On the afternoon of October 11, in the exciting atmosphere of competition to welcome Party Congresses at all levels, leading up to the 14th National Party Congress, General Secretary To Lam visited and offered flowers and incense to commemorate President Ho Chi Minh at the Kim Lien National Special Relic Site in Nghe An province.

Also attending the ceremony were Politburo members: Phan Dinh Trac - Secretary of the Party Central Committee; Head of the Central Internal Affairs Commission; Nguyen Duy Ngoc - Secretary of the Party Central Committee, Chairman of the Central Inspection Commission; Nguyen Trong Nghia - Secretary of the Party Central Committee, Head of the Central Propaganda and Education Commission; Nguyen Xuan Thang - Chairman of the Central Theoretical Council, Director of the Ho Chi Minh National Academy of Politics; General Phan Van Giang - Minister of National Defense; General Luong Tam Quang - Minister of Public Security.

Also attending were members of the Party Central Committee: Vo Thi Anh Xuan - Vice President; Ho Duc Phoc - Deputy Prime Minister; Senior Lieutenant General Tran Quang Phuong - Vice Chairman of the National Assembly; Pham Gia Tuc - Chief of the Party Central Committee Office; General Nguyen Tan Cuong - Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense.

Also attending were members of the Party Central Committee; representatives of the Party Central Office; Assistant to the General Secretary; leaders of central departments and ministries; and leaders of provinces and cities in Military Region 4.

Delegates from Military Region 4 include: Lieutenant General Ha Tho Binh - Commander of the Military Region; Major General Doan Xuan Buong - Political Commissar of the Military Region.

Delegates from Nghe An province included comrades: Nguyen Duc Trung - Secretary of the Provincial Party Committee; Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee, Head of the Provincial National Assembly Delegation.
