The Steering Committee for Science, Technology, Innovation and Digital Transformation of Ho Chi Minh City has just announced the roadmap for implementing Resolution 57 for 2026. The focus of this plan is to complete the digital infrastructure, ensure cybersecurity, and bring the most advanced telecommunications technologies into socio-economic life.
Widespread 5G coverage and a roadmap for piloting 6G technology.
According to the plan, Ho Chi Minh City aims to ensure 5G technology coverage reaches 95% of the population by 2026. Specifically, coverage is expected to reach 100% in key areas including major cities, high-tech zones, industrial parks, seaports, airports, and logistics centers. This is considered a crucial foundation for promoting the digital economy and supporting businesses in their operational transformation.
Notably, in addition to popularizing 5G, the city will begin researching and piloting 6G technology in selected areas. Early adoption of 6G technology affirms Ho Chi Minh City's ambition to lead in telecommunications infrastructure in the region.
Innovate mechanisms to attract technology investment.
To realize these goals, the city focuses on improving the quality of human resources and enhancing the digital capacity of its officials and civil servants. Perfecting mechanisms and policies and removing administrative barriers are key factors in transforming institutions into competitive advantages and attracting investment for development.
The city also proposed groundbreaking initiatives such as:
- Deploy venture capital funds and establish sandbox mechanisms for new technologies.
- Develop a specific public procurement mechanism dedicated to the science and technology sector.

In the coming period, there will be significant investment in science and technology infrastructure, including testing unmanned aerial vehicles (UAVs) for logistics and urban monitoring. Big data will be widely applied to address pressing challenges such as traffic congestion, flooding, and environmental pollution.
The "three-party" linkage model (State, Scientists, Businesses) will continue to be promoted to attract domestic and foreign experts. Notably, the idea of building a "science and technology city" in Binh Duong ward, part of the new Ho Chi Minh City, is being actively promoted by city leaders to create a new growth pole based on knowledge and high technology.
