General Secretary To Lam was one of the first voters to cast his ballot in the election for the 16th National Assembly and People's Councils at all levels at polling station No. 2 in Ba Dinh ward (Hanoi).
Early in the morning of March 15th, the streets of Hanoi were adorned with flags, flowers, and slogans welcoming the election day for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
It was not yet 6 a.m., with more than an hour left until voting began, but the atmosphere at polling station number 2 in Ba Dinh ward (Hanoi) was already filled with the spirit of a major event.
General Secretary To Lam arrived early to exercise his rights and fulfill his civic duties.
At 6:50 AM, General Secretary To Lam, along with several Politburo members, arrived at polling station No. 2 in Ba Dinh ward (Hanoi) to prepare to cast their votes in the election of National Assembly and People's Council representatives for the 2026-2031 term.




Also participating in the voting here were: Standing Member of the Party Central Committee Secretariat Tran Cam Tu, Head of the Central Organization Department Le Minh Hung, Head of the Central Internal Affairs Department Le Minh Tri, Chief of the Central Party Office Pham Gia Tuc, and Secretary of the Hanoi City Party Committee Nguyen Duy Ngoc. A large number of voters also arrived early at this polling station to prepare for casting their votes.
The total number of voters in Ba Dinh ward is 50,235. Polling station number 2 alone has 2,252 voters. Hanoi City's electoral unit number 1 has 5 candidates for the 16th National Assembly, and 3 representatives will be elected. Ba Dinh ward has 37 candidates for the People's Council, with 22 representatives to be elected.
In a solemn yet enthusiastic atmosphere before this momentous national event, the General Secretary cordially spoke with voters, entered the hall to attend the opening ceremony, listened to the organizing committee explain the regulations of the polling station, and proceeded with the prescribed procedures.

Following that, a large number of voters in the ward cast their ballots in turn, exercising their rights and civic duties.

In an interview and brief exchange with the press immediately after casting his vote, General Secretary To Lam expressed his delight at exercising his right to vote in his place of residence today. In particular, the General Secretary emphasized that he had witnessed the atmosphere of a large and enthusiastic gathering of voters participating in the election of deputies to the 16th National Assembly and representatives to the People's Councils at all levels.
The General Secretary shared that this is the 16th general election - the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels to choose the most trusted and reputable people to continue leading and developing the country.
Regarding this election, the General Secretary noted that the election preparations had been very thorough and well-planned from a very early stage, creating the most favorable conditions for voters to express their opinions and cast their ballots under any circumstances.
"This is exercising the right to direct democracy to choose those we trust and have confidence in to continue leading the country and leading the development of localities," the General Secretary said.

According to the General Secretary, the election took place after the Party had successfully held its 14th National Congress. All policies, guidelines, and directions for national development during this term, as well as the vision for the future, received strong support from the people, cadres, and Party members.
The general election, the election of the National Assembly and People's Councils at all levels, also received the people's support and approval, considering it a great national festival, demonstrating their freedom and right to self-governance directly, choosing those with sufficient prestige and trustworthiness to shoulder the common tasks of the country as well as of the localities.
From there, we can develop the country, ensure territorial integrity and sovereignty, protect the Fatherland forever, achieve rapid, sustainable and stable national development; and at the same time, improve the lives of the people in all aspects.
According to the General Secretary, voters going to the polls is a direct exercise of their right to self-governance in choosing reputable individuals to shoulder the common responsibilities of the country and localities, leading the country to rapid and sustainable development.
"The selection of leaders at all levels, those who are worthy representatives of the people, is also the aspiration of the people," the General Secretary emphasized.
