The General Secretary emphasized the need for a suitable and decisive roadmap and steps to reform propaganda and mass mobilization work, meeting the requirements of national development in the new situation.

On the afternoon of June 11th, General Secretary To Lam held a working session with the Central Propaganda and Mass Mobilization Department to discuss the implementation of tasks since the merger.
Also attending the working session were members of the Politburo: Standing Member of the Secretariat Tran Cam Tu; Secretary of the Central Committee of the Party, Head of the Central Propaganda and Mass Mobilization Department Nguyen Trong Nghia; Secretary of the Central Committee of the Party, Chairman of the Central Inspection Committee Nguyen Duy Ngoc.
Speaking at the meeting, General Secretary To Lam highly appreciated the outstanding efforts and achievements of the Central Propaganda and Mass Mobilization Department after its merger. In the new context, along with the increasingly high demands of Party building and the political system in the new period, the Central Propaganda and Mass Mobilization Department has quickly stabilized its organizational structure, streamlined its staff, and reorganized its internal affairs, effectively demonstrating the spirit of "running and queuing at the same time," with encouraging initial results.
However, the General Secretary pointed out that, alongside the initial achievements, there are still some shortcomings and limitations. The fields of propaganda and mass mobilization are very broad, and there are still many concerns and anxieties. Therefore, the General Secretary suggested continuing to analyze and assess the causes, shortcomings, and limitations, and clarifying the bottlenecks and obstacles that need to be addressed, thereby proposing specific solutions for the future.

Rethinking, changing perceptions, and transforming strategies.
To further promote the role of propaganda work as a "pioneer, trailblazer, and implementer" and mass mobilization work as "the responsibility of the political system," the General Secretary requested the Central Propaganda and Mass Mobilization Department and the entire national propaganda and mass mobilization sector to continue implementing the 10 key tasks assigned by the General Secretary at the meeting with the two departments before their merger. At the same time, it is necessary to innovate thinking and awareness, and strategically transform to meet the country's requirements in the new situation. A suitable and decisive roadmap and steps are needed to innovate propaganda and mass mobilization work to meet the demands of national development in the new situation.
The General Secretary also emphasized the importance of building a team of propaganda and mass mobilization cadres who are truly steadfast fighters on the ideological front and in mobilizing the masses for the Party.
Alongside this, we must strengthen the struggle to protect the Party's ideological foundation. We must build a team of sharp "writing experts," creating a series of articles that are highly combative, educational, and persuasive.
Strengthen cybersecurity monitoring and strictly punish acts of spreading false information, distortion, and sabotage. Promote the role of the people in social monitoring and criticism, practice practical democracy, and combat corruption and waste, especially "waste of time, trust, and responsibility."
Furthermore, the role of cultural and scientific work in the revolutionary cause of the Party and the nation must be highly valued. Culture, arts, science, education, etc., must truly become a guiding light, a solid foundation for the entire Party, the entire people, and the entire army to successfully achieve the Party's strategic goals, contributing increasingly to the development of the country and, moreover, to human civilization.

Focus on disseminating information about the 14th National Congress of the Party.
In particular, regarding the top priority tasks from now until the 14th Party Congress, the General Secretary requested the Central Propaganda and Mass Mobilization Department to review the Party's guiding documents on propaganda and mass mobilization work, and to focus on submitting the remaining 14 projects to the Politburo and the Secretariat, ensuring they are completed on schedule, effectively, and with quality.
Furthermore, there should be a high level of focus on directing and guiding propaganda and media coverage of the Party congresses at all levels and the 14th National Congress of the Party. The Committee needs to proactively monitor and understand the public sentiment and social opinions related to the Congress, and effectively organize the collection and compilation of public opinions on the draft documents of the 14th National Congress. The work of monitoring, combating, and refuting erroneous and hostile viewpoints should be further strengthened, protecting the Party's ideological foundation, especially before, during, and after the 14th National Congress.
Furthermore, it is essential to strengthen propaganda, create social consensus, and awaken and promote the aspirations for national development among the people and businesses, both domestically and internationally; to satisfy the desire of talented individuals and the nation's vital resources from all walks of life, so that a strong, practical wave of patriotism and love for the nation spreads widely.
Continue to innovate the way resolutions are disseminated, reduce the number of conferences, increase practicality, apply technology, and promote digital transformation to ensure that the Party's policies and guidelines deeply penetrate the hearts and minds of every cadre, Party member, and citizen.

Focus on extensively publicizing the country's achievements over the past 80 years and the goals of economic growth and national development in the new era; and on the important directives, conclusions, and decisions of the Party and State regarding streamlining and reorganizing the political system's organizational structure.
The General Secretary emphasized that the system of agencies working in propaganda and mass mobilization needs to focus all its efforts on disseminating information and mobilizing Party members, association members, and all strata of the people to "correctly understand, clearly grasp, and highly agree" with the policies and guidelines on streamlining and reorganizing the organizational structure, merging administrative units, amending and supplementing the 2013 Constitution, and perfecting the legal system…
In particular, it is necessary to promptly assess the effectiveness, conduct research, and direct the development of media platforms about Vietnam to international friends in order to promote the image of the country, provide official information from within the country to countries, organizations, and people in the region and around the world, and affirm Vietnam's increasingly high role and position in the international arena.
The Central Propaganda and Mass Mobilization Department needs to coordinate closely with the Vietnam Fatherland Front and political and social organizations to ensure transparency and promote the people's right to self-governance. The "Skilled Mass Mobilization" movement should be promoted in a practical manner, linked to patriotic emulation movements and socio-economic development, with the development of the private economy as the most important driving force; aiming towards building a civilized and modern society, linked to poverty reduction, and the construction of new, modern, and developed rural areas.

Implement decisive measures to reorganize and streamline the administrative apparatus.
Reporting at the meeting, Mr. Lai Xuan Mon, Deputy Head of the Standing Committee of the Central Propaganda and Mass Mobilization Department, stated: Since the merger, the leadership team of the Department, along with the staff, Party members, civil servants, and workers, have united and worked together, quickly stabilizing their thinking and striving to focus on implementing key tasks.
Specifically, the restructuring and streamlining of the organizational apparatus has been carried out decisively. After the merger, the number of departmental-level units was reduced from 31 to 17 (a 45.2% reduction); the number of divisional-level units was reduced from 33 to 7 (a 78.8% reduction). The total staff before the merger was 396; now, after the merger and personnel transfers, there are 310 remaining positions. As of early June 2025, 49 officials and employees have voluntarily requested early retirement, resignation, or termination of employment. The working regulations have been promptly issued; overlapping functions and responsibilities of subordinate units have been reviewed and addressed, and benefits and policies for officials have been resolved in a timely manner.
Actively coordinate with localities to implement the restructuring and streamlining of the organizational apparatus of local propaganda, mass mobilization, and press agencies; promptly issue guidelines and directives to urge ministries, sectors, and localities to implement the restructuring of press agencies in accordance with the directives of the Politburo and the Secretariat.
Actively participate in the appraisal and feedback on proposals for the rearrangement and reorganization of administrative units at all levels, the development of a two-tiered local government model; and the rearrangement of political and social organizations and mass associations. The Central Propaganda and Mass Mobilization Department has focused on implementing 17 projects on propaganda and mass mobilization work to be submitted to the Politburo and the Secretariat in 2025. To date, 4 projects have been submitted. The Politburo and the Secretariat have approved 3 projects. The remaining projects are progressing on schedule.
Since the beginning of 2025, the Committee has advised and organized two national conferences to disseminate the resolution, with increasingly innovative and practical learning methods. In addition to online and in-person formats, information was also disseminated directly through television, radio, and digital platforms, including digital broadcasting and traffic broadcasting, aiming to reach listeners and viewers directly, spreading important content and core values to the people, and attracting the attention of international media.
Actively grasp the situation of the people and public opinion, and fight to protect the ideological foundation of the Party.
