The General Secretary and President presented the appointment decisions to the Deputy Prime Ministers and Ministers.
This afternoon (April 8), General Secretary and President To Lam chaired a meeting to announce the Politburo's decision appointing the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Government Party Committee, and to announce the decision appointing members of the Government for the 2026-2031 term.
This morning, at its first session, the 16th National Assembly passed resolutions approving the Prime Minister's proposal to appoint 6 Deputy Prime Ministers and 14 Ministers, and 3 heads of ministerial-level agencies for the 2026-2031 term.
Based on the 2013 Constitution and the resolutions of the first session, General Secretary and President To Lam signed the decisions appointing the above-mentioned personnel.

At the ceremony this afternoon, General Secretary and President To Lam presented the Politburo's decision appointing the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Government Party Committee to the Secretary of the Government Party Committee, Prime Minister Le Minh Hung, and the Standing Committee members of the Government Party Committee.
General Secretary and President To Lam presented appointment decisions to: Comrade Pham Gia Tuc - Permanent Deputy Prime Minister; General Phan Van Giang - Deputy Prime Minister and Minister of National Defense; and Deputy Prime Ministers Pham Thi Thanh Tra, Ho Quoc Dung, Nguyen Van Thang, and Le Tien Chau.
The General Secretary and President also presented appointment decisions to ministers and heads of ministerial-level agencies.
We must overcome impatience and formalism.
At the ceremony, General Secretary and President To Lam congratulated Prime Minister Le Minh Hung on being elected Prime Minister by the National Assembly and the other officials who had just been approved by the National Assembly.
The General Secretary and President stated that the country is entering a new stage of development with a consolidated foundation but also facing many intertwined challenges. The requirement is for higher quality growth based on productivity, science and technology, and innovation. At the same time, competitiveness must be significantly enhanced, strategic autonomy must be firmly consolidated, and the effectiveness and efficiency of national governance must be elevated to a higher, more modern level.



This term is not just a continuation, but a step up to a higher level of development, with the ultimate result measured by the quality of life of the people and the position and prestige of the country. The General Secretary and President emphasized that the top priority for the new government is to create a development environment, open up growth opportunities, create new growth drivers, and enhance the capacity for implementation to achieve the set goals.
The General Secretary and President requested the Government to focus particularly on maintaining macroeconomic stability, consolidating major balances, effectively controlling risks, and at the same time creating new growth drivers to achieve high and sustainable growth targets.
Furthermore, the government must improve its capacity to organize and implement resolutions of the Party and the National Assembly, as well as state laws, making laws and resolutions more quickly, transparently, and consistently implemented; ensuring that citizens and businesses feel secure when investing, innovating, and conducting legitimate business; and making every state management decision a driving force for development.
The government must operate in a unified, smooth, effective, disciplined, and orderly manner; continue to innovate its thinking from management to service and creation, paving the way for innovation and creativity; words must match actions, promises must be kept, and results must be achieved; assignments must clearly define the person, the task, the responsibility, the deadline, and the expected outcome.
Each member of the Government must shoulder national responsibility in their respective field. Each Ministry and sector must overcome the mindset of focusing solely on its own sector, and prioritize the common good of the nation, the overall efficiency of the economy, and the convenience of citizens and businesses above all else.
On the other hand, the General Secretary and President emphasized that science and technology, innovation, and digital transformation must be considered the foundation of the new growth model. This is not only the task of the Science and Technology sector but also the responsibility of the Government, the entire political system, and the common development method for all economic entities and society as a whole.
The government must significantly improve the investment and business environment, ensuring the rapid and sustainable development of the private sector and Vietnamese entrepreneurs; truly guarantee the right to freedom of business, property rights, equal competition, access to resources and development opportunities in accordance with the law; eliminate discriminatory thinking, the "request-and-grant" mechanism, harassment, unofficial costs, and consider further streamlining administrative procedures and business conditions.
The General Secretary and President also emphasized the need to link economic development with expanding foreign relations, strengthening national defense and security, maintaining social order and safety, ensuring energy security, food security, financial security, cybersecurity, and data security, in addition to ensuring the security of the government and the security of the regime.
The government must have a forward-thinking vision, preparing early and in advance, avoiding passivity and surprises in all situations; at the same time, it must build a truly honest, clean, strong, united, disciplined government that is close to the people and serves the people; it must combat impatience, formalism, the pursuit of achievements for their own sake, dogmatism, populism, shirking responsibility, passing the buck, talking a lot but doing little, and making big promises but doing little.

On behalf of the Government and the Government Party Committee, Prime Minister Le Minh Hung affirmed that he accepts and commits to concretizing all the directives of the General Secretary and the President into comprehensive, decisive, and effective action programs and plans from the very first days and months of the new term.
