Vinh City: Preparations underway for the construction of the extended Ly Thuong Kiet road project.
(Baonghean.vn) - On the morning of November 22nd, the People's Committee of Nghe An province held a working session on the progress of the extended Ly Thuong Kiet road project in Vinh City. Mr. Huynh Thanh Dien, Vice Chairman of the Provincial People's Committee, presided over the meeting.
Also attending the working session were leaders from the Departments of Construction, Finance, Natural Resources and Environment, Planning and Investment, and the People's Committee of Vinh City.

The Ly Thuong Kiet road construction project (the section passing through Hung Binh ward, Vinh city) has its starting point at the intersection with Le Loi road and its end point at the intersection with Nguyen Van Cu road. The project was approved for investment by the Vinh City People's Committee in 2011. In 2014, the provincial People's Committee approved the investment proposal for the construction project.
The project is implemented under a build-transfer (BT) contract. The investor is Nghe An Road Construction and Design Consulting Joint Stock Company. The road is 1,056.34m long, with a construction setback of 24m, including a 12m road surface and 6m sidewalks on each side.

To implement the project, a total of 67 households (excluding those separated into different households) will be affected, requiring resettlement with a total land area of 11,018 m² to be acquired.2And there are 7 affected agencies/units with a land acquisition area of 13,532m².2The cost for compensation and land clearance is approximately 133 billion VND (excluding land for resettlement and national defense purposes).
To provide residents with new housing, the Vinh City People's Committee has developed a detailed construction plan at a scale of 1/500 for a park, parking lot, community cultural center, and resettlement plots in Vinh Phuc block, Hung Phuc ward. A total of 97 plots have been approved. Of these, 49 plots and the parking area have already undergone land clearance.
Currently, the investor is completing the relevant procedures and is expected to submit them to the competent authority for approval by January 2017, in order to proceed with the next steps and ensure the project's progress.

Faced with the reality of the project's delayed progress, causing public dissatisfaction, Comrade Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee - directed: This is an important transportation project for Vinh City, however, the Vinh City People's Committee's guidance in this matter has been slow.
In the coming period, the Vinh City People's Committee must truly be the coordinating body for this project, clearly assigning responsibilities to each member, and ensuring progress so that the investor can submit the project in January 2017. Initially, the Vinh City People's Committee should focus on effectively communicating information to the people and expediting land clearance. The goal is to begin compensation payments for land clearance by May 2017 and hand over the land to the investor for project construction by June 2017.
For military units and schools, the Vinh City People's Committee proactively coordinates with these units to ensure the timely clearance of construction projects. Relevant departments, according to their functions and responsibilities, approve project items, facilitating the investor's implementation of the project.
