President Macron calls for building security guarantees for Ukraine

President Macron urged EU military leaders to draw up a plan to provide reassurance to Ukraine.

According to RIA Novosti, Figaro newspaper quoted information from the Elysee Palace on March 11 saying that French President Emmanuel Macron called on the chiefs of staff of the European Union (EU) and several other countries to gather in Paris to develop a plan to ensure security for Ukraine in the context of progress in negotiations between Kiev and Washington.

"In the context of accelerating peace negotiations, President Macron made it clear that today it is necessary to move from concepts to action plans to identify reliable security guarantees that can achieve a lasting and sustainable peace in Ukraine," Figaro said.

The French President's office noted that the meeting participants agreed that security guarantees "should not be separated from NATO and its capabilities" at a time when Washington and Moscow are moving closer together.

Earlier, on March 11, a meeting between the Ukrainian and US delegations took place in Saudi Arabia. After the meeting, US Secretary of State Marco Rubio announced that the US side proposed a ceasefire and immediately moved to negotiations, noting that Ukraine supported this proposal.

On the same day, French President Emmanuel Macron met with several EU chiefs of staff, as well as those of Türkiye, Canada, and the United Kingdom. The discussion focused on the possibility of deploying troops to Ukraine after a peace deal was reached between Moscow and Kiev.

During a meeting with the permanent members of the Russian Security Council in January 2025, Russian President Vladimir Putin stated that the goal of resolving the conflict in Ukraine is not a short-term ceasefire and a pause in regrouping and rearming with the aim of continuing the conflict, but a lasting peace. According to him, the Russian government will continue to fight for the interests of the Russian people; this is the meaning of this special military operation. Mr. Putin noted that peace in Ukraine must be based on “respect for the legitimate interests of all people and all countries living in this region.”
