General Secretary To Lam: Acting according to the '5 steadfast' principle, building the army in the new situation.
On the morning of December 4th, in Hanoi, the Central Military Commission for the 2020-2025 term held its 15th conference to assess the results of leadership in implementing military and national defense tasks in 2025 and to set directions and tasks for 2026.

General PhAn Văn Giang, member of the Politburo, Deputy Secretary of the Central Military Commission, and Minister of National Defense, chaired the conference.
The conference was attended by Prime Minister Pham Minh Chinh, member of the Politburo, and member of the Standing Committee of the Central Military Commission.
The following members of the Politburo attended the conference: Tran Cam Tu, Standing Member of the Secretariat; Le Minh Hung, Secretary of the Central Committee and Head of the Central Organization Department; Phan Dinh Trac, Secretary of the Central Committee and Head of the Central Internal Affairs Department; General Luong Tam Quang, Minister of Public Security; General Nguyen Trong Nghia, Secretary of the Central Committee, Standing Member of the Central Military Commission, and Head of the General Political Department of the Vietnam People's Army; other members of the Central Committee, leaders of the Central Party Committees; members of the Standing Committee of the Central Military Commission, members of the Central Military Commission, leaders of the Ministry of National Defense, and heads of functional agencies and units under the Ministry of National Defense.

In 2025, the Central Military Commission and the Ministry of National Defense successfully fulfilled their strategic advisory functions on military and defense matters, effectively playing a core role in building a national defense system, strengthening national defense capabilities, and protecting the Fatherland; always maintaining a proactive stance, handling situations skillfully and flexibly, and avoiding being caught off guard.
The Central Military Commission and the Ministry of National Defense have implemented numerous policies and solutions to improve the overall quality and combat strength of the Army, focusing on solutions to build a politically strong army, closely connected to the people; improving the quality of training and education; resolutely implementing the policy of adjusting the organization of forces to be lean, efficient, and strong; continuing to reorganize local military organizations to meet the requirements of the new situation; and effectively implementing logistics, technical, defense industry, and other aspects of work. The Army is the main force that successfully organizes major national holidays throughout the year. International integration and defense diplomacy are highlights in military and defense work in 2025, achieving many outstanding milestones and truly becoming one of the pillars of Party diplomacy, State diplomacy, and people-to-people diplomacy. The work of building the Party Committee of the Army continues to achieve many important results in all aspects. Successfully organizing the 12th Congress of the Party Committee of the Army, truly "a model and exemplary example of courage, intelligence, and innovation".

In his concluding remarks, General Secretary To Lam, Secretary of the Central Military Commission, affirmed that in 2025, under the leadership and guidance of the Party and State, and directly the Central Military Commission and the Ministry of National Defense, the entire army successfully carried out military and national defense tasks and built a clean and strong Party organization within the Army. The entire army demonstrated high political determination and great efforts, successfully completing all tasks, with many tasks being completed exceptionally well.
General Secretary To Lam emphasized that 2026 is a very important year – the first year in which the entire Party, people, and army will implement the Resolution of the 14th National Congress of the Party with a large volume of work to realize important decisions; and organize the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term. This is also the first year of implementing the policy of building a modern army and a modern national defense system.
The military and defense tasks and Party building orientation of the Army in 2026 have concretized the policies decided by the 12th Party Congress of the Army, in which the theme for 2026 is identified as: "determined to research and produce advanced and modern weapons and equipment," demonstrating the resolute spirit of the Central Military Commission in immediately putting the resolution into practice.
The General Secretary requested the Central Military Commission and the Ministry of National Defense to thoroughly understand and effectively implement the Resolution of the 14th Party Congress and other important strategic resolutions of the Politburo. The Central Military Commission, the Ministry of National Defense, and the entire army must set an example, act effectively and substantively, and demonstrate a pioneering and leading role in understanding and implementing the Party's guidelines and policies.

The Central Military Commission and the Ministry of National Defense continue to effectively fulfill their strategic advisory role to the Party and the State on military and defense matters, and play a pivotal role in the cause of national defense and safeguarding the Fatherland.
This includes enhancing strategic forecasting research capabilities, promptly advising the Party and State on appropriate countermeasures to successfully handle situations, and absolutely avoiding being caught off guard; continuing to research and advise on the issuance of resolutions, directives, conclusions, laws, ordinances, plans, and projects on military and national defense; researching and proposing the content, policies, and solutions for building a strong and modern all-people national defense; continuing to better implement the coordination mechanism between the Ministry of National Defense and other ministries, departments, and localities in building an all-people national defense; and strengthening propaganda and mobilization efforts to promote national unity in the cause of national defense, security, and protection of the Fatherland.
The Central Military Commission and the Ministry of National Defense lead and direct the effective implementation of the Party's ideological work within the Army. The focus is on effectively conducting political education, building a strong political and spiritual foundation for the troops, ensuring that under any circumstances, the Army remains absolutely loyal to the Fatherland, the Party, the State, and the People; ready to fight to firmly defend independence, sovereignty, unity, and territorial integrity; and at the forefront in preventing, combating, and mitigating the consequences of natural disasters and calamities, as well as in search and rescue operations, contributing to the promotion of the cultural values of "Uncle Ho's Soldiers" in the new era.
The General Secretary emphasized the need to continue building a "lean, strong, and modern" army; improve the quality of training and combat readiness; ensure good logistics and technical support for all tasks; research, supplement, refine, and promote the implementation of the "Set of Criteria for Building a Modern Vietnamese People's Army in the New Situation," ensuring a synchronized mechanism, a clear roadmap, and steady steps; accelerate breakthroughs in the development of science, technology, innovation, and digital transformation; develop a digital ecosystem and databases, linked with information security and safety; implement comprehensive solutions to improve the quality of training, exercises, education, and training, prioritizing synchronized, in-depth, and modern training; ensure good logistics and technical support for all tasks using modern methods; promote increased production, improve the living standards, health, and working and training conditions of the troops according to the motto "sufficient food, strong army."

The General Secretary emphasized the need to continue expanding and elevating international integration and defense diplomacy, paying particular attention to establishing a strategic balance in relations with partners, especially major powers; maintaining a peaceful and stable environment for national development; and preventing all risks of war and conflict from an early stage and from afar. The military needs to actively and responsibly participate in United Nations peacekeeping operations, humanitarian assistance, search and rescue, disaster relief, and post-war recovery.
The Central Military Commission and the Ministry of National Defense are implementing comprehensive solutions to build a clean, strong, exemplary, and outstanding Party organization within the military, with particular emphasis on effectively implementing policies to attract and utilize talent, and building a modern military officer corps; leading and directing the thorough understanding, concretization, and effective implementation of the regulations on personnel work issued by the Politburo; strictly adhering to the principle of democratic centralism in personnel work; building a truly strong military officer corps that meets the requirements of the new era; and directing the entire army to actively participate in the preparation and organization of the 14th National Congress of the Party, contributing to the success of the Congress.

To ensure the entire army confidently enters a new era of national development, General Secretary To Lam proposed acting according to the "5 Solid Principles" (namely, "solid politics - solid discipline - solid technology - solid military art - solid soldier's life"). General Secretary To Lam hopes that every officer and soldier will engrave this slogan in their hearts, transforming the "5 Solid Principles" into daily actions, into training criteria, and into a measure of the results of army building in the new situation; he believes that in 2026, the Central Military Commission and the Ministry of National Defense will lead and direct the successful implementation of military and national defense tasks and Party building work, creating a solid foundation to realize the goals, policies, and decisions set forth by the 12th Party Congress of the Army.
