His academic titles and degrees include a PhD in Economics and a Bachelor of Law. He is a member of the Central Committee of the Communist Party of Vietnam, 11th and 12th terms. Mr. Le Manh Ha was born on October 8, 1957, in Loc An commune, Phu Loc district, Thua Thien Hue province. He was formerly a Major in the army, and after leaving the military, he taught at the Vietnam Aviation School. He then worked as a specialist at the Ministry of Planning and Investment, followed by Deputy Director of the Ho Chi Minh City Department of Planning and Investment; Director of the Ho Chi Minh City Department of Post and Telecommunications; Director of the Ho Chi Minh City Department of Information and Communications; and Vice Chairman of the Ho Chi Minh City People's Committee.
