President Zelensky expands Ukrainian delegation to negotiate with Russia.

According to RIA Novosti on July 23, President Volodymyr Zelensky increased the number of Ukrainian delegates participating in negotiations with Russia from 12 to 14, according to a decree published on his website.

According to the document, the delegation was supplemented by representatives of the Parliamentary Commissioner for Human Rights in the security and defense system - Yury Kolbasa, along with the Deputy Chief of the General Staff of the Armed Forces of Ukraine, Yevhen Ostryansky.

While in the previous two rounds of negotiations, Oleksiy Malovetsky, head of the international law and operations department of the Central Legal Department of the General Staff of the Armed Forces of Ukraine, participated in the delegation, his deputy, Andriy Fomin, will now join the negotiations.

Earlier on July 23, a source told RIA Novosti that the composition of the Russian delegation remained unchanged.

The parties held two rounds of negotiations in Istanbul, Türkiye, in May and June. As a result, the two sides exchanged prisoners of war, and Ukraine received back its fallen soldiers. The delegations also exchanged draft memoranda of understanding on a vision for a peaceful resolution. The new meeting is expected to discuss the memoranda of understanding and humanitarian issues.

On July 22, a Turkish source told RIA Novosti that the third round of talks between Moscow and Kyiv is scheduled to take place on July 23 (around 11 PM Hanoi time) at the Ciragan Palace. However, the specific date and time are still being clarified. The Russian side has not confirmed this information.

On July 19, President Volodymyr Zelensky stated that Rustem Umerov, Secretary of the National Security and Defense Council of Ukraine, had proposed holding another round of talks next week. A source within the Russian negotiating team confirmed this proposal to RIA Novosti. These signals from Kyiv offer hope that the date for the talks will be announced soon.
