The General Secretary awarded the title of Hero of the People's Armed Forces to the Navy.
General Secretary To Lam requested the Navy to develop naval military art in line with the people's war strategy for national defense in the new situation.
General Secretary To Lam, Secretary of the Central Military Commission, attended the ceremony this morning to receive the title of Hero of the People's Armed Forces for the third time for the Navy.

Attending the ceremony were members of the Politburo: Bui Thi Minh Hoai, Chairwoman of the Central Committee of the Vietnam Fatherland Front; General Phan Van Giang, Deputy Secretary of the Central Military Commission and Minister of National Defense; General Luong Tam Quang, Minister of Public Security; Tran Sy Thanh, Chairman of the Central Inspection Committee; Le Minh Tri, Head of the Central Internal Affairs Commission; Nguyen Trong Nghia, Head of the General Political Department of the Vietnam People's Army; and Pham Gia Tuc, Chief of the Central Party Office.
Speaking at the ceremony, Vice Admiral Tran Thanh Nghiem, Commander of the Vietnam Navy, reviewed the history of the Navy's development, combat, and growth, highlighting its outstanding contributions to the overall strength, combat readiness, and victory of the Vietnam People's Army.

"The glorious victories, the exceptionally outstanding achievements over the past 70 years, and the title of Hero of the People's Armed Forces for the third time will be a great source of inspiration and motivation, further igniting the enthusiasm of the naval officers and soldiers," he affirmed.
Developing naval military art
Speaking at the ceremony, on behalf of the Party, State, and Central Military Commission leaders, General Secretary To Lam extended best wishes to all officers, soldiers, professional military personnel, workers, and defense employees of the Navy; and congratulated the Vietnam People's Navy on its exceptionally outstanding achievements in recent times.

The General Secretary emphasized that over the past 70 years, the Vietnam People's Navy has grown stronger and more mature, consistently achieving success in all tasks and making many outstanding and exceptionally outstanding achievements in combat, training, combat readiness, labor, production, work, and international missions.
"One of the greatest epics of the Navy is the Ho Chi Minh Trail at sea. Amidst the enemy's tight control, the unmarked ships silently sailed out to sea, carrying weapons, faith, and the aspiration for national reunification."
"The sea is not just a geographical space, but a battlefield of life and death... Vietnamese intelligence and courage have been affirmed. Hundreds of thousands of tons of weapons and ammunition transported to the battlefield played a decisive role in the Great Victory of Spring 1975. Many naval soldiers have become immortal," the General Secretary affirmed.

The General Secretary requested the Navy to focus on thoroughly understanding and grasping the Party's viewpoints, guidelines, and policies, as well as the State's laws and regulations on military and national defense; with a focus on new thinking and understanding of national defense and protecting the Fatherland in accordance with the Resolution of the 14th Party Congress.
The Navy needs to proactively study and thoroughly understand the situation, promptly advising and proposing to the Party, the State, the Central Military Commission, and the Ministry of National Defense the "right" and "effective" solutions that both firmly protect the sovereignty of the Fatherland's seas and islands and maintain a peaceful and stable environment at sea for national construction and development. The Navy needs to focus on effectively implementing the directives of "2 steadfast, 2 strengthening, 2 prevention," and "5 firm," building strong, comprehensive, exemplary, and outstanding agencies and units.
The General Secretary affirmed that it is necessary to continue building a revolutionary, regular, elite, and modern Navy in a streamlined, efficient, and powerful direction; improving the quality of training and the level and capability of combat readiness. The Navy needs to proactively study recent wars and conflicts around the world, and develop naval military art suitable for the people's war strategy to defend the Fatherland in the new situation.

According to the General Secretary, the Navy needs to continue to closely integrate defense, security, foreign affairs, and economic tasks; proactively research, advise, and propose solutions for sustainable development of the marine economy in conjunction with protecting national sovereignty and maritime borders.
The Navy is the core force and a solid support for fishermen to venture out to sea, maintain their presence there, and build an increasingly strong national defense posture and "people's support" at sea.
International cooperation on maritime and island issues, and defense diplomacy with the armed forces and navies of other countries must be prioritized to contribute to the firm protection of national sovereignty, sovereign rights, jurisdiction, and interests, and to maintain a peaceful environment at sea.
The General Secretary requested continued efforts to build a strong Party Committee within the Navy in terms of politics, ideology, organization, ethics, and personnel; constantly improving the leadership capacity and combat strength of Party committees and organizations; and promoting the cultural values of "Uncle Ho's Soldiers - Naval Warriors." This culture should become an intrinsic resource and a great driving force for building a revolutionary, regular, elite, and modern Vietnam People's Navy.
The Navy is building a team of officers with sufficient qualities and capabilities to meet the demands of the new situation; paying attention to ensuring the welfare, policies, material and spiritual well-being, and advancement of officers, soldiers, and workers. The Navy effectively fulfills the responsibility of setting a good example for officers and Party members; resolutely fighting against corruption, waste, negative phenomena, and manifestations of ideological and political degradation, moral decay, and lifestyle deviations, as well as "self-evolution" and "self-transformation" within the organization.

The Navy has been awarded the title of Hero of the People's Armed Forces three times by the Party and the State; it has been awarded 2 Gold Star Orders, 3 Ho Chi Minh Orders, 2 Independence Orders, 3 Military Merit Orders, 4 Orders for Protecting the Fatherland, 1 Labor Order, and tens of thousands of collectives and individuals have been awarded other prestigious honors.
