According to RIA Novosti, the Figaro newspaper, citing information from the Elysee Palace on March 11, reported that French President Emmanuel Macron called on the chiefs of staff of the European Union (EU) and several other countries to gather in Paris to develop a plan to ensure Ukraine's security amid progress in negotiations between Kyiv and Washington.

"Amidst accelerating peace negotiations, President Macron has made it clear that today we need to move from concepts to action plans to identify credible security guarantees that can lead to lasting and sustainable peace in Ukraine," Figaro reported.

The French President's office noted that those participating in the meeting agreed that security guarantees "should not be separate from NATO and the bloc's capabilities" at a time when Washington and Moscow are drawing closer together.

Earlier, on March 11, a meeting between Ukrainian and American delegations took place in Saudi Arabia. Following the meeting, US Secretary of State Marco Rubio announced that the US proposed a ceasefire and an immediate move to negotiations, noting that Ukraine supported this proposal.

On the same day, French President Emmanuel Macron met with several EU chiefs of staff, as well as those from Türkiye, Canada, and the United Kingdom. The discussions revolved around the possibility of deploying troops to Ukraine following a peace agreement between Moscow and Kyiv.

During a meeting with the permanent members of the Russian Security Council in January 2025, Russian President Vladimir Putin declared that the goal of resolving the conflict in Ukraine is not a short-term ceasefire and a temporary pause to regroup and rearm with the aim of resuming the conflict later, but rather lasting peace. According to him, the Russian authorities will continue to fight for the interests of the Russian people; this is the meaning of this particular military operation. Putin noted that peace in Ukraine must be based on “respect for the legitimate interests of all people and all states living in this region.”
