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle. The Party Committee organizes the Directives and Resolutions of higher levels for all cadres and party members to study through many forms such as dissemination at Party cell conferences, providing complete documents for each party member to study and read on their own, etc.

The Party Committee also regularly pays attention to building strong Party organizations and unions, and the quality of cadres and Party members is increasingly improved; the responsibility of the Party Committee's leaders is higher. The Party Committee promptly implements policies, tasks and measures to build a strong and clean Party Committee, always implementing well the Party Committee's working regulations, Party Committee's regulations and rules...

Over the years, the Party Committee of the Hospital has seriously implemented the management and assignment of tasks to Party members. During the first half of the term, the Party Committee has considered sending 12 outstanding people to attend Party awareness classes and admitted 7 people to the Communist Party of Vietnam. Every year, the quality assessment of Party members is 100% of Party members completing their tasks, of which 20% of Party members have completed their tasks excellently. The Party Cell always completes its annual tasks excellently. In particular, in 2019 and 2022, the Party Committee of the Hospital was commended by the Hoang Mai City Party Committee for its outstanding task completion.

Regarding inspection and supervision work: The inspection and supervision work of Party organizations and Party members in implementing the Party Charter, Directives, Resolutions and Regulations at all levels has been carried out relatively well by the Party Committee, according to plan, 100% of Party members have completed their tasks well or better. The work of fighting corruption, waste, bureaucracy and other negative manifestations in the Party has always been carried out regularly and effectively by the Party Committee.

Mass mobilization work and activities of political and social organizations in the hospital are increasingly effective and practical, creating many exciting emulation movements, closely linked to professional tasks and oriented towards the community.

The implementation of Directive 05-CT/TW of the Politburo (term XII) and the implementation of Resolution of the 4th Central Conference (term XI, XII) has achieved many important results. The Party Committee has promptly organized conferences to study and disseminate Directive 05-CT/TW of the Politburo and annual seminars for staff and employees. It has determined to improve the medical examination and treatment process, reform administrative procedures, thoroughly apply information technology, and make breakthroughs to reduce cumbersome procedures and shorten waiting time for patients... Thanks to that, the number of patients coming to the hospital for examination and treatment has increased, demonstrating the hospital's reputation and quality of medical examination and treatment has been increasingly improved.

During its operation, the Party Committee has developed a plan closely related to professional activities to direct and operate medical examination and treatment, social security for the people, international cooperation to develop and achieve many remarkable achievements. Quang Khoi General Hospital is one of the first 10 hospitals in the country to successfully implement electronic medical records, paperless hospitals. On May 18, 2023, the Hospital Party Committee was honored to receive a Certificate of Merit from the Provincial Party Standing Committee for "Outstanding examples in studying and following Ho Chi Minh's ideology, morality and lifestyle", phase II, period 2021 - 2025. This is a proud achievement, worthy of the hospital's determination, efforts and endeavors in recent years.
