This is the pioneering force in disseminating information and mobilizing the people to implement the Party's guidelines, the State's policies and laws, ethnic policies, and the local political tasks.

Reputable individuals play a crucial role in participating in activities related to building the Party, government, the Fatherland Front, and political and social organizations. Many of these individuals are retired officials, village elders, and community leaders who, despite their advanced age, enthusiastically participate in grassroots work, holding positions such as Party branch secretary, village head, and head of the Fatherland Front's working committee. They are active in mobilizing people to participate in organizations and associations, promoting grassroots democracy, and implementing self-governance regulations. From this, they contribute to building and consolidating a strong political system and local government.
