(Baonghean.vn) - On September 30, 2021, the People's Court of Tan Ky District (Nghe An) tried the criminal case against Phan Anh Minh, born in 1981, residing in Tan An commune (Tan Ky), for violating regulations while participating in road traffic.
At approximately 8:00 PM on March 22, 2021, after drinking alcohol at a lakeside snail restaurant in Tan Ky town, Phan Anh Minh was driving a Vision motorcycle with license plate 37N1-175.12, carrying Mr. Tran Van Hien, born in 1970, residing in Nghia Phuc commune, along road 534B towards Tan An commune, Tan Ky district.
Upon reaching Km04+750m on Highway 534B, located in Hung Cuong hamlet, Ky Son commune, Tan Ky district, Phan Anh Minh was driving at a speed of approximately 50-60 km/h.
Due to the noisy road conditions, Phan Anh Minh turned his head to the right, looking behind him to talk to Mr. Tran Van Hien, leading to a lack of attention and causing his motorcycle to collide with the motorcycle of Mr. Nguyen Van Binh, born in 1940, residing in Hung Cuong hamlet, Ky Son commune.

As a result, Mr. Nguyen Van Binh was seriously injured and died on March 23, 2021; Mr. Tran Van Hien was injured and fainted on the spot; both motorcycles were damaged.

During the investigation, Phan Anh Minh compensated Mr. Binh's family for funeral expenses and emotional distress with 100 million VND, so the victim's representative did not request any further civil compensation and also submitted a petition for leniency for the defendant.
At the end of the trial, the panel of judges sentenced Phan Anh Minh to 24 months in prison.
