Paying a high price after a snail wine party

At around 8:00 p.m. on March 22, 2021, after drinking alcohol at a snail restaurant on the lake shore in Tan Ky town, Phan Anh Minh drove a Vision motorbike with license plate number 37N1-175.12 carrying Mr. Tran Van Hien, born in 1970, residing in Nghia Phuc commune, following Highway 534B towards Tan An commune, Tan Ky.

When reaching Km04+750m, road 534B in Hung Cuong hamlet, Ky Son commune, Tan Ky district, Phan Anh Minh drove at a speed of about 50 - 60 km/h.

Because he was driving on a noisy road, Phan Anh Minh turned his head to the right, looking behind him to talk to Mr. Tran Van Hien, resulting in a lack of attention and causing the motorbike driven by Minh to collide with the motorbike of Mr. Nguyen Van Binh, born in 1940, residing in Hung Cuong hamlet, Ky Son commune.

As a result, Mr. Nguyen Van Binh was seriously injured and died on March 23, 2021; Mr. Tran Van Hien was injured and fainted on the spot; both motorbikes were damaged.

The alcohol concentration test at 2:11 a.m. on March 23, 2021 showedalcohol concentrationmeasured in Phan Anh Minh's breath was 0.491 milligrams/1 liter of breath.

During the investigation, Phan Anh Minh compensated Mr. Binh's family for funeral expenses and mental damage in the amount of 100 million VND, so the victim's representative did not request any further civil compensation, and at the same time submitted a petition to reduce the defendant's sentence.

At the end of the trial, the panel sentenced Phan Anh Minh to 24 months in prison.
