President Putin reshuffles Russia's Security Council

Russian President Putin has added new members to the Federal Security Council.

According to RIA Novosti, on September 30, Russian President Vladimir Putin added members to the Russian Security Council.

“The following persons became members of the Security Council of the Russian Federation: AG Dyumin - presidential aide, AL Linets - head of the presidential special programs department; DV Manturov - first deputy prime minister; VI Skvortsova - head of the Federal Medical and Biological Agency,” the decree reads.

In addition, President Putin dismissed Vladimir Yakushev, acting secretary of the Grand Council of United Russia, from the Security Council. Mr. Yakushev had been a member of the Council as the President's Special Envoy to the Ural Federal District, but last week he was transferred to work at the Federation Council.

In addition, President Putin extended the federal term of service of Deputy Minister of the Security Council Alexander Grebenkin until October 13, 2025.

Earlier in June 2024, the Russian leader also reshuffled the Security Council, signing a decree to keep Nikolai Patrushev, former secretary of the Security Council of the Russian Federation and a close ally of Putin, in the body as a permanent member. The move was considered a surprise after Patrushev had to give up his position as secretary of the council to former defense minister Sergei Shoigu in May 2024.

In addition to Mr. Patrushev, the decree signed by President Putin in June 2024 also named Defense Minister Andrei Belousov and Mr. Shoigu as permanent members of the Security Council.

The Security Council of the Russian Federation is an advisory body to the President of Russia on matters of national security policy management and implementation. The Council is appointed by the President of Russia and operates directly under the President. The Security Council does not have direct authority over the security agencies and ministries of the Russian Government.

The Russian Security Council has 30 members, including 12 permanent members. The current chairman of the council is President Putin and the deputy chairman of the council is former Russian President Dmitry Medvedev.
