Ho Chi Minh City promotes investment in high-speed railway connecting Can Gio

Vice Chairman of the City People's Committee Bui Xuan Cuong has assigned the Department of Finance to urgently urge investors to complete investment proposal documents.Ho Chi Minh City - Can Gio high-speed railwayand report to the City People's Committee in July 2025.

Along with that, the Department of Finance is assigned to preside over and coordinate with the Department of Construction and relevant units to review legal regulations in the railway sector, advise on investment processes and procedures for projects proposed by investors in the form of socialization, without using the budget.

Project proposed by investor, direct capital source

Previously, on June 2, 2025, the Department of Finance held a meeting with relevant departments and branches, along with Vingroup Corporation and VinSpeed ​​High-Speed ​​Railway Investment and Development Joint Stock Company - two units proposing to implement the high-speed urban railway connecting Ho Chi Minh City and Can Gio.

At the meeting, the investor expressed his desire to directly invest capital, without using the state budget, in accordance with current investment regulations. After receiving comments from departments and branches, the Department of Finance requested the investor to promptly complete the investment dossier and submit it to the Department to have a basis for reviewing and appraising the project in accordance with the law.

Currently, the investor is in the process of completing the project proposal. Immediately after receiving the complete documents, the Department of Finance will organize the investment appraisal process, as a basis for reporting to the Ho Chi Minh City People's Committee.

The project is expected to be a breakthrough in urban transport infrastructure, contributing to promoting socio-economic development and sea tourism of Can Gio district - the only area of ​​Ho Chi Minh City bordering the sea, with development potential but limited infrastructure connectivity.
