General Secretary To Lam emphasized that each police officer is a living example, contributing to maintaining discipline. A well-handled case can serve as a warning and deterrent to an entire sector.

On the morning of August 4th, General Secretary To Lam met with outstanding individuals from the People's Public Security Force attending the 9th National Emulation Congress "For National Security".

General Secretary To Lam emphasized that, in recent years, emulation movements have played an extremely important role, making a positive contribution to the cause of national construction and development.

In particular, within the People's Public Security Force, the heroic tradition continues to be strongly promoted through the outstanding results and achievements of the patriotic emulation movement, thereby effectively fulfilling the task of protecting national security and maintaining social order and safety.

The General Secretary affirmed that these contributions have helped maintain peace and stability, creating a solid foundation for the country's development and the people's prosperous and happy lives. These exemplary individuals are typical representatives of the many achievements, accomplishments, and admirable actions of police officers and soldiers in all areas of work.

The General Secretary stated that this is also an important occasion to review the results of the emulation movement, a perfectly valid reason to be proud of the achievements and successes attained, and an opportunity to exchange experiences, thoughts, feelings, and actions in order to continue promoting these positive values ​​in the future.

Speaking at the conference, General Secretary To Lam said that delegates had heard information related to the stock market manipulation case – a case that he was very familiar with when he was serving as Minister of Public Security.

“At that time, the ministry leaders asked: Why is the stock market so high? In the context of the pandemic, all economic indicators are declining, but the stock market is surging. The only index that has risen is the stock market, reaching nearly 2,000 points (currently nearly 1,500 points).”

The officials believe there are signs of manipulation in the stock market.

"If there are signs of criminal activity, the police must investigate, verify, and clarify the matter. They must find out who is manipulating the situation, where the manipulation is taking place, and how," the General Secretary shared.

The General Secretary stated that resolving that question has opened up avenues for investigation and clarification of the case's nature. In this context, FLC is a prime example of stock market manipulation.

"They poured all their money into the stock market. How could they possibly make such profits? We must clean up the market so that it operates according to its true value. This is a lesson we learned very promptly and in the right spirit – one case, but a wake-up call for the entire sector," the General Secretary emphasized.

According to the General Secretary, every exemplary act, every commendable deed, and every achievement of the force evokes profound reflections. From leaders and commanders to officers and soldiers, every citizen, every elderly person, every brother and sister participating with the police force at the grassroots level, all contribute through concrete and meaningful images and actions.

Traps are like "sugar-coated bullets."

The General Secretary stated that the silent sacrifices of police officers and soldiers in all areas of work are immense; therefore, the policies of the Central Party Committee of Public Security and the leadership of the Ministry of Public Security must always be closely aligned with reality.

According to the General Secretary, special attention should be paid to regulations and policies; ensuring adequate working conditions so that officers and soldiers can serve the people better and more effectively.

The General Secretary expressed his emotion upon witnessing many images of police officers being close to the people. Some officers have dedicated their entire lives to the fight against drug crime. This is a dangerous field, where not only the officers themselves but also their families, wives, and children become targets of surveillance and threats from criminals.

Therefore, the General Secretary emphasized the need for a comprehensive policy to protect cadres, because today's criminals will stop at nothing to entice and bribe cadres and soldiers. If they do not maintain their integrity, they can easily fall into temptation. When they fail to entice them with "sugar-coated bullets," they are ready to use "real bullets" to destroy them. Even when cadres overcome these tactics and remain steadfast, the criminals will continue to use other methods such as distortion, slander, and division...

The General Secretary emphasized: "We must create an environment that allows comrades to work better, grow more mature, become more steadfast, and gain more confidence."

The General Secretary urged the exemplary individuals to continue upholding the glorious 80-year tradition of the People's Public Security Force, with each person needing a specific initiative or action to make a practical contribution to the overall achievements of the country and their unit.

The General Secretary hopes that these exemplary models will be replicated and spread throughout the armed forces and among the people, and will receive the support of the people.
