According to the Resolution, from now until 2021, the arrangement of administrative units at district (city) and commune (ward) levels that have not yet reached 50% of the two standards of natural area and population size will be basically completed.

In addition, encourage the implementation of the arrangement of other district and commune-level administrative units according to local requirements, when ensuring favorable factors and consensus of the majority of people.

By 2030, basically complete the arrangement of district and commune-level administrative units in accordance with the overall planning of administrative units.

In the process of implementing the Resolution, all levels need to focus on leading and directing the implementation of propaganda and mobilization work to create high consensus among the people; pay attention to promptly resolving policies and regimes for cadres, civil servants, public employees and workers affected by the arrangement; create favorable conditions for people in carrying out procedures to convert documents related to personal identity or related to production and business activities, etc.

Also this morning, Vice Chairman of the City People's Committee Ha Thanh Tinh disseminated Resolution No. 39-NQ/TW, dated January 15, 2019 of the Politburo on improving the efficiency of management, exploitation, use and promotion of economic resources.

Merge 6 wards into 3 wards

Based on the spirit of Resolution No. 37-NQ/TW, at the conference, Vinh City also deployed a very specific plan to implement the Resolution.

Accordingly, although the city has no commune or ward that has not met 50% of both standards on natural area and population size according to the commune-level administrative unit standards and must be merged in the period from now to 2021.

However, due to the fact that some wards have very small areas, such as Hong Son ward with only 0.5 km2, Le Mao ward with 0.87 km2, compared to the regulation of 5.5 km2 for wards, from now until 2021, Vinh City has decided to merge 2 wards: Hong Son and Le Mao to establish a new ward.

The city also determined the merger roadmap for the 2022-2030 period for 4 wards, including: Quang Trung and Doi Cung; Hung Phuc and Hung Binh.
