Currently, in Nghe An province, the facilities of schools basically meet the requirements for teaching two sessions per day. The current difficulties include the lack of specific guidelines on the collection and expenditure of funds for two-session teaching; the operating budget allocated to schools is currently very low, insufficient for schools to balance the payment of overtime pay for teachers; and there are many inadequacies in the guiding documents for implementation.
