According to RIA Novosti on January 16, US President Donald Trump announced the formation of a "peace council" on Gaza and promised to announce its members soon.

"I am deeply honored to announce the formation of the Peace Council. The members of the Council will be announced shortly, but I can confidently say that this is the greatest and most prestigious Council ever formed anywhere, at any time," President Donald Trump wrote on the social media platform Truth Social.

The American leader also confirmed the move to the next phase of the Gaza peace plan.

"As Special Envoy Steve Witkoff announced, we have officially launched the next phase of the 20-point Peace Plan for Gaza," President Trump wrote.

On January 15, Witkoff's special envoy announced the launch of the second phase of the US peace plan for the Gaza Strip. He added that the second phase includes the establishment of a Palestinian technocratic transitional government, the disarmament of Hamas, and the transition from the ceasefire agreement to a reconstruction phase. On the same day, the foreign ministries of Egypt, Qatar, and Türkiye issued a joint statement on the establishment of a Palestinian technocratic committee to administer Gaza, headed by Ali Shaath – who previously served as a deputy minister in the Palestinian government responsible for industrial development.

In mid-November 2025, the United Nations Security Council adopted a resolution proposed by the United States, supporting President Donald Trump's comprehensive plan to resolve the situation in the Gaza Strip. Thirteen of the 15 council members voted in favor, while Russia and China abstained. The US plan for Gaza proposes establishing an interim international administration for the Gaza Strip and creating a "peace council" chaired by President Trump. The plan also stipulates a military mandate for an international stabilization force deployed in coordination with Israel and Egypt. Information regarding the composition of this peacekeeping force remains undisclosed.
