Nghe An's GRDP growth rate in the first quarter of 2026 is estimated at 8.15%.

On the morning of April 3rd, Nguyen Khac Than, Member of the Central Committee of the Party and Secretary of the Provincial Party Committee, chaired a meeting of the Standing Committee of the Provincial Party Committee to hear, give opinions on, and decide on matters within its authority.

Attending the meeting were the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Hoang Nghia Hieu; the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Vo Trong Hai; the Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee, and Head of the 15th National Assembly Delegation of Nghe An Province, Vo Thi Minh Sinh; representatives from the Central Party Committees in charge of Nghe An; and members of the Provincial Party Standing Committee and leaders of several departments and agencies.

The growth rate for the first quarter of 2026 is estimated at 8.15%.

The Standing Committee of the Provincial Party Committee listened to and commented on the report on the results of Party building work in the first quarter and key tasks for the second quarter of 2026; and the socio-economic situation in the first quarter and key tasks and solutions for the second quarter of 2026.

In the first quarter, Nghe An's GRDP growth rate is estimated at 8.15%, ranking 4th out of 5 provinces and cities in the North Central region; and 21st out of 34 provinces and cities nationwide. The industrial production index is estimated to increase by 16.37% year-on-year, with electronic components reaching an estimated 434 products, an increase of 166%. Import turnover is estimated at 1,108.9 million USD, an increase of 39.4% year-on-year.

As of March 31st, the province had disbursed public investment capital at a rate of 8.71% of the detailed plan. State budget revenue reached VND 8,710 billion, achieving 37.3% of the projected target, an increase of 34.2% compared to the same period last year. Total newly registered and increased investment capital amounted to over VND 64,964 billion, of which FDI capital reached USD 2.269 billion.

In particular, the Provincial People's Committee decided to approve the investment policy and the investor for the Quynh Lap LNG Thermal Power Plant project with a total investment of 59,372 billion VND, the largest ever in the province. The entire province saw the establishment of 1,418 new businesses, an increase of 51.1%; and 521 businesses resumed operations.

The socio-cultural sector continues to receive attention; national defense and security are maintained. The election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term was carried out seriously, in accordance with regulations, and safely.

Party building work has been given due attention, and the Party's leadership role continues to be affirmed. The political system's operations and the government's guidance and management have been smooth, ensuring effectiveness and efficiency, creating high levels of unity and consensus within the Party organization and among the people.

The Standing Committee of the Provincial Party Committee heard the plan and budget for organizing the 2026 Lotus Village Festival and announced the Decision recognizing the Kim Lien Historical Site as a National Tourist Area; the plan for allocating funds for organizing the "Lam River Solidarity - Spring of the Year of the Horse 2026" program; and the allocation of funds for organizing the Cua Lo Tourism Festival in 2026.

The Standing Committee of the Provincial Party Committee also heard and approved the draft plan to improve the effectiveness of the People's Councils at all levels in Nghe An province for the 2026-2031 term, the draft plan for the construction, repair, renovation, and upgrading of working offices and official residences at the commune level in Nghe An province (2026-2027 period), and the draft plan to develop Nghe An province into a Logistics Center of the North Central region by 2030, with a vision to 2045.

At the meeting, delegates focused on evaluating and discussing the socio-economic situation in the first quarter. Although the GRDP growth rate did not reach the projected 8.86%, growth rates across all sectors were balanced. Particularly, despite the difficult circumstances and complex geopolitical situation, the industrial and construction sector grew by 10.26%, with industry alone growing by 12.47%, which is very positive and promising.

Speaking at the session, the Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee, and Head of the Provincial Delegation to the 15th National Assembly, Vo Thi Minh Sinh, requested that priority be given to and the construction of projects damaged by rain and storms in 2025 be expedited, and that a plan for 2026 be developed; that attention be paid to selecting and implementing the three major issues in Resolution 57; and that criteria be issued to evaluate, score, and rank organizations and individuals in the implementation of the seven Directives issued by the Provincial Party Standing Committee since the beginning of the year.

Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Vo Trong Hai emphasized the necessity of issuing the Project on the construction, repair, renovation, and upgrading of working offices and official residences at the commune level in Nghe An province, and the Project on developing Nghe An province into a Logistics Center of the North Central Region. He stressed the need to aggressively disburse public investment capital, aiming for at least 95% or more in 2026.

Hoang Nghia Hieu, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, highly appreciated the results of investment attraction, especially FDI capital, in the first quarter. Based on the clear identification of obstacles and their causes, it is necessary to focus on overcoming them to promote growth in the second quarter and throughout 2026.

Removing bottlenecks to boost growth.

Concluding the meeting, Provincial Party Secretary Nguyen Khac Than assessed that in the first quarter, the province implemented tasks amidst many difficulties and challenges, while also having to carry out many important tasks. However, the results achieved in Party building, socio-economic development, and ensuring national defense and security were extremely positive and encouraging.

In particular, the results of the elections for deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term in the province were highly appreciated by the Central Government. This result affirms the efforts and determination of the entire political system from the province to the grassroots, and the high level of consensus among the people.

The province has also received approval from the Prime Minister to expand the Southeast Nghe An Economic Zone to over 104,269 hectares, approximately five times larger than before. This is an immediate advantage for the province in attracting investment and developing industry and urban areas. After expansion, the Southeast Nghe An Economic Zone will develop according to a multi-sectoral, multi-field integrated model, with industry playing a core role.

Besides the achievements, Provincial Party Secretary Nguyen Khac Than noted that the GRDP growth rate in the first quarter did not meet expectations. Land clearance work is still slow, a major "bottleneck". Administrative reform is progressing slowly. The number of complaints and denunciations is increasing. The dissemination of resolutions and conclusions of the Central Committee is still not meeting requirements. The recruitment of new Party members remains difficult...

Looking ahead, the Provincial Party Secretary requested that all levels and sectors closely monitor the media and public opinion to address issues promptly; and combat and refute false and subversive viewpoints and information.

Strengthen propaganda and organize the synchronized, timely, and effective implementation of resolutions, directives, and conclusions of the Central Government and the province. Focus on improving the leadership capacity of grassroots Party organizations, especially the role of Party branches and Party members.

Regarding socio-economic development, the Provincial Party Secretary requested that all levels, sectors, and the entire political system participate in promoting growth in 2026. Focus on removing obstacles and bottlenecks in production and business to create favorable conditions for enterprises to operate; accelerate land clearance; decisively disburse public investment capital, develop weekly disbursement plans, and report progress every two weeks.

Focus on effectively implementing solutions to increase budget revenue, especially land use fees. Organize the commencement and implementation of key projects according to the set timelines. Accelerate the development of tourism and services in the second quarter, especially during peak months.

Provincial Party Secretary Nguyen Khac Than also requested a review, supplementation, adjustment, and completion of planning, especially the planning for the expanded Southeast Economic Zone. He also called for continued review and handling of projects that violate regulations, are stalled, or have been delayed, with a final resolution by the second quarter of 2026.

Proactively prevent and mitigate natural disasters to minimize damage. Decisive and resolutely reform administrative procedures, strengthen discipline and order, and review work processes for necessary adjustments.

Focus on organizing festivals well; pay attention to people's health care; strengthen infrastructure to meet students' learning needs. Strengthen the role of leaders in receiving citizens, resolving complaints and denunciations, ensuring that grievances are addressed at the grassroots level and preventing the emergence of hotspots.

Provincial Party Secretary Nguyen Khac Than assessed that Nghe An has sufficient conditions, potential, and advantages to develop logistics and become a center of the North Central region. However, implementation must be extremely rigorous, systematic, and not scattered; most importantly, it is crucial to select investors with capacity and experience.
