In the career of maintaining social order and security, and protecting the peaceful lives of the people, the Criminal Police force has always been a pioneering force on the front lines, loyal, courageous, and trustworthy; truly deserving of the title "Steel Fist" of the People's Public Security force in the fight against all types of crime...

As our country enters a new stage of development built upon the achievements of our nation's long history, the General Secretary emphasized the need for a full and profound understanding of the requirements and tasks of the People's Public Security force in general, and the Criminal Police force in particular, in this new stage of national development.

The fight against crime must be placed within the overall context of protecting security and order, and the tasks of economic, cultural, social, defense, security, and foreign affairs development of the country; it must be under the leadership of the Party, the State, Party committees, and governments at all levels, and is the undertaking of the entire Party, the entire people, the entire army, and the entire political system.

The people's sense of ownership in this work needs to be promoted, with the motto:"The Party leads, the State manages, the people are the masters, and the police are the core force in the cause of protecting security and order."We must always ponder this question."What can we do to contribute to the country's development in the current period?"

With a full understanding of these requirements and tasks, the Criminal Police force needs to identify specific actions, programs, and work plans to effectively fulfill its assigned responsibilities. This spirit must permeate every officer and party member of the force.

Moving towards building crime-free communes, wards, and special zones.

The General Secretary requested coordination with relevant agencies to effectively provide strategic advice to the Party and State on supplementing and perfecting guidelines, policies, and laws on crime prevention and control; attention should be paid to identifying loopholes and shortcomings in mechanisms, policies, and laws in order to provide advice and recommendations for rectification, preventing criminals from exploiting them...

Crime prevention efforts must be carried out everywhere, at all times, in all areas and sectors, with the grassroots level (commune level) as the focal point for concentrating crime prevention and control measures, preventing crime early and from afar, right from its inception. Each commune-level unit must set targets for reducing crime in its area, aiming to build crime-free communes, wards, and special zones.

The police force (including the criminal police force) must do a good job of advising Party committees and authorities at all levels on specific solutions to leverage the combined strength of the entire political system and society in crime prevention and control; and promptly address and mitigate the causes and conditions that give rise to crime.

Crime suppression efforts must be carried out synchronously, vigorously, decisively, and regularly – not only during peak periods; focusing on effectively suppressing complex types of crime, non-traditional crimes, and new criminal acts, especially high-tech crimes and cybercrimes…

All cases must be promptly received, investigated, and solved; close coordination with judicial agencies is essential for investigation, prosecution, and trial, contributing to deterring and preventing crime.
