General Secretary To Lam departs for a state visit to Laos.
This morning, General Secretary To Lam led a high-level Vietnamese delegation departing from Hanoi for a state visit to Laos.
The General Secretary's visit was made at the invitation of the General Secretary and President of Laos, Thongloun Sisoulith.
The official delegation included: Prime Minister Pham Minh Chinh; National Assembly Chairman Tran Thanh Man; Head of the Central Organization Department Le Minh Hung; Chairwoman of the Central Committee of the Vietnam Fatherland Front Bui Thi Minh Hoai; General Phan Van Giang, Minister of National Defense; General Luong Tam Quang, Minister of Public Security; Head of the Central Propaganda and Mass Mobilization Department Trinh Van Quyet; Chairman of the Central Inspection Committee Tran Sy Thanh; Chief of the Central Party Office Pham Gia Tuc; Minister of Foreign Affairs Le Hoai Trung...

It is expected that General Secretary To Lam will hold talks and meetings with high-ranking leaders of the Lao Party and State to comprehensively exchange views on the situation of each Party and country; assess the results of cooperation in the past period and agree on major directions in the cooperative relationship between the two countries in the new development phase.
The two sides also plan to sign several important cooperation documents between ministries, departments, and localities, thereby creating a legal foundation and new impetus to promote bilateral cooperation in a deeper, more substantive, and more effective way.
General Secretary To Lam's visit took place at a very special time, right after the successful conclusion of the 14th National Congress of the Communist Party of Vietnam and the 12th National Congress of the Lao People's Revolutionary Party.
The fact that General Secretary To Lam chose Laos as the first country to visit in his new term, and also the first state visit that the Lao People's Democratic Republic has received since the 12th National Congress, carries profound political significance, clearly demonstrating Vietnam's consistency, special importance, and top priority for Vietnam-Laos relations.
The visit is an opportunity for the two Parties and two countries to further strongly affirm the tradition of special solidarity and unwavering loyalty between Vietnam and Laos – a close and enduring relationship that has been tested, tempered, and continuously strengthened throughout history.
The visit demonstrates the highest political determination of the senior leaders of the two Parties and two countries to develop the relationship in a direction that is increasingly substantive, effective, and more closely aligned with the development requirements and long-term strategic interests of each country.
A key highlight of the visit is that both sides will focus on further concretizing the substance of "strategic engagement." This was agreed upon by General Secretary To Lam and General Secretary and President of Laos Thongloun Sisoulith in December 2025 to elevate the framework of bilateral relations to a new level.
