Responding to a petition from voters in Nghi Loc district regarding dredging the waterway at the Nghi Quang barge mooring area.
Voters in Nghi Quang commune, Nghi Loc district, have requested dredging and clearing of the waterway in the boat mooring area between Nghi Quang and Nghi Thiet communes, Nghi Loc district.
TAnswer:
The area around the Nghi Quang wharf, extending from Nghi Thiet commune (Nghi Loc district) to many other sections around this area and up to Cua Hoi fishing port (Nghi Hai ward, Cua Lo town), is currently experiencing siltation and shallowing, making it very difficult for boats to enter and exit the waterway and the fishing port for inspection, control, and cargo loading/unloading. The Department of Agriculture and Rural Development has acknowledged this situation and taken it into account.

In recent times, the problem of siltation at the six estuaries of Lach Hoi, Lach Lo, Lach Van, Lach Quen, Lach Thoi, and Lach Co has become increasingly serious. The Lach Lo estuary is characterized by a weak inland flow from the Cam River, insufficient to push sand and silt out to sea; therefore, siltation occurs frequently and is becoming increasingly severe.
According to the new regulations in Government Decree No. 57/2024/ND-CP dated May 20, 2024, on the management of dredging activities in seaport waters and inland waterways, the Department of Transport is the lead agency.
To ensure the operation of marine fisheries, the Department of Agriculture and Rural Development will coordinate with the Department of Transport to conduct surveys and assessments, and propose to the Provincial People's Committee and the Provincial People's Council to consider dredging the waterways and implementing solutions to prevent siltation in the future. This is to ensure the operation of fishing vessels and other commercial activities in this area in accordance with State regulations on managing dredging activities in port waters and inland waterways.
