General Secretary To Lam meets with Chairman of the United Russia Party Dmitry Medvedev

Today, in Pyongyang (North Korea), General Secretary To Lam met with Dmitry Medvedev, Chairman of the United Russia Party and Deputy Chairman of the Federal Security Council of Russia.

General Secretary To Lam and Mr. Dmitry Medvedev emphasized that the two Parties, the two countries, and the people of the two countries always value the traditional friendship and the comprehensive strategic partnership between Vietnam and the Russian Federation.

The General Secretary affirmed that the Communist Party of Vietnam always values ​​its cooperative relationship with the United Russia Party, considering it a foundation for strengthening political trust and promoting bilateral cooperation.

Vietnam has consistently regarded Russia as an important strategic partner and wishes to expand cooperation with Russia in key areas such as politics, security and defense, energy and oil and gas, science and technology, education and training, and culture and humanities.

Both sides agreed to continue promoting the cooperation channel between the Communist Party of Vietnam and the United Russia Party, and welcomed exchanges between the younger generations of the two parties and cooperation between the Ho Chi Minh National Political Academy and the United Russia Party School.

Mr. Medvedev congratulated Vietnam on its impressive achievements after 80 years of national construction and development.

On behalf of the United Russia Party, Mr. Medvedev wished Vietnam success in organizing its 14th National Congress, creating an important foundation for achieving even greater victories, steadily advancing on the path to successfully building a strong, prosperous, democratic, just, civilized, thriving, and happy socialist Vietnam, and making positive contributions to peace, cooperation, and development in the region and the world.

The two leaders were pleased to note that, based on the meetings between high-level leaders of the two countries, both sides are actively implementing agreements and commitments to cooperation.

The two leaders agreed to effectively implement the Master Plan on Vietnam-Russia Cooperation until 2030 and the agreements reached; and to promote economic, trade, and investment cooperation.

The two countries need to remove barriers and further open their markets to each other's exports; continue to create favorable conditions for businesses from both countries to strengthen cooperation in areas such as oil and gas - energy, science and technology; enhance cooperation in security and defense; and expand cooperation at the local level and in transportation.

Vietnam and Russia also need to enhance the effectiveness of cooperation in education and training, healthcare, culture, sports, and tourism, create favorable conditions for people of both countries to visit each other, promote cooperation in energy, oil and gas, nuclear power, and boost labor cooperation, including agricultural labor.

The two sides also exchanged views on a number of regional and international issues of mutual interest, emphasizing the role of the United Nations, APEC, and ASEAN.

On behalf of Vietnam's key leaders, General Secretary To Lam respectfully invited President Putin and Mr. Medvedev to visit Vietnam again soon.

Earlier, on the evening of October 9th, on the occasion of attending the 80th anniversary celebration of the founding of the Workers' Party of Korea, General Secretary To Lam met with Chinese Premier Li Qiang.

Both sides expressed pleasure at the positive development of relations between the two Parties and the two countries, notably the increasingly strengthened political trust and close high-level contacts.

Security and defense cooperation has been strengthened; economic, trade, investment, and tourism cooperation has grown significantly; strategic development connectivity, especially railway connectivity, has been vigorously implemented; local cooperation and people-to-people exchanges have been vibrant; and multilateral coordination has become closer.

General Secretary To Lam suggested that both sides enhance political trust to comprehensively promote and lead cooperation in all areas, successfully organize the 17th session of the Bilateral Cooperation Steering Committee, and promote the pivotal role of key areas such as diplomacy, defense, and public security.

Regarding specific cooperation, the General Secretary hoped that both sides would continue to strive to create breakthroughs and bring about truly significant changes in areas of cooperation, turning commitments into results, and potential into reality, especially in expanding imports of Vietnamese goods, agricultural and aquatic products, increasing electricity exports to Vietnam, and giving high priority to the early completion of three standard-gauge railway lines connecting the two countries.

The two countries need to strengthen high-quality investment cooperation linked to technology transfer and human resource training; and promote science and technology cooperation to become a new highlight of cooperation.

With the desire to foster friendship, understanding, and mutual trust between the two nations, the General Secretary proposed that both sides support social organizations and mass organizations in strengthening exchanges; actively promote the Vietnam-China friendship and the development achievements of each country...

The General Secretary also suggested that both sides handle the maritime issues amicably, in accordance with the common understanding of the top leaders of the two countries, international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

Chinese Premier Li Qiang highly appreciated General Secretary To Lam's proposals on the direction and measures to promote relations in the coming period.

The Chinese Communist Party and the Chinese government attach great importance to the Comprehensive Strategic Partnership and Community of Shared Future with Vietnam, which is of strategic significance, and always consider it a priority in China's neighborly diplomacy.

Prime Minister Li Qiang emphasized that in the coming period, both sides need to accelerate the concretization and effective implementation of high-level agreements and common understandings, strengthen political trust, improve the quality and effectiveness of cooperation in various fields, consolidate the foundation of public opinion, and better control and handle disagreements at sea.
