According to the Resolution, from now until 2021, the reorganization of district-level (city) and commune-level (ward) administrative units that have not met 50% of the two standards of natural area and population size will be basically completed.
In addition, the rearrangement of other district and commune-level administrative units is encouraged according to local requirements, provided that it ensures convenience and receives the consensus of the majority of the people.
By 2030, the reorganization of district and commune-level administrative units will be essentially completed in accordance with the overall administrative unit planning.

Also this morning, Vice Chairman of the Hanoi People's Committee Ha Thanh Tinh disseminated Resolution No. 39-NQ/TW, dated January 15, 2019, of the Politburo on improving the efficiency of management, exploitation, use, and development of the economy's resources.
Merging 6 wards into 3 wards
Based on the spirit of Resolution No. 37-NQ/TW, at the conference, Vinh City also implemented a very specific plan to carry out the Resolution.
Accordingly, although the city does not have any communes or wards that have not met 50% of both criteria regarding natural area and population size according to the standards for commune-level administrative units and must be merged in the period from now until 2021.
However, due to the fact that some wards have very small areas, such as Hong Son ward with only 0.5 km2 and Le Mao ward with 0.87 km2, compared to the regulation of 5.5 km2 for wards, from now until 2021, Vinh City plans to merge two wards: Hong Son and Le Mao to form a new ward.
The city has also identified a merger roadmap for the period 2022-2030 for four wards, including Quang Trung and Doi Cung; Hung Phuc and Hung Binh.
