General Secretary To Lam: Maximizing the courage, intelligence, and military art of Vietnam.
On the morning of September 6th in Hanoi, General Secretary To Lam, along with other leaders and former leaders of the Party and State, attended the ceremony commemorating the 80th anniversary of the General Staff of the Vietnam People's Army (September 7, 1945 - September 7, 2025) and the awarding of the title of Hero of the People's Armed Forces.

Attending the meeting were: Politburo member and Standing Committee Secretary Tran Cam Tu; Politburo members and Central Committee Secretaries: Head of the Central Organization Department Le Minh Hung, Chairman of the Central Inspection Committee Nguyen Duy Ngoc, Head of the Central Internal Affairs Department Phan Dinh Trac, and Head of the Central Propaganda and Mass Mobilization Department Nguyen Trong Nghia.
Also in attendance were members of the Politburo: Deputy Secretary of the Central Military Commission, Minister of National Defense, General Phan Van Giang; Secretary of the Central Party Committee of Public Security, Minister of Public Security, General Luong Tam Quang; and Standing Member of the Subcommittee on Documents for the 14th National Party Congress Nguyen Van Nen.

In his speech at the commemoration ceremony, General Nguyen Tan Cuong, Member of the Central Committee of the Communist Party of Vietnam, Chief of the General Staff of the Vietnam People's Army, and Deputy Minister of National Defense, stated: After the country gained independence, in order to command and manage the armed forces nationwide, on September 7, 1945, President Ho Chi Minh assigned Comrade Hoang Van Thai the task of establishing the General Staff. He clearly stated: "...The General Staff is the confidential military agency of the Party, an important agency of the army, with the task of: Organizing and training the army to be proficient; organizing clear intelligence on the enemy and our own forces; devising clever strategies; organizing smooth, secret, rapid, timely, and accurate command to defeat all enemies and protect the achievements of the revolution."
Following his teachings, under the leadership and guidance of the Central Committee, the Politburo, directly the Central Military Commission, the Ministry of National Defense, and with the dedicated support of Party committees, governments, and the people nationwide, for the past 80 years, the General Staff has continuously grown and achieved many outstanding victories in the national liberation war as well as in the cause of building and defending the socialist Vietnamese Fatherland, rightfully deserving to be the strategic planning agency for military and national defense, the highest command agency of the Vietnam People's Army and the Vietnam Militia. Looking back on its journey alongside the country, the General Staff of the Vietnam People's Army has developed remarkably in all aspects; under any conditions or circumstances, it has always strived to excellently fulfill its nhiệm vụ.
With the achievements made in the cause of national liberation, building and defending the Fatherland, the General Staff of the Vietnam People's Army has been honored by the Party and State with the Gold Star Order; the Ho Chi Minh Order; the First Class Military Merit Order; the Second Class Military Merit Order, and many other prestigious awards for collectives and individuals.
Proud of the contributions and achievements made, General Nguyen Tan Cuong affirmed that each officer, employee, soldier, and worker of the General Staff Department is increasingly aware of their responsibility towards the cause of building and defending the Fatherland; constantly improving their political acumen and comprehensive skills, providing timely and effective advice to the Party, State, Central Military Commission, and Ministry of National Defense on military and defense matters; continuously improving the overall quality, strength, and combat readiness of the Army, ensuring that under any conditions or circumstances, they will always receive and successfully complete all assigned tasks.

Speaking at the commemoration ceremony, on behalf ofOn behalf of the Party and State leaders, General Secretary To Lam, Secretary of the Central Military Commission, sends his deepest sentiments and best wishes to the leaders and former leaders of the Party, State, Central Military Commission, and Ministry of National Defense; revolutionary veterans, Heroes of the People's Armed Forces, Labor Heroes; wounded soldiers, families of martyrs, and all generals, officers, staff, soldiers, and workers of the General Staff Department throughout the years; and leaders and commanders of agencies and units. He warmly congratulates the General Staff Department of the People's Army on its great achievements, remarkable growth, and glorious traditions over the past 80 years.
The General Secretary emphasized that, over 80 years of building, fighting, winning, developing, and maturing, under the leadership of the Party and President Ho Chi Minh, and regularly and directly under the Central Military Commission and the Ministry of National Defense; with the love, care, and dedicated assistance of Party committees, governments, and people nationwide; inheriting and promoting the fine and glorious traditions of the Army and the heroic Vietnamese nation, generations of leaders, commanders, officers, staff, soldiers, and workers of the General Staff have highly demonstrated the courage, intelligence, and military art of Vietnam, achieving many outstanding victories and accomplishments in the wars of national liberation, as well as in the cause of building and defending the Fatherland. The General Staff deserves to be the highest command and staff agency of the Vietnam People's Army and the Vietnam People's Militia, worthy of the tradition of "Loyalty - Strategy, Dedication - Creativity, Unity - Cooperation, Determination to Fight - Determination to Win".
The General Secretary pointed out that, in the context of the international and regional situation continuing to be complex and unpredictable; hostile forces intensifying their efforts to undermine the Party, the State, and the revolutionary cause of our people; the task of defending the Fatherland poses many major and urgent issues for the entire Party, the entire army, and the entire people. Among these is the task of building the General Staff into a worthy strategic command and advisory body on military and national defense matters for the Party, the State, the Central Military Commission, and the Ministry of National Defense.
Taking Vietnamese military science and art to a new level of development.

To effectively fulfill the functions and tasks of strategic planning, command, and direction of the Vietnam People's Army and the Vietnam Militia in carrying out military and national defense activities and tasks in the new situation, the General Secretary proposed continuing to thoroughly understand Ho Chi Minh's military thought, the Party's military and national defense guidelines, especially the Strategy for National Defense in the new situation; inheriting and promoting the essence of national military art, selectively absorbing and creatively applying advanced military science and technology from around the world, bringing Vietnamese military science and art to a new level; continuing to advise and direct the improvement of the legal system; and effectively implementing strategies, policies, and laws on military and national defense.
The General Secretary requested a focus on building and enhancing comprehensive capabilities, proactively and sensitively researching and forecasting the situation early, especially the strategic adjustments and trends of major powers, and the situation in the East Sea...; promptly advising and proposing strategic and tactical guidelines; effectively resolving international relations, proactively preventing the risk of war and conflict; directing further improvement in the quality of understanding, forecasting, and assessing the situation; continuing to improve the effectiveness of combining economics with national defense, and national defense with economics; promoting the building of a national defense system and a national defense posture linked to a people's security system and a solid "people's support" posture; and building strong military defenses at all levels, in accordance with the two-tiered local government model.

The General Secretary requested that the General Staff strengthen its command and direction of the entire army to constantly maintain a high level of vigilance, strictly uphold discipline and combat readiness, conduct patrols and controls, and closely manage the airspace, sea areas, borders, inland areas, and cyberspace; and to adjust strategic deployments, plans, and operational methods to suit practical realities and meet the requirements of the mission in the new situation.
The General Staff directs the effective implementation of the functions of the People's Army as a fighting force, a working force, and a productive labor force; continuing to effectively promote the core role and reliable support of the people in preventing, responding to, and overcoming the consequences of incidents, disasters, epidemics, and environmental issues, and identifying this as a combat mission of the Army in peacetime.
The General Secretary emphasized the need to continue to thoroughly understand and grasp the Party's orientation for building the armed forces, and to build an army with increasingly high overall quality and combat strength. This includes focusing on effectively implementing Resolution No. 05 of the Politburo on the organization of the Vietnam People's Army for the period 2021-2030; advising on the realization and concretization of the policy to effectively implement the building of a modern army with a specific, practical, certain, and feasible roadmap, steps, and criteria; promptly addressing bottlenecks and obstacles; and paying adequate investment to ensure weapons and equipment for the forces to advance towards modernization.
The General Staff Department is building and improving the quality of the reserve forces and militia; focusing on building a permanent militia naval squadron to participate in protecting maritime sovereignty in the new situation; advising and directing the implementation of Resolution No. 57 of the Politburo and Resolution No. 3488 of the Central Military Commission on breakthroughs in science, technology development, innovation and digital transformation; promoting administrative reform associated with digital transformation, improving the efficiency of command, direction, management and operation in the Ministry of National Defense and throughout the entire army.

The General Secretary emphasized the importance of building a strong Party Committee within the General Staff Department – the Ministry of National Defense's agency – in terms of politics, ideology, ethics, organization, and personnel; improving the quality and effectiveness of implementing Central Resolution 4 (13th Congress) on strengthening Party building and rectification and the political system, in conjunction with studying and following Ho Chi Minh's thought, ethics, and style, and the campaign to promote traditions, contribute talents, and live up to the title of "Ho Chi Minh's Soldiers" in the new era. The General Staff Department should focus on building a team of agency cadres, first and foremost leading cadres at all levels, strategic planning cadres, and leading experts with firm political resolve, unwavering commitment, and truly exemplary qualities; possessing strategic thinking, keen insight, sharpness, and flexibility in grasping and handling situations; and having the skills and capacity to advise, guide, and successfully implement all tasks.
With its achievements, victories, and glorious traditions over the past 80 years, the General Secretary expressed confidence that, under the leadership, management, and direction of the Party and the State, and directly the Central Military Commission and the Ministry of National Defense, all officers, staff, soldiers, and workers of the General Staff of the Vietnam People's Army will continue to grow, uphold the glorious traditions, strive to excellently fulfill all assigned tasks, and forever be worthy of the trust and affection of the Party, the State, and the people.
At the ceremony, on behalf of the Party and State leaders, General Secretary To Lam awarded the title of Hero of the People's Armed Forces to the General Staff of the Vietnam People's Army for its exceptionally outstanding achievements in training, combat readiness, building the People's Army, strengthening national defense, and contributing to the cause of building socialism and protecting the Fatherland.
