General Secretary To Lam receives the Secretary of the Belarusian Security Council.

On December 3rd, at the Party Central Committee headquarters, General Secretary of the Central Committee of the Communist Party of Vietnam, To Lam, received Secretary of the Security Council of Belarus, A. Volfovich, who is on a visit to Vietnam from December 1st to 4th, 2025.

Welcoming Mr. A. Volfovich and his delegation, General Secretary To Lam affirmed that Vietnam always values ​​and wishes to continuously promote the traditional friendship and multifaceted cooperation with Belarus. The General Secretary reiterated his positive impression of the substantive and effective talks with President A. Lukashenko during his visit to Belarus last May, and requested Mr. A. Volfovich to convey his sincere thanks to the President of Belarus for sending condolences to the Vietnamese people affected by typhoons No. 10 and 14.

General Secretary To Lam emphasized that the relationship between the two countries has been tested over time, experiencing many ups and downs of history, and is based on political trust, which is the foundation for both sides to continue promoting multifaceted cooperation in the future. The task of the relevant agencies of both countries is to actively implement high-level commitments and agreements, enriching the content of the strategic partnership through specific cooperation projects in areas where both sides have potential, strengths, and needs, such as economy and trade, defense and security, science and technology, education and training, culture, tourism, people-to-people exchanges, as well as new fields such as AI, blockchain, and cybersecurity… for the benefit of the people of both countries, contributing to peace, cooperation, and development in the region and the world.

Regarding cooperation in the field of security, the General Secretary welcomed the efforts of the relevant agencies of both countries in promoting cooperation in this important area, in accordance with the agreements between the two sides, in line with the laws of each country and international law, effectively dealing with traditional and non-traditional security threats and making practical contributions to the development of each country.

Regarding bilateral relations in other areas, General Secretary To Lam expressed pleasure at the positive results of cooperation in the past period, including the opening of the Minsk - Phu Quoc direct flight route on October 12, 2025, and the strong increase in trade turnover in the first nine months of the year compared to the same period in 2024. Both sides cannot be satisfied with a trade turnover of hundreds of millions of USD but need to continue to utilize potential and opportunities, constantly promoting and introducing products and import/export activities so that people of both countries know and use each other's famous goods, thereby further increasing bilateral trade turnover.

The General Secretary highly appreciated the exchange of delegations between the two countries at all levels and through all channels in the past, demonstrating the close trust and cooperation between the two countries. Following the General Secretary's visit to Belarus, the Chairman of the House of Representatives (Lower House) of the Belarusian Parliament attended the celebration of the 80th anniversary of the August Revolution and National Day on September 2nd, and the Minister of Internal Affairs of Belarus attended the signing ceremony of the Hanoi Convention at the end of October.

The Secretary of the Belarusian Security Council conveyed to General Secretary To Lam the sincere greetings and best wishes of President A. Lukashenko, reported to the General Secretary on the results of talks with the Minister of Public Security and exchanges and contacts with other agencies and organizations, and expressed gratitude for the warm and cordial reception given to the delegation by the Vietnamese side.

Secretary of the National Security Council A. Volfovich congratulated Vietnam, under the leadership of the Communist Party of Vietnam headed by General Secretary To Lam, on achieving many accomplishments in national construction and development, enhancing Vietnam's position in the international arena; affirming that the heroic, patriotic, hardworking, and creative Vietnamese people will continue to overcome all difficulties and challenges, successfully achieving the set development goals, making Vietnam a prosperous and powerful country in the region and the world. Mr. A. Volfovich thanked the General Secretary for his continued attention, guidance, and concrete contributions to the bilateral relationship. They stated that the establishment of a Strategic Partnership within the framework of the General Secretary's visit to Belarus marks an important development in bilateral relations, creating momentum and leverage for both sides to further strengthen cooperation in all fields. They affirmed that Belarus considers Vietnam one of its important and reliable partners in the Asia-Pacific and Southeast Asian regions, and agreed to promote areas of cooperation where both sides have potential and strengths, as General Secretary To Lam pointed out.

Mr. A. Volfovich affirmed that the Belarusian Security Council will actively contribute to the implementation of agreements between the high-level leaders of the two countries, helping to deepen the Vietnam-Belarus Strategic Partnership and bring about practical results.

On this occasion, the General Secretary also requested Mr. A. Volfovich to convey greetings and regards to President A. Lukashenko and other leaders of Belarus, and to invite the President to visit Vietnam at a suitable time.
