The General Secretary and President presented appointment decisions to 3 Deputy Prime Ministers and 2 Ministers.

Also attending were members of the Politburo: Prime Minister Pham Minh Chinh; Secretary of the Central Committee of the Party and Head of the Central Organization Department Le Minh Hung; General Phan Van Giang, Minister of National Defense; and Lieutenant General Luong Tam Quang, Minister of Public Security.

Also attending the ceremony were Secretary of the Central Committee of the Party and Chief of the Central Party Office Nguyen Duy Ngoc; members of the Central Committee of the Party: Vice President Vo Thi Anh Xuan, Deputy Prime Minister Tran Hong Ha, Deputy Prime Minister Le Thanh Long, Vice Chairman of the National Assembly Nguyen Khac Dinh, and leaders of central departments, ministries, and agencies, as well as the provinces of Yen Bai and Khanh Hoa.

Acting on behalf of the President, Deputy Head of the Presidential Office Pham Thanh Ha announced the President's decisions appointing Nguyen Hoa Binh, Ho Duc Phoc, and Bui Thanh Son as Deputy Prime Ministers; Do Duc Duy as Minister of Natural Resources and Environment; and Nguyen Hai Ninh as Minister of Justice. Prime Minister Pham Minh Chinh and other Party and State leaders presented flowers and congratulated the newly appointed officials.

Speaking at the ceremony, on behalf of the Party and State leaders, General Secretary and President To Lam extended congratulations to the five comrades who had just received their appointments; affirming that this is a recognition and high appreciation from the Party, the National Assembly, and the Government for the contributions and dedication of the comrades in the fields of work they are in charge of.

The General Secretary and President assessed Comrade Nguyen Hoa Binh as an outstanding official of the Party, the State, and the judicial sector; well-trained, having held many leadership positions in central agencies and having undergone trials and tribulations at the local level; a person with rich experience in judicial activities; and implementing breakthrough solutions to improve the effectiveness and efficiency of court operations.

Comrade Bui Thanh Son is a professional diplomat with extensive experience in foreign affairs and high international prestige. He has made many contributions and provided sound advice to the Party and Government, and has led and directed the Ministry of Foreign Affairs in effectively implementing policies and guidelines in the field of foreign affairs, achieving many important achievements and results.

Comrade Ho Duc Phoc is a well-trained official in the field of public finance and state budget, and possesses extensive practical experience, having held numerous leadership positions at both the local and central levels.

Comrade Nguyen Hai Ninh is a highly qualified and capable leader who has held leadership positions in various fields at central agencies, as well as having undergone training and challenges at the local level.

Comrade Do Duc Duy is a well-trained official who has held many leadership positions in the Ministry of Construction; he has undergone training and challenges at the local level, possesses leadership capabilities and innovative thinking, and in his work, he is quick to grasp and handle tasks promptly and effectively.

The General Secretary and President urged the five comrades to continue upholding revolutionary traditions, maintaining moral integrity, remaining absolutely loyal to the Party, the Fatherland, and the people, wholeheartedly and diligently serving the Fatherland and the people, always studying and following the thoughts, ethics, and style of President Ho Chi Minh; striving to be exemplary leaders, excellently fulfilling all assigned tasks, and making positive contributions to the cause of building and defending the Fatherland in the new situation.

The General Secretary and President requested that the newly appointed Deputy Prime Ministers, together with the Government, inherit and build upon the valuable traditions and experiences of the Government throughout various periods; implement comprehensively, decisively, and effectively the tasks and powers of the Government as stipulated in the Constitution and laws; and focus on advising and leading the work of building and perfecting the socialist rule of law state of Vietnam, of the people, by the people, and for the people, led by the Communist Party of Vietnam.

The General Secretary and President also requested that the Ministers of Natural Resources and Environment, the Minister of Justice, and the collective Party Committee and leadership of each Ministry unite and work together in directing the work of each Ministry and sector; continuously strive, overcome difficulties and challenges, and excellently fulfill the tasks entrusted by the Party, the State, and the people; and build a team of cadres and civil servants who are truly capable, politically steadfast, professionally competent, skilled in their work, and effective in their duties.

Affirming that the Party, State, and people trust and place great expectations on the Government in the work of national construction in the coming years, the General Secretary and President expressed confidence that, with the tradition of unity and solidarity, with the support and assistance of ministries, departments, localities, and the entire people and army, comrades Nguyen Hoa Binh, Bui Thanh Son, Ho Duc Phoc, Do Duc Duy, and Nguyen Hai Ninh will excellently fulfill the important responsibilities entrusted to them.

On behalf of the newly appointed comrades, Deputy Prime Minister Nguyen Hoa Binh respectfully thanked the Politburo, the Central Committee, the National Assembly, the Government, and especially the General Secretary and President for their trust and confidence in nominating, approving, and appointing the five comrades to their new positions. Deputy Prime Minister Nguyen Hoa Binh emphasized that this is a great honor, but also a very heavy responsibility before the Party, the State, and the people.

Deputy Prime Minister Nguyen Hoa Binh pledged to strive tirelessly, uphold and exemplify unity and solidarity, and continuously work together with the Government to build upon achievements, overcome shortcomings and existing problems, resolve difficulties and bottlenecks, overcome challenges and obstacles, and contribute his utmost to the successful implementation of the Resolution of the 13th National Congress of the Party, focusing on completing the goals and targets of the basic tasks in the final years of the term.

Deputy Prime Minister Nguyen Hoa Binh expressed his hope to continue receiving the attention and guidance of the Party and State leaders, central and local ministries and agencies, and to successfully fulfill his duties in his new position.
